01. Presented for consideration is Ordinance No. 463, of Babatngon, Leyte entitled: “AN ORDINANCE RECLASSIFYING LOT NO. 2775 CONTAINING AN AREA OF 24,310 SQ.M. WITH TAX DEC. NO. 2008-04014-00025; LOT NO. 2277 CONTAINING AN AREA OF 43,792 SQ.M. WITH TAX DEC. NO. 2008-04014-00119 AND LOT NO. 2276 CONTAINING AN AREA OF 36,000 SQ.M. WITH TAX DEC. NO. 2008-04014-00024 LOCATED AT BRGY. NAGA-ASAN, BABATNGON, LEYTE; FROM AGRICULTURAL LAND TO AGRO-INDUSTRIAL LAND IN CLASSIFICATION.”, with the information that the Provincial Legal Office per 2nd indorsement dated May 13, 2024, recommends that the local council follow and adhere to the guidelines set forth by DILG Opinion No. 22 regarding reclassification of lands.

Presented for consideration is Ordinance No. 2024-05 of Tanauan, Leyte entitled: “AN ORDINANCE CREATING THE POSITION OF MUNICIPAL PHARMACIST II, IN THE MUNICIPAL HEALTH OFFICE OF TANAUAN, LEYTE; PRESCRIBING ITS QUALIFICATIONS, DUTIES, AND FUNCTION AND APPROPRIATING FUNDS THEREFOR.” Same is recommended for declaration of its VALIDITY with CONDITION by the Provincial Legal Office per 2nd indorsement dated May 13, 2024.

Presented for consideration is Municipal Ordinance No. 24-03 of Burauen, Leyte entitled: “AN ORDINANCE GRANTING INCENTIVES TO ALL QUALIFIED BARANGAY HEALTH WORKERS (BHW) IN THE MUNICIPALITY OF BURAUEN, LEYTE, APPROPRIATING FUNDS THEREFOR, AND FOR OTHER PURPOSES.” Same is recommended for declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated May 13, 2024.
04. Presented for consideration is Municipal Resolution No. 2024-54 of Julita, Leyte entitled: “A RESOLUTION REQUESTING FOR A RECONSIDERATION IN THE DECISION OF THE SANGGUNIANG PANLALAWIGAN OF LEYTE IN RETURNING MUNICIPAL ORDINANCE NO. 2023-18 AND MUNICIPAL ORDINANCE NO. 2023-19 OF THE MUNICIPALITY OF JULITA, LEYTE FOR FURTHER STUDY REGARDING THE SOURCE OF FUND.”
05. Presented for consideration is Municipal Ordinance No. 13 Series of 2023 of MacArthur, Leyte entitled: “AN ORDINANCE REVISING THE CHILDREN’S CODE OF THE MUNICIPALITY OF MACARTHUR, LEYTE PROVIDING PENALTIES FOR VIOLATIONS THEREOF AND FOR OTHER PURPOSES.” Same is recommended for declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated May 13, 2024.
06. Presented for consideration is Municipal Ordinance No. 24 Series of 2023 of MacArthur, Leyte entitled: “AN ORDINANCE AUTHORIZING THE CONFERMENT OF EXEMPLARY PUBLIC SERVICE AWARD (EPSA) TO ELECTIVE BARANGAY OFFICIALS OF THE MUNICIPALITY OF MACARTHUR, PROVINCE OF LEYTE WHO HAVE BEEN ELECTED FOR THREE (3) CONSECUTIVE TERMS IN THE SAME POSITION.” With opinion from the Provincial Legal Office per 2nd indorsement dated May 13, 2024, that a review be made on the subject of where the funds are to be sourced so that it won’t run contrary to the mandate of Section 335 of the Code.

Presented for consideration is Ordinance No. 185 Series 2024 of Matag-ob, Leyte entitled: “AN ORDINANCE ALLOWING THE LOCAL GOVERNMENT UNIT OF MATAG-OB, LEYTE TO ENTER INTO USUFRUCTUARY AGREEMENT WITH INTERESTED PARTIES.” Same is recommended for declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated May 13, 2024.
08. Presented for consideration is Ordinance No. 186 Series 2024 of Matag-ob, Leyte entitled: “AN ORDINANCE TO REGULATE WATER DRILLING OR EXTRACTION OF GROUND WATER FOR COMMERCIAL, INDUSTRIAL, RECREATIONAL AND MUNICIPAL USE FROM THE GROUND WATER WITHIN THE TERRITORIAL JURISDICTION OF MUNICIPALITY OF MATAG-OB, LEYTE AND IMPOSING PENALTIES FOR VIOLATION THEREOF.” Same is recommended for declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated May 13, 2024.
09. Presented for consideration is Ordinance No. 24-01 of Inopacan, Leyte entitled: “AN ORDINANCE PROVIDING CASH INCENTIVES TO VICTORIOUS INOPACAN ATHLETES IN ANY SPORTS EVENTS WHETHER LOCAL AND/OR INTERNATIONAL, AND APPROPRIATING FUNDS FOR IMPLEMENTATION THEREOF AND FOR OTHER PURPOSES.” Same is recommended for declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated May 13, 2024.
10. Presented for consideration is General Fund Annual Budget FY 2024 of Matag-ob, Leyte amounting to Php121,624,209.00 through Appropriation Ordinance No. 01 Series of 2024. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated May 10, 2024, together with its Annual Investment Program (AIP) CY 2024 in the amount of Php1,965,863,170.85.
11. Presented for consideration is General Fund Annual Budget FY 2024 of Santa Fe, Leyte amounting to Php117,771,814.00 through Appropriation Ordinance No. 2023-013. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated April 4, 2024, together with its Annual Investment Program (AIP) CY 2024 of the same amount.
12. Presented for consideration is General Fund Supplemental Budget No. 1 CY 2024 of Babatngon, Leyte amounting to Php96,818,000.00 through Appropriation Ordinance No. 461. Same is RETURNED by the Local Finance Committee per review letter dated May 14, 2024 without review action and without prejudice to its resubmission upon correction.
13. Presented for consideration is General Fund Annual Budget FY 2024 of Dagami, Leyte amounting to Php184,161,094.56 through Appropriation Ordinance No. 01, series 2024. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated May 16, 2024, together with its Revised Annual Investment Plan (AIP) CY 2024 in the amount of Php366,116,791.72.
15. Presented for consideration is a Request for an Enactment of an Ordinance Fixing the Rates for the Different Tourism Facilities of the Province of Leyte together with the proposed rental rates for the above facilities.
