01. Presented for consideration is a request for ACCREDITATION of AGAPE REBORN FOUNDATION, INC. of Banilad, Cebu City with the Provincial Government of Leyte as a non-government organization.
02. Presented for consideration is Resolution No. 2023-581 of the Sangguniang Panlalawigan of the Province of Iloilo, entitled: “RESOLUTION STRONGLY OPPOSING THE REQUIREMENT OF TRANSFER CERTIFICATE OF TITLE (TCT) FOR FUND TRANSFERS AS PROVIDED FOR IN COA CIRCULAR NO. 2023-004.”
03. Presented for consideration is a copy furnished letter dated September 6, 2023 from the National Water Resources Board, DENR, requesting for the posting of Water Permit Application of ROQ’S WATER REFILLING STATION/ ROQUE A. PANILAWON located at Malaguinabot, San Miguel, Leyte. A certification for said posting is also requested.
04. Presented for consideration is General Fund Supplemental Budget No. 2 FY 2023 of Palo, Leyte amounting to Php15,177,000.00 under Appropriation Ordinance No. 2023-03. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated October 11, 2023.
05. Presented for consideration is General Fund Supplemental Budget No. 1 CY 2023 of MacArthur, Leyte amounting to Php2,806,436.65 under Appropriation Ordinance No. 01 Series of 2023. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated October 12, 2023, together with Supplemental Investment Program No. 01 CY 2023 with the same amount.
06. Presented for consideration is Ordinance No. 2023-09 of Tanauan, Leyte entitled: “AN ORDINANCE CREATING THE MUNICIPAL PUBLIC EMPLOYMENT SERVICE OFFICE (MPESO) OF THE LOCAL GOVERNMENT UNIT OF TANAUAN, LEYTE, PROVIDING ITS DUTIES AND RESPONSIBILITIES AND FUNCTIONS AND APPROPRIATING THE NECESSARY FUNDING REQUIREMENT FOR ITS OPERATION”. Same is recommended for the declaration of its VALIDITY with CONDITION by the Provincial Legal Office per 2nd indorsement dated October 9, 2023.
07. Presented for consideration is Ordinance No. 2023-07 of Dagami, Leyte entitled: “AN ORDINANCE PROHIBITING THE USE OF CASH CARDS ISSUED TO HOUSEHOLD BENEFICIARIES OF THE PANTAWID PAMILYANG PILIPINO PROGRAM OR THE 4PS AS COLLATERAL OF A LOAN, PROVIDING PENALTIES THEREFORE AND FOR OTHER PURPOSES”. Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated October 4, 2023.

Presented for consideration is Municipal Ordinance No. 2023-08 of Dagami, Leyte entitled: “AN ORDINANCE RECLASSIFYING THE AREA SITUATED IN BARANGAY CALSADAHAY, DAGAMI, LEYTE FROM AGRICULTURAL LAND TO INDUSTRIAL LAND OF SOLIMAN E.C.” Same is recommended for the declaration of its VALIDITY with CONDITIONS by the Provincial Legal Office per 2nd indorsement dated October 4, 2023.
09. Presented for consideration is Municipal Ordinance No. 2023-08 of Julita, Leyte entitled: “AN ORDINANCE REQUIRING THE TWENTY-SIX BARANGAYS OF THE MUNICIPALITY OF JULITA, LEYTE TO HAVE THEIR OWN BARANGAY OFFICIAL SEAL.”. Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated October 9, 2023.

Presented for consideration is Municipal Ordinance No. 2023-09 of Julita, Leyte entitled: “AN ORDINANCE HONORING AND GRANTING CASH GIFT TO OCTOGENARIANS, NONAGENARIANS AND CENTENARIANS OF THE MUNICIPALITY OF JULITA, LEYTE, PROVIDING GUIDELINES AND APPROPRIATING FUNDS THEREOF, AND FOR OTHER PURPOSES.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated October 9, 2023.
11. Presented for consideration is Municipal Ordinance No. 2023-20 of Julita, Leyte entitled: “AN ORDINANCE ESTABLISHING AN AWARDS SYSTEM FOR THE THREE-TERMER ELECTIVE BARANGAY OFFICIALS OF THE MUNICIPALITY OF JULITA, LEYTE.”. With Comments/opinion from the Provincial Legal Office per 2nd indorsement dated October 9, 2023, that subject ordinance is laudable as long as it does not violate the prohibitions provided under Section 335, Chapter 4 of the Local Code.
12. Presented for consideration is Municipal Ordinance No. 2023-21 of Julita, Leyte entitled: “AN ORDINANCE ENACTING THE 2023 LOCAL INVESTMENT INCENTIVE CODE OF THE MUNICIPALITY OF JULITA, LEYTE.” Same is recommended for the declaration of its VALIDITY with CONDITION by the Provincial Legal Office per 2nd indorsement dated October 9, 2023.
13. Presented for consideration is Municipal Ordinance No. 2022-08 of Tabango, Leyte entitled: “AN ORDINANCE PROVIDING FOR THE 2023 REVENUE CODE OF THE MUNICIPALITY OF TABANGO, LEYTE.” Same is re-submitted in compliance to SP Resolution No. 2023-047 dated January 24, 2023.
