01             Presented for consideration is Municipal Ordinance No. 71 Series of 2017 of the Municipality of Matag-ob, Leyte, entitled, “ESTABLISHING FIRECRACKER AND OTHER PYROTECHNIC DEVICES ZONE AND DETERMINING GUIDELINES AND PROHIBITION FOR THE SALE, MANUFACTURE, DISTRIBUTION AND USE OF SUCH IN THE MUNICIPALITY OF MATAG-OB, recommended for the declaration of its VALIDITY by the Provincial Legal Office in its 2nd Indorsement dated August 8, 2017.

02             Presented for consideration is Municipal Ordinance No. 72 Series of 2017 of the Municipality of Matag-ob, Leyte, entitled,AN ORDINANCE ESTABLISHING GUIDELINES FOR THE OPERATION AND MAINTENANCE OF THE MATAG-OB MUNICIPAL CEMETERY LOCATED AT BARANGAY SAN GUIILLERMO, MATAG-OB, LEYTE, recommended for the declaration of its VALIDITY by the Provincial Legal Office in tis 2nd Indorsement dated August 8, 2017.

03             Presented for consideration is Ordinance No. 16 Series of 2017 of the Municipality of Jaro, Leyte, entitled,AN ORDINANCE ESTABLISHING POLICIES AND GUIDELINES THAT SHALL ADMINISTER THE OPERATION AND MAINTENANCE OF THE JARO PUBLIC CEMETERY AND PROVIDING VARIOUS FEES THEREOF,” recommended for the declaration of its VALIDITY by the Provincial Legal Office in its 2nd Indorsement dated August 8, 2017

04              Presented for consideration is Ordinance No. 17 Series of 2017 of the Municipality of Jaro, Leyte, entitled,AN ORDINANCE ESTABLISHING THE SALUGNON’S SPORTS DEVELOPMENT CENTER AND ITS COUNCIL DEFINING ITS COMPOSITION, GOALS AND OBJECTIVES APPROPRIATING FUNDS FOR ITS OPERATION AND FOR OTHER PURPOSES, recommended for the declaration its VALIDITY by the Provincial Legal Office in its 2nd Indorsement dated August 8, 2017.                   

05              Presented for consideration is Ordinance No. 2017-04 of the Municipality of Calubian, Leyte, entitled, “AN ORDINANCE ENACTING THE CHILDREN’S WELFARE AND DEVELOPMENT CODE OF CALUBIAN, LEYTE, recommended for the declaration of its VALIDITY by the Provincial Legal Office in its 2nd Indorsement dated August 8, 2017.                  

 06             Presented for consideration is a REQUEST FOR ACCREDITATION of Mat-e Farmers Association of Brgy. Mat-e, Merida, Leyte as a Non-Government Organization of the Province of Leyte.

07             Presented for consideration is a REQUEST FOR ACCREDITATION of Bayabas Farmers Association of Brgy. Bayabas, Dagami, Leyte as a Non-Government Organization of the Province of Leyte.

08             Presented for consideration is a REQUEST FOR ACCREDITATION of Cansiboy Integrated Farmers Association (CIFA) of Brgy. Cansiboy, Burauen, Leyte as a Non-Government Organization of the Province of Leyte.

09             Presented for consideration is a REQUEST FOR ACCREDITATION of Barangay Canino-an Rural Workers Association of Brgy. Canino-an, Pastrana, Leyte as a Non-Government Organization of the Province of Leyte.  

10              Presented for consideration is a REQUEST FOR ACCREDITATION of Can-Uguib Integrated Livelihood Farmer’s Association of Brgy. Can-Uguib, Abuyog, Leyte as a Non-Government Organization of the Province of Leyte.                    

11              Presented for consideration is the General Fund Supplemental Budget No. 01 CY 2017 of the Municipality of Matalom, Leyte duly enacted by the SB through Appropriation Ordinance No. 05, series 2017 in the total amount of P32,000,000.00, recommended for APPROVAL by the Local Finance Committee subject to the conditions stated in their review letter dated August 18, 2017.

12              Presented for consideration is the General Fund Supplemental Budget No. 01 CY 2017 of the Municipality of Palompon, Leyte duly enacted by the SB through Appropriation Ordinance No. 416-100717 in the total amount of P5,192,427.38, recommended for APPROVAL by the Local Finance Committee subject to the conditions stated in their review letter dated August 18, 2017, together with their CY 2017 Supplemental Annual Investment Program in the amount of P5,192,427.38.

13              Presented for consideration is Municipal Ordinance No. 417-240717 of the Municipality of Palompon, Leyte, entitled, “AN ORDINANCE CREATING AN ADMINISTRATIVE BOARD WHICH WILL HEAR AND DECIDE COMPLAINTS REGARDING NUISANCES,” recommended for the declaration of its VALIDITY by the Provincial Legal Office in its 2nd Indorsement dated August 22, 2017.

14              Presented for consideration is Ordinance No. 21L.17-026, s. 2017 of the Municipality of Kananga, Leyte, entitled,AN ORDINANCE CREATING FOUR (4) ADDITIONAL POSITIONS IN THE CAREER SERVICES, AS FOLLOWS: ONE (1) WATER SUPERINTENDENT 1 – SG – 18/1, ONE (1) MARKET SUPERVISOR III – SG – 18/1, ONE BUSINESS, PERMITS AND LICENSING OFFICER II – SG – 15/1, ONE (1) DRAFTSMAN 1 (B) – SG – 6/1, IN COMPLIANCE WITH THE RECENTLY ADOPTED MUNICIPAL ORGANIZATIONAL STRUCTURE AND STAFFING PATTERN OF THE MUNICIPALITY OF KANANGA, PROVINCE OF LEYTE, recommended for the declaration of its VALIDITY by the Provincial Legal Office in its 2nd Indorsement dated August 22, 2017.

15              Presented for consideration is Ordinance No. 07, s. 2017 of the Municipality of Abuyog, Leyte, entitled,AN ORDINANCE REQUIRING ALL THE SIXTY – THREE (63) BARANGAYS OF THE MUNICIPLITY OF ABUYOG, LEYTE FOR THE ESTABLISHMENT OF BARANGAY ANTI-VIOLENCE AGAINST WOMEN AND THEIR CHILDREN (AVAWC) DESK AND APPROPRIATING FUNDS THEREFOR,” recommended for the declaration of its VALIDITY by the Provincial Legal Office in its 2nd Indorsement dated August 17, 2017.

16              Presented for consideration is Ordinance No. 11, s. 2017 of the Municipality of Abuyog, Leyte, entitled,AN ORDINANCE IMPLEMENTING THE TUBERCULOSIS CARE ASSISTANCE PROGRAM (TBCAP) AND ITS IMPLEMENTING RULES AND REGULATIONS,” recommended for the declaration of its VALIDITY by the Provincial Legal Office in its 2nd Indorsement dated August 17, 2017.

17             Presented for consideration is a letter dated August 23, 2017 from Honorable Leopoldo Dominico L. Petilla, Governor, respectfully requesting the Honorable August Body for an authority to sign and enter into a Contract of Usufruct with the following government agencies and corporation, for and in behalf of the Provincial Government of Leyte, to wit:

  1. Regional Highway Patrol Unit 8 (RHPU8) – 1,644 square meters
  2. Philippine Crop Insurance Corporation (PCIC) – 2,000 square meters
  3. Office of the Civil Defense (OCD) – 4,000 square meters

18            Presented for consideration is Resolution No. XVII-124PR, Series of 2017 of the Sangguniang Panlalawigan of Ilocos Sur, entitled, “A RESOLUTION AUTHORED BY HON. JEREMIAS “JERRY” C. SINGZON AND HON. EFREN A. RAFANAN, SR. HUMBLY REQUESTING SUPPORT FROM ALL CONGRESSMEN, GOVERNORS, VICE GOVERNORS AND THE SANGGUNIANG PANLALAWIGAN, PROVINCIAL BOARD MEMBERS LEAGUE OF THE PHILIPPINES (PBMLP), LEAGUE OF MUNICIPALITIES OF THE PHILIPPINES (LMP), VICE MAYORS, YOUNG LEGISLATORS AND LIGA NG MGA BARANGAY SA PILIPINAS OF TOBACCO PRODUCING PROVINCE TO APPEAL TO THE PRESIDENT OF THE REPUBLIC OF THE PHILIPPINES, THE DEPARTMENT OF FINANCE, THE DEPARTMENT OF BUDGET AND MANAGEMENT AND THE BUREAU OF INTERNAL REVENUE (BIR) TO HIGHLY CONSIDER THE EXCISE TAX SHARE DUE TO THE TOBACCO-PRODUCING PROVINCES FROM THE PROCEEDS OF THE TWENTY-FIVE BILLION PESOS TAX SETTLEMENT OF MIGHTY CORPORATION PRIOR TO THE ALLOCATION FOR RECONSTRUCTION AMONG WAR-TORN AND EARTHQUAKE-HIT AREAS, for information, dissemination and appropriation action.

19             Presented for consideration is House Bill No. 3939 of the 17th Congress First Regular Session of the House of Representative, Introduced by Hon. Lawrence Lemuel H. Fortun, entitledAN ACT STRENGHTENING THE LEGAL STAFF OF THE DEPARTMENT OF JUSTICE, RENAMING IT AS THE OFFICE OF THE CHIEF STATE COUNSEL, REDEFINING, EXPANDING, RATIONALIZING AND FURTHER PROFESSIONALING ITS ORGANIZATION AND APPROPRIATING FUNDS THEREFOR.

20             Presented for consideration is a letter dated August 22, 2017 from Mr. Hermenegildo R. Serafica relative to the lot used as provincial road located at Barangay Poblacion, Kananga, Leyte. Attached herewith are photocopies of the titles and tax declaration.

21             Presented for consideration is a Notice of Committee Hearing from the Chairman, Committee on Housing, Land Use and Informal Settlers which is scheduled on September 11, 2017 at 10:00 a.m. at the SP Conference Room.

22            Presented for consideration is a letter dated August 11, 2017 from OIC, Regional Director Mr. Raul A. Laput of the Mines and Geosciences Bureau Region VIII, relative to Resolution No. 01, Series 2017 dated May 19, 2017 of the City Mining Regulatory Board (CMRB), Ormoc City, entitled,A RESOLUTION STRONGLY RECOMMENDING TO THE  HONORABLE CITY MAYOR OF ORMOC, THE HONORABLE GOVERNOR OF LEYTE AND THE  REGIONAL DIRECTOR OF MGB – 08 FOR THE IMMEDIATE TEMPORARY SUSPENSION OF CERTAIN COMMERCIAL AND INDUSTRIAL SAND AND GRAVEL  EXTRACTION OPERATIONS WITHIN PANILAHAN RIVER.”

23            Presented for consideration is PLUC Resolution 2017-07, Series of 2017 endorsing the 2016-2025 Comprehensive Land Use Plan (CLUP) and Zoning Ordinance (ZO) of Calubian, Leyte for approval/appropriate action subject to compliance on the comments and recommendations of the PLUC by the Municipal Technical Working Group (MTWG) for CLUP preparation.
