01.            Presented for consideration is Ordinance No. 4, S.2024-05 of Dagami, Leyte entitled: “AN ORDINANCE ENACTING THE CHILDREN’S WELFARE CODE OF THE MUNICIPALITY OF DAGAMI, LEYTE.” Same is recommended for VALIDITY by the Provincial Legal Office per 2nd indorsement dated April 4, 2024.

02.            Presented for consideration is Municipal Ordinance No. 01 Series of 2024 of Tunga, Leyte entitled: “AN ORDINANCE ESTABLISHING THE PERSONS WITH DISABILITY AFFAIRS OFFICE (PDAO) OF THE MUNICIPALITY OF TUNGA, LEYTE.”, with comments/recommendations from the Provincial Legal Office per 2nd indorsement dated April 15, 2024, that as a 6th class municipality, a focal person be designated to perform the functions of the PDAO, instead of creation of a whole office.

03.            Presented for consideration is Municipal Ordinance No. 02 Series of 2024 of Tunga, Leyte entitled: “AN ORDINANCE INSTITUTIONALIZING A DRUG-FREE WORKPLACE POLICY IN THE LOCAL GOVERNMENT UNIT OF TUNGA AND APPROPRIATING FUNDS FOR THE IMPLEMENTATION THEREOF.” Same is recommended for VALIDITY by the Provincial Legal Office per 2nd indorsement dated April 15, 2024.

04.            Presented for consideration is Ordinance No. 23 Series of 2024 of Jaro, Leyte entitled: “AN ORDINANCE LOCALIZING THE REPUBLIC ACT NO. 10666, AN ACT PROVIDING FOR THE SAFETY OF CHILDREN ABOARD MOTORCYCLE IN JARO, LEYTE.” Same is recommended for VALIDITY by the Provincial Legal Office per 2nd indorsement dated April 15, 2024.

05.            Presented for consideration is Municipal Ordinance No. 097-24 of Leyte, Leyte entitled: “AN ORDINANCE CHANGING ITEM POSITION TITLE OF ADMINISTRATIVE OFFICER II (COMMUNITY AFFAIRS OFFICER 1) TO COMMUNITY AFFAIRS OFFICER I, UNDER THE OFFICE OF THE MUNICIPAL MAYOR WITH THE SAME ITEM NUMBER, SALARY GRADE, FUNCTIONS AND QUALIFICATIONS.” Same is recommended for VALIDITY by the Provincial Legal Office per 2nd indorsement dated April 5, 2024.

08.            Presented for consideration is Municipal Ordinance No. 02, S-2024-2025 of Villaba, Leyte entitled: “AN ORDINANCE LEVYING TOURISM ECOLOGICAL FEE IN THE MUNICIPALITY OF VILLABA PROVINCE OF LEYTE AND IMPOSING PENALTIES FOR VIOLATION THEREOF.” Same is recommended for VALIDITY by the Provincial Legal Office per 2nd indorsement dated April 2, 2024.

11.            Presented for consideration is Ordinance No. 24-03 of Inopacan, Leyte entitled: “AN ORDINANCE CREATING THE POSITION TITLE OF PLANNING OFFICER IV, ITEM NO. 8.6 IN THE OFFICE OF THE MUNICIPAL PLANNING AND DEVELOPMENT COORDINATOR AND AMENDING FOR THIS PURPOSE THE ORGANIZATIONAL STRUCTURE AND STAFFING PATTERN OF THE LOCAL GOVERNMENT UNIT OF INOPACAN, LEYTE”. 12.            Presented for consideration is Ordinance No. 24-04 of Inopacan, Leyte entitled: “AN ORDINANCE PROVIDING GUIDELINES ON THE IMPLEMENTATION OF HALINA’T MAGTANIM NG PRUTAS AT GULAY (HAPAG) SA BARANGAY IN THE MUNICIPALITY OF INOPACAN, PROVINCE OF LEYTE, APPROPRIATING FUNDS FOR IMPLEMENTATION THEREOF AND FOR OTHER PURPOSES.” Same is recommended for VALIDITY by the Provincial Legal Office per 2nd indorsement dated April 15, 2024.

13.            Presented for consideration is Municipal Ordinance No. 2024-04 of Hilongos, Leyte entitled: “AN ORDINANCE INSTITUTIONALIZING A MID-YEAR FESTIVITY TO BE KNOWN AS ANIBONG FESTIVAL IN THE MUNICIPALITY OF HILONGOS AND PROVIDING FUNDS THEREOF.” Same is recommended for VALIDITY by the Provincial Legal Office per 2nd indorsement dated April 15, 2024.

14.            Presented for consideration is General Fund Annual Budget FY 2024 of Tolosa, Leyte amounting to Php 112,952,221.00 through Appropriation Ordinance No. 01, series of 2023. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated April 15, 2024, together with Annual Investment Program (AIP) CY 2024 of the same amount .

15.            Presented for consideration is General Fund Annual Budget FY 2024 of Julita, Leyte amounting to Php 105,551,657.00 through Appropriation Ordinance No. 2023-29. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated April 12, 2024, together with Annual Investment Program CY 2024 in the amount of Php1,250,000,000.00.

16.            Presented for consideration is General Fund Annual Budget CY 2024 of Isabel, Leyte amounting to Php 285,000,000.00 through Appropriation Ordinance No. 04, series of 2023. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated April 15, 2024, together with Annual Investment Program (AIP) CY 2024 in the amount of Php1,499,993,047.00.

17.             Presented for consideration is General Fund Supplemental Budget No. 1 CY 2024 of Tabango, Leyte amounting to Php 13,623,818.42 through Appropriation Ordinance No. 2024-01. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated April 15, 2024.

18.            Presented for consideration is General Fund Supplemental Budget No. 1 CY 2024 of Palompon, Leyte amounting to Php290,345,735.89 through Appropriation Ordinance No. 489-110324. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated April 16, 2024, together with Supplemental Annual Investment Program No. 1 for CY 2024 in the amount of Php290,345,735.90.

19.            Presented for consideration is a request for ACCREDITATION of CAMAYSIHAY, SAN ISIDRO, GACAO ANAHAWAY IRRIGATORS’ ASSOCIATION (KASAGANAHAN IA) of Brgy. San Isidro, Palo, Leyte with the Provincial Government of Leyte as a non government organization.

20.            Presented for consideration is an email dated April 10, 2024 from Dr. Donald M. Ugsang, President, Drone Entry(Thailand), seeking collaboration with the Provincial Government of Leyte relative to drone technology training, research and development.

21.            Presented for consideration is a letter dated April 15, 2024 from the Provincial Treasurer Ruth Y. Surpia requesting for a Resolution authorizing the Province of Leyte to open a Bank account with Landbank of the Philippines-Tacloban branch and authorizing the following signatories:
