03.            Presented for consideration is Ordinance No. 2023-07 of Tanauan, Leyte entitled- “AN ORDINANCE DECLARING THE 7TH DAY OF NOVEMBER EVERY YEAR AS ARBOR DAY IN THE MUNICIPALITY OF TANAUAN, LEYTE, ENJOINING ITS CELEBRATION AS AN ANNUAL EVENT OF TREE PLANTING, APPROPRIATING FUNDS THEREFOR AND FOR OTHER PURPOSES.” Recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated August 14, 2023.

04.            Presented for consideration is Ordinance No. 2023-02 of Dagami, Leyte entitled- “AN ORDINANCE PROHIBITING THE MANUFACTURE, SALE, DISTRIBUTION, POSSESSION, AND USE OF FIRECRACKERS, PYROTECHNIC DEVICES, AND OTHER SIMILAR DEVICES CAUSING THE EXPLOSION OF THE SAME OR OTHER EXPLOSIVES WITHIN THE TERRITORIAL JURISDICTION OF DAGAMI, PROVINCE OF LEYTE.” Recommended for the declaration of its VALIDITY with CONDITION by the Provincial Legal Office per 2nd indorsement dated August 11, 2023.

05.            Presented for consideration is Ordinance No. 2023-03-A of Dagami, Leyte entitled- “AN ORDINANCE AUTHORIZING THE MUNICIPAL VICE-MAYOR, HON. HOMOBONO U. BARDILLON, TO ENTER INTO CONTRACTS OF SERVICE FOR JOB ORDER EMPLOYEES IN THE LEGISLATIVE DEPARTMENT OF THE MUNICIPAL GOVERNMENT OF DAGAMI, LEYTE.” With comments/opinion from the Provincial Legal Office per 2nd indorsement dated August 15, 2023, subject ordinance is not signed as “Approved” by the Local Chief Executive and no Veto message by the LCE is attached to the above ordinance.

06.            Presented for consideration is Municipal Ordinance No. 06 series of 2023 of MacArthur, Leyte entitled- “AN ORDINANCE OPERATIONALIZING REPUBLIC ACT NO. 10173, OR THE DATA PRIVACY ACT OF 2012 IN THE MUNICIPALITY OF MACARTHUR, LEYTE, AND PROVIDING GUIDELINES THEREFORE.” Recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated August 11, 2023.

07.            Presented for consideration is Ordinance No. 15 SERIES OF 2023 of Jaro, Leyte entitled- “AN ORDINANCE INSTITUTIONALIZING THE BUSINESS PERMIT AND LICENSING SYSTEM (BPLS) OF THE MUNICIPALITY OF JARO, PROVINCE OF LEYTE.” Recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated August 15, 2023.

08.            Presented for consideration is Ordinance No. 2023-08 of Calubian, Leyte entitled- “AN ORDINANCE CREATING THE POSITION ITEM OF A PRIVATE SECRETARY 1, SALARY GRADE 11, UNDER THE OFFICE OF THE MUNICIPAL VICE MAYOR IN THE MUNICIPAL GOVERNMENT OF THE MUNICIPALITY OF CALUBIAN, LEYTE.” Recommended for the declaration of its VALIDITY with CONDITION by the Provincial Legal Office per 2nd indorsement dated August 9, 2023.

09.            Presented for consideration is Ordinance No. 2023-09 of Calubian, Leyte entitled- “ ORDINANCE IMPLEMENTING THE UTILIZATION OF THE PHILHEALTH TB-DOTS BENEFIT PACKAGE RECEIPTS AND ACCRUING TO THE TRUST FUND OF THE LOCAL GOVERNMENT UNIT (LGU) OF CALUBIAN, LEYTE, AS AMENDED.” Recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated August 9, 2023.

11.            Presented for consideration is Municipal Ordinance No. 40, S. 2023-2025 of Villaba, Leyte entitled- “AN ORDINANCE ESTABLISHED TO RID THE MUNICIPALITY OF VILLABA OF VIOLENCE AGAINST WOMEN AND THEIR CHILDREN (VAWC) AND EXACT PENALTY FOR COMMITTING ANY OF THE CITED CASES THEREOF.” With the information from the Provincial Legal Office per 2nd indorsement dated August 9, 2023, that subject ordinance be reviewed by the SB of origin to ensure that the PENALTIES provided therein does not amount to an Ultra Vires act.

12.            Presented for consideration is Municipal Ordinance No. 476-080523 of Palompon, Leyte entitled- “2023 REVENUE CODE OF THE MUNICIPALITY OF PALOMPON”, with COMMENTS/OPINION from the Provincial Legal Office per 2nd indorsement dated August 15, 2023, that impositions of fees require revision and/or legal basis.

13.            Presented for consideration is Municipal Ordinance No. 478-100723 of Palompon, Leyte entitled- “AN ORDINANCE PROVIDING FOR THE USE OF WHEEL CLAMPS TO IMMOBILIZE VEHICLES PARKING OVERNIGHT ALONG THE STREETS OF THE MUNICIPALITY OF PALOMPON, IMPOSING PENALTIES FOR VIOLATIONS THEREOF, AND FOR OTHER PURPOSES.” Recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated August 15, 2023.

14.            Presented for consideration is Ordinance No. 2023-09 of Albuera, Leyte entitled- “AN ORDINANCE CREATING THE POSITION OF LOCAL DRRM OFFICER I, SG 11 (PLANTILLA ITEM NO. LDRRMO-04) UNDER THE MUNICIPAL DISASTER RISK REDUCTION MANAGEMENT OFFICE (MDRRMO) OF ALBUERA, LEYTE, DEFINING THE FUNCTIONS AND QUALIFICATION STANDARDS OF SAID POSITION, THEREBY AMENDING THE EXISTING ORGANIZATIONAL STRUCTURE OF THE LOCAL GOVERNMENT UNIT OF ALBUERA, LEYTE.” Recommended for the declaration of its VALIDITY with CONDITION by the Provincial Legal Office per 2nd indorsement dated August 9, 2023.

15.            Presented for consideration is Ordinance No. 2023-04 of Javier, Leyte entitled- “AN ORDINANCE CREATING THE POSITION OF TOURISM OPERATIONS OFFICER II, SALARY GRADE 15 UNDER THE OFFICE OF THE MUNICIPAL MAYOR.” Recommended for the declaration of its VALIDITY with CONDITION by the Provincial Legal Office per 2nd indorsement dated August 11, 2023.

16.            Presented for consideration is Municipal Ordinance No. 2023-16 of Hilongos, Leyte entitled- “REVENUE CODE OF THE MUNICIPALITY OF HILONGOS, LEYTE”, with the comments/opinion from the Provincial Legal Office that subject Ordinance requires revisions and/or legal basis on some of its provisions per 2nd indorsement dated August 15, 2023.

17.            Presented for consideration is a letter dated August 2, 2023 from Alejandro K. Bautista, OIC,PENR Officer asking for an update on the status of the proposed ordinance relative to the declaration of the Leyte Sab-a Basin Peatland (LSBP) as Local Conservation Area (LCA).

18.            Presented for consideration are pertinent documents submitted by the SB Secretary relative to the Notice of Appeal filed by Respondent Hon. Albert C. Morilla, Punong Brgy. Manlawaan, Tabango, Leyte before the SB of Tabango, Leyte on Administrative Case No. SB-2022-03-01.
