01.               Presented for consideration is Municipal Ordinance No. 06 series 2024 of La Paz, Leyte entitled: “AN ORDINANCE REGULATING THE DISPENSING, SELLING AND RESELLING OF PHARMACEUTICAL PRODUCTS IN SARI-SARI STORES AND OTHER SIMILAR RETAIL OUTLETS IN THE MUNICIPALITY OF LA PAZ, LEYTE AND PROVIDING PENALTIES FOR VIOLATIONS THEREOF.”; same is recommended for its VALIDITY by the Provincial Legal Office per 2^nd indorsement dated December 3, 2024.

02.              Presented for consideration is Municipal Ordinance No. 04, S.2024 of Villaba, Leyte entitled: “AN  ORDINANCE PRESCRIBING SAFETY MEASURES IN REFUELING AT ANY GASOLINE STATIONS WITHIN THE TERRITORIAL JURISDICTION OF THE MUNICIPALITY OF VILLABA, LEYTE, AND PROVIDING PENALTIES FOR VIOLATION THEREOF.”; same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2^nd indorsement dated December 3, 2024.

03.              Presented for consideration is Municipal Ordinance No. 05, S.2024 of Villaba, Leyte entitled: “AN  ORDINANCE INSTITUTIONALIZING THE OPERATIONAL GUIDELINES ON THE PEOPLE’S LAW ENFORCEMENT BOARD (PLEB) OF VILLABA, LEYTE, DEFINING ITS FUNCTIONS RECREATING OF THE COMPOSITION AND MEMBERSHIP, FOR ITS ORGANIZATIONAL STRUCTURE AND PROVIDING FUNDS THEREOF.”; same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2^nd indorsement dated December 5, 2024.

04.              Presented for consideration is Ordinance No. 2024-05 of Albuera, Leyte entitled: “AN  ORDINANCE RECLASSIFYING A 1-HECTARE PORTION OF AN 8-HECTARE REAL PROPERTY DESIGNATED AS LOT NO. 7456 COVERED BY TAX DECLARATION NO. 03-0001-00049-R13 LOCATED AT BRGY. POBLACION, ALBUERA, LEYTE OWNED BY MR. VICTOR DARWIN S. CATINGUB AND MR. DOROTEO S. CATINGUB FROM PRODUCTION AGRICULTURAL SUB-ZONE TO INDUSTRIAL ZONE I-2” The Provincial Legal Office per 2^nd indorsement dated December 10, 2024 has opined that subject ordinance is within the corporate powers of the LGU under Sec. 447 (a)(2)(viii) of the Local Code, however, further review of the subject ordinance is recommended considering that  the power of the LGUs to reclassify agricultural lands is without prejudice to the authority of the DAR to approve conversion of agricultural lands covered by R.A. No. 6657 to non-agricultural uses.

05.               Presented for consideration is Resolution No. 24-258 of Matag-ob, Leyte entitled: “ A RESOLUTION OPPOSING HOUSE BILL NO. 11077, ENTITLED “AN ACT CREATING THE PROVINCE OF WESTERN LEYTE”, INTRODUCED BY REPRESENTATIVE RICHARD I. GOMEZ, 4^TH DISTRICT OF LEYTE.”

06.              Presented for consideration is Ordinance No. 2024-14 of Javier, Leyte entitled: “AN ORDINANCE APPROVING THE LOCAL REVENUE CODE 2024 OF JAVIER, LEYTE.”; same is recommended for the declaration of its VALIDITY by the Provincial Legal office per 2^nd Indorsement dated  December 3, 2024.

07.              Presented for consideration is a copy of Motion to Strike Out/Waiver relative to the Admin. Case No. ORC-SP2024-003- Martin T. Marticio, Complainant vs. Hon. Angel Aras Sia Jr., respondent; filed with the SP Blue Ribbon Committee.

08.              Presented for consideration is a copy of Counter Affidavit of Hon. Dennis L. Balderian relative to the case for Unjust Vexation, Oral Defamation and Grave threats – Braiance S. Torrena, plaintiff vs. Hon. Dennis Balderian, respondent.

09.               Presented for consideration is the proposed Ordinance forwarded by Corazon M. Alvero, Provincial Administrator entitled: “AN ORDINANCE REGULATING THE TRANSPORT OF QUARRY, SAND, GRAVEL, AND OTHER NATURAL RESOURCES OF SIMILAR NATURE WITHIN THE TERRITORIAL JURISDICTION OF THE PROVINCE OF LEYTE, PRESCRIBING PENALTIES FOR VIOLATION THEREOF AND FOR OTHER PURPOSES.”

10.              Presented for consideration is a letter dated December 6, 2024 from Atty. Jannie Ann J. Dayandayan, Gen. Manager, LEYECO V, furnishing copy of Joint Application for approval of Power Supply Agreement Between LEYECO V and SUAL POWER, INC. (SPI)’s with motion for Confidential Treatment of Information and Prayer for Provisional Authority and/or Interim Relief. Also requested a Certification bearing official dry seal of the office confirming receipt of enclosed documents.

11.              Presented for consideration is a letter dated December 12, 2024 from Atty. Joseph Carnel M. Bandalan, Board President,  LEYECO IV, furnishing copy of Joint Application for approval of Power Supply Agreement Between Leyte IV Electric Cooperative, Inc. (LEYECO IV) and KEPCO SPC Power Corp. (KSPC) with motion for Confidential Treatment of Information and Prayer for Provisional Authority and/or  Interim Relief. Also requested for a Certification attesting that the SP Office was duly served with a copy of the said Joint Application and its accompanying documents bearing official dry seal of the office.

12.              Presented for consideration is a letter dated December 11, 2024 from Christopher A. Garcia, Acting Manager, DORELCO, furnishing copy of Joint Application for Approval of the Power Supply Agreement Between Don Orestes Romualdez Electric Cooperative (DORELCO) and KEPCO SPC Power Corporation (KSPC), with Prayer for Confidential Treatment of Information and Motion for Provisional Authority. Also requested are posting and issuance of a Certification attesting that the SP Office was duly served with a copy of the said Joint Application and its  accompanying documents bearing official dry seal of the office.

13.               Presented for consideration is a letter dated December 3, 2024 from Atty. Jannie Ann J. Dayandayan, CPA, furnishing copy of the ORDER and NOTICE OF VIRTUAL HEARING on ERC Case No. 2024-136 RC: IN THE MATTER OF THE APPLICATION FOR THE APPROVAL OF THE POWER SUPPLY AGREEMENT LOT 1  BETWEEN THERMA LUZON, INC. (TLI) AND LEYTE V ELECTRIC COOPERATIVE, INC. (LEYECO V), WITH PRAYER FOR PROVISIONAL AUTHORITY OR INTERIM RELIEF AND MOTION FOR CONFIDENTIAL TREATMENT OF INFORMATION”. Also requested are posting and issuance of a Certification attesting that the SP Office was duly served with a copy of the said Joint Application and its  accompanying documents bearing official dry seal of the office.

14.              Presented for consideration is a letter dated December 12, 2024 from Atty. Jannie Ann J. Dayandayan, CPA, furnishing copy of the LEYTE V ELECTRIC COOPERATIVE, INC. (LEYECO V) and KEPCO SPC POWER CORPORATION’s (KSPC) Joint Application entitled: “IN THE MATTER OF THE APPLICATION FOR APPROVAL OF POWER SUPPLY AGREEMENT BETWEEN KEPCO SPC POWER CORPORATION (KSPC) AND LEYTE V ELECTRIC COOPERATIVE, INC. (LEYECO V), with Motion for Confidential Treatment of Information and Prayer for Provisional Authority.” Also requested are posting and issuance of a Certification attesting that the SP Office was duly served with a copy of the said Joint Application and its  accompanying documents bearing official dry seal of the office.

15.              Presented for consideration is General Fund Supplemental Budget No. 03 CY 2024 of Hilongos, Leyte, in the amount of Php5,757,932.00 under Appropriation No. 2024-17; same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated December 10, 2024.

15.              Presented for consideration are the following documents that were approved and endorsed by the members of the Executive Committee of the Provincial Development Council during its meeting of the November 26, 2024 per PDC-ExCom Resolution No. 2024-05, to wit:

A. Supplemental Investment Program (SIP) No. 3 Calendar Year 2024;

B. Updated Provincial Commodity Investment Plan (PCIP) OF THE Province of Leyte; and

C. Updated Collaborative Provincial Agriculture and Fisheries Extension Program (CPAFEP);
