                            An Ordinance Amending Section 4 of Provincial Ordinance No. 1, series of 2005, otherwise known as “An Ordinance Adopting Standard Rates of Fees and Charges on Services Rendered by the Different Hospitals Operated by the Provincial Government of Leyte” as amended by Provincial Ordinance Nos. 2011-09 and 2015-02.”

01.                       Presented for consideration is a request for Accreditation of Philippine Science High School-Eastern Visayas Campus Consumers Cooperative (PSHS-EVC CC) of Eastern Visayas Campus Compound, Maharlika Highway, Brgy. Pawing, Palo, Leyte. with the Provincial Government of Leyte as a non-government organization.

02.                       Presented for consideration is a request for Accreditation of Saint Isidore Greenfield Community Association (SIGCA) of Brgy. San Isidro, Sta. Fe, Leyte with the Provincial Government of Leyte as a non-government organization.

03.                       Presented for consideration is Municipal Ordinance No. 2023-01 of Palo, Leyte entitled- “AN ORDINANCE CREATING THE POSITIONS OF RADIOLOGIC TECHNOLOGIST I, SALARY GRADE 11, AND MEDICAL TECHNOLOGIST I, SALARY GRADE 11, IN THE PLANTILLA OF THE LOCAL GOVERNMENT UNIT OF PALO, LEYTE, AND APPROPRIATING FUNDS THEREFOR.” Recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated May 25, 2023.

04.                       Presented for consideration is Municipal Ordinance No. 2023-08 of Alangalang, Leyte entitled- “AN ORDINANCE ENACTING COMMUNITY-BASED REHABILITATION PROGRAM (CBRP) FOR PERSON WHO USED DRUGS |(PWUD) OF THE MUNICIPALITY OF ALANGALANG, LEYTE.” Recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated June 5, 2023.

05.                       Presented for consideration is Ordinance No. 434 of Babatngon, Leyte entitled- “AN ORDINANCE ADOPTING THE CODE ON CHILDREN IN THE MUNICIPALITY OF BABATNGON, PROVINCE OF LEYTE.” Recommended for the declaration of its VALIDITY  by the Provincial Legal Office per 2nd indorsement dated June 5, 2023.

06.                       Presented for consideration is Municipal Ordinance No. 008 series of 2023 of Pastrana, Leyte entitled- “AN ORDINANCE PRESCRIBING RULES AND REGULATIONS ON THE ESTABLISHMENT, FRANCHISING, OPERATION AND MAINTENANCE OF COCKPITS IN THE MUNICIPALITY OF PASTRANA, PROVINCE OF LEYTE.”  Recommended for the declaration of its VALIDITY with COMMENTS/RECOMMENDATIONS by the Provincial Legal Office per 2nd indorsement dated May 31, 2023.

07.                       Presented for consideration is Ordinance No. 2023-02 of Calubian, Leyte entitled- “AN ORDINANCE EXTENDING THE DEADLINE FOR THE PAYMENT OF BUSINESS TAXES, FEES & CHARGES IN THE MUNICIPAL GOVERNMENT OF CALUBIAN, LEYTE UNTIL JANUARY 31, 2023 WITHOUT SURCHARGES OR PENALTIES.” Recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated May 30, 2023.

08.                       Presented for consideration is Ordinance No. 2022-12 of Calubian, Leyte entitled- “AN ORDINANCE ENACTING THE SOCIAL PROTECTION INTEGRATION PROGRAM AND DEVELOPMENT CODE OF THE MUNICIPALITY OF CALUBIAN, LEYTE.” Recommended for the declaration of its VALIDITY  by the Provincial Legal Office per 2nd indorsement dated May 30, 2023.

09.                       Presented for consideration is Municipal Ordinance No. 472-060223 of Palompon, Leyte entitled- “ENVIRONMENTAL CODE OF PALOMPON, LEYTE” Recommended for the declaration of its VALIDITY  by the Provincial Legal Office per 2nd indorsement dated May 25, 2023.

10.                       Presented for consideration is copy of Order from the Regional Trial Court 8th Judicial Region, Br. 12, Ormoc City relative to Civil Case No. R-ORM-08-00123-CV (FOR: Resolution No. 08-327, s. 2008, of the SP of Leyte, On the boundary dispute between the Municipalities of Merida and Isabel).

11.                       Presented for consideration is Resolution No. 7833 of the SP of the Province of Pampanga entitled: “A RESOLUTION REQUESTING ALL PROVINCIAL GOVERNORS THRU THEIR RESPECTIVE SANGGUNIANG PANLALAWIGAN TO STRONGLY SUPPORT THE IMMEDIATE PASSAGE OF HOUSE BILL NO. 479 ENTITLED: “AN ACT ESTABLISHING THE OVERSEAS FILIPINO WORKERS (OFW) HOSPITAL, AND APPROPRIATING FUNDS THEREFOR.”

12.                       Presented for consideration is a letter dated February 09, 2023 from Atty. Archie Edsel C. Asuncion, Chief, Water Rights Division, National Water Resources Board, DENR, requesting for posting of notice of Water Permit application of Nedroda Purified Drinking Water c/o Charity Nedroda located at Brgy. Balucanad, Capoocan, Leyte on the bulletin board and a certification of said posting is further requested.

13.                        Presented for consideration is a letter dated February 10, 2023 from Atty. Archie Edsel C. Asuncion, Chief, Water Rights Division, National Water Resources Board, DENR, requesting for posting of notice of Water Permit application of Le Pension House/Ivy Nina Encinas located at Brgy. 91 Abucay, Tacloban City, Leyte on the bulletin board and a certification of said posting is further requested.

14.                       Presented for consideration is a letter dated February 16, 2023 from Atty. Archie Edsel C. Asuncion, Chief, Water Rights Division, National Water Resources Board, DENR, requesting for posting of notice of Water Permit application of Tubig Po Water Refilling Station c/o Rolyn Martinez Po located at Brgy. Salvacion, Dulag, Leyte on the bulletin board and a certification of said posting is further requested.

15.                       Presented for consideration is a letter dated February 16, 2023 from Atty. Archie Edsel C. Asuncion, Chief, Water Rights Division, National Water Resources Board, DENR, requesting for posting of notice of Water Permit application of Babatngon Water District located at Brgy. Dist. 1, Babatngon, Leyte on the bulletin board and a certification of said posting is further requested.

16.                       Presented for consideration is a letter dated February 09, 2023 from Atty. Archie Edsel C. Asuncion, Chief, Water Rights Division, National Water Resources Board, DENR, requesting for posting of notice of Water Permit application of Milka Hotel located at Brgy. 91, Abucay, Tacloban City, Leyte on the bulletin board and a certification of said posting is further requested.

17.                       Presented for consideration is Resolution No. 2023-470 of the SP of the Province of Benguet entitled: “EARNESTLY REQUESTING HON. ERIC GO YAP, CONGRESSMAN, LONE CONGRESSIONAL DISTRICT, PROVINCE OF BENGUET, TO FILE A HOUSE BILL MAKING THE POSITION OF ENVIRONMENT AND NATURAL RESOURCES OFFICER MANDATORY IN THE PROVINCIAL CITY AND MUNICIPAL LEVELS, AMENDING FOR THE PURPOSE SECTION 484 OF REPUBLIC ACT NO. 7160, OTHERWISE KNOWN AS THE LOCAL GOVERNMENT CODE OF 1991, AS AMENDED.”

18.                       Presented for consideration is General Fund Supplemental Budget No. 1 FY 2023 of Villaba, Leyte amounting to Php24,098,944.00 under Appropriation Ordinance No. 1, S.2023-2025. Recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated June 2, 2023, together with Supplemental Annual Investment Program (SAIP) No. 1  for CY 2023 in the  amount of Php81,770,535.00.

19.                       Presented for consideration is General Fund Annual Budget FY 2023 of Matag-ob, Leyte amounting to Php113,837,549.00 under Appropriation Ordinance No. 05, s. 2022. Recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated June 2, 2023, together with Annual Investment Program  for CY 2023 in the  amount of Php1,131,613,903.40.

20.                       Presented for consideration is General Fund Annual Budget FY 2023 of Merida, Leyte amounting to Php149,397,263.00 under Appropriation Ordinance No. 06, s. 2022. Recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated June 5, 2023, together with Annual Investment Program (AIP)  for CY 2023 in the  amount of Php 1,091,456,091.65.

21.                       Presented for consideration is General Fund Supplemental Budget No. 1 FY 2023 of Bato, Leyte amounting to Php9,600,000.00 under Appropriation Ordinance No. 2023-02. Recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated June 8, 2023, together with Supplemental AIP No. 1  for CY 2023 in the  amount of Php17,022,045.00.
