01.           Presented for consideration is an Opposition to the proposed Provincial Ordinance No. 20230, series of 2023 submitted by Villaba Mun. Mayor Engr. Carlos G. Veloso with attached pertinent documents.

02.           Presented for consideration is a copy of the Joint Application for Approval of Emergency Power Supply Agreement entered into by Leyte II Electric Cooperative, Inc. and FDC Misamis Power Corporation. Issuance of three original copies of a Certification of Receipt of the attached Joint application is requested.

03.           Presented for consideration is Resolution No. 2023-141 of the SB of MacArthur, Leyte entitled: “A RESOLUTION ADDRESSED TO THE SANGGUNIANG PANLALAWIGAN, PROVINCE OF LEYTE THROUGH THE VICE GOVERNOR HONORABLE LEONARDO M. JAVIER, JR. TO RESOLVE THE ISSUE ON THE CLAIM OF THE MUNICIPALITY OF MACARTHUR, LEYTE ON THE BOUNDARY BETWEEN THE BARANGAY TUYO, MACARTHUR AND BARANGAY UNION, MAYORGA, BOTH IN LEYTE.”

04.           Presented for consideration is Ordinance No. 445 of Babatngon, Leyte entitled: “AN ORDINANCE PRESCRIBING ABATTOIR/SLAUGHTERHOUSE WITH TRADING POINT MANAGEMENT AND OPERATION, REGULATING THE SALE OF FOOD ANIMALS, ITS MEAT AND MEAT PRODUCTS FOR PUBLIC CONSUMPTION, IMPOSITION OF FEES AND CHARGES AND IMPOSING PENALTIES IN VIOLATION THEREOF.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated October 23, 2023.

05.           Presented for consideration is Municipal Ordinance No. 010 Series 2023 of Tabontabon, Leyte entitled: “AN ORDINANCE FOR THE ESTABLISHMENT OF VARIOUS OFFICES IN THE LOCAL GOVERNMENT UNIT OF TABONTABON, LEYTE TO WIT: 1. PUBLIC EMPLOYMENT SERVICES OFFICE (PESO) 2. GENERAL SERVICES OFFICE (GSO) 3. MUNICIPAL ENVIRONMENT AND NATURAL RESOURCES OFFICE (MENRO) 4. 11.           Presented for consideration is Ordinance No. 23L.23-034 Series 2023 of Kananga, Leyte entitled: “AN ORDINANCE ESTABLISHING THE SANGGUNIANG KABATAAN OFFICE AND REQUIRING THE BARANGAY TO ALLOCATE A LOT IN THEIR BARANGAY SITE AND/OR SPACE IN THEIR RESPECTIVE MULTI-PURPOSE HALL WITHIN THE 23 BARANGAYS WITHIN THE JURISDICTION OF THE MUNICIPALITY OF KANANGA, LEYTE AND FOR SUCH OTHER PURPOSES.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated October 23, 2023.

12.           Presented for consideration is Ordinance No. 23L.23-039 Series 2023 of Kananga, Leyte entitled: “AN ORDINANCE ADOPTING THE “KANANGA, OUR BEAUTIFUL LAND” AS THE OFFICIAL HYMN OF THE MUNICIPALITY OF KANANGA, LEYTE PRESCRIBING ITS MANDATORY SINGING DURING OFFICIAL AND FORMAL FUNCTIONS, ACTIVITIES, AND PROGRAMS OF THE LOCAL GOVERNMENT UNIT OF KANANGA, COMPONENT BARANGAYS AND OTHER GOVERNMENT AGENCIES, OFFICES WITHIN THE TERRITORIAL JURISDICTION OF MUNICIPALITY OF KANANGA AND PROVIDING PENALTY FOR VIOLATIONS THEREOF.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated October 23, 2023.

13.           Presented for consideration is Ordinance No. 23L.23-040 Series 2023 of Kananga, Leyte entitled: “AN ORDINANCE DECLARING EVERY 2ND SUNDAY OF JUNE OF EVERY YEAR AS THE “KANANGA KAANYAG FESTIVAL DAY” AND FURTHER DECLARING IT AS THE HIGHLIGHT PRESENTATION OF THE KANANGA SOCIO-CULTURAL ACTIVITIES.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated October 23, 2023.

14.           Presented for consideration is Ordinance No. 23L.23-042 Series 2023 of Kananga, Leyte entitled: “AN ORDINANCE CREATING THE POSITIONS OF SOCIAL WELFARE OFFICER I WITH SG 11 OF THE MUNICIPAL SOCIAL WELFARE AND DEVELOPMENT OFFICE AND NURSE II WITH SG 16 OF THE MUNICIPAL HEALTH OFFICE.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated October 23, 2023.

15.          Presented for consideration is General Fund Supplemental Budget No. 2 FY 2023 of Barugo, Leyte amounting to Php20,342,891.89 under Appropriation Ordinance No. 15 S. of 2023. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated October 26, 2023, together with Supplemental Investment Program (SIP) No. 02 CY 2023 amounting to Php24,132,891.89.

16.           Presented for consideration is General Fund Supplemental Budget No. 3 CY 2023 of Isabel, Leyte amounting to Php26,000,000.00 under Appropriation Ordinance No. 03, Series of 2023. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated October 26, 2023, together with Supplemental Investment Plan amounting to Php86,000,000.00.

17.           Presented for consideration is a letter dated November 6, 2023 from Provincial Governor Carlos Jericho L. Petilla forwarding the General Fund Supplemental Budget No. 5 CY 2023 of the Provincial Government of Leyte in the amount of Php305,000,000.00 sourced from Actual Collections in excess of Estimatef income CY 2023 and the requested Reversion of Funds from the Personal Services (PS) Savings from vacant funded positions of the different offices in the amount of One Hundred Million Pesos (Php100,000,000,.00).
