Presented for consideration is Ordinance No. 471 of Babatngon, Leyte entitled: “AN ORDINANCE PROVIDING FOR A COMMUNITY-BASED MENTAL HEALTH PROGRAM AND DELIVERY SYSTEM IN MUNICIPALITY OF BABATNGON ESTABLISHING MECHANISMS AND GUIDELINES FOR ITS IMPLEMENTATION, AND APPROPRIATING NECESSARY FUNDS THEREFOR.” Same is RETURNED to the Sangguniang Panlalawigan for further review per 2nd indorsement dated September 3, 2024 of the Provincial Legal Office.

Presented for consideration is Municipal Ordinance No. 2024-002 series of 2024 of Santa Fe, Leyte entitled: “AN ORDINANCE CREATING THE HUMAN RESOURCE AND MANAGEMENT OFFICE (HRMO) AS AN OFFICE OF THE LOCAL GOVERNMENT UNIT OF SANTA FE, LEYTE, ADOPTING ITS PRESENT AND EXISTING ORGANIZATIONAL STRUCTURE, DEFINING THE POWERS, DUTIES, AND RESPONSIBILITIES OF THE HUMAN RESOURCES AND MANAGEMENT OFFICER FOR OTHER PURPOSES.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated September 10, 2024.

Presented for consideration is Municipal Ordinance No. 2024-07 of Julita, Leyte entitled: “AN ORDINANCE DECLARING MAY 12 OF EVERY YEAR AS THE OFFICIAL FOUNDATION DAY OF THE MUNICIPALITY OF JULITA, LEYTE.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated September 9, 2024.
07. Presented for consideration is Ordinance No. 24, series of 2024 of Jaro, Leyte entitled: “THE 2024 REVISED TAX CODE OF THE MUNICIPALITY OF JARO, LEYTE.”, with advise from the Provincial Legal Office (PLO) per 2nd indorsement dated September 10, 2024, THAT the LGU concerned shall submit the summary of amended provisions for reference of review by the PLO or the Sangguniang Panlalawigan.

Presented for consideration is Municipal Ordinance No. 2024-05 Series of 2024 of La Paz, Leyte entitled: “AN ORDINANCE ESTABLISHING A MUNICIPAL HEALTH POLICY FOR THE PURPOSE OF ENHANCING THE DELIVERY OF INTEGRATED MENTAL HEALTH SERVICES, PROMOTING AND PROTECTING THE RIGHTS OF PERSONS UTILIZING PSYCHOSOCIAL HEALTH SERVICES, APPROPRIATING FUNDS THEREFOR AND FOR OTHER PURPOSES.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated September 3, 2024.
09. Presented for consideration is Municipal Ordinance No. 2024-06 of Julita, Leyte entitled: “AN ORDINANCE ESTABLISHING THE JULITA I.T. TRAINING CENTER, APPROPRIATING FUNDS AND PROVIDING GUIDELINES THEREOF.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated September 9, 2024.

ARTICLE A., SECTION 5A.01. NO.4, (b) & 4(d)- FIXING RENTAL FEES ON THE USE OF DUMP TRUCK & HEAVY EQUIPMENTS (BACKHOE/LOADER) OWNED BY THE MUNICIPALITY OF TABONTABON, LEYTE.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated September 10, 2024.

Presented for consideration is Municipal Ordinance No. 08, S-2024-2025 of Villaba, Leyte entitled: “AN ORDINANCE ESTABLISHING VOLUNTARY BLOOD DONATION PROGRAM IN THE MUNICIPALITY OF VILLABA AND APPROPRIATING FUNDS THEREOF.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated September 9, 2024.
12. Presented for consideration is Municipal Ordinance No. 2024-06 Series of 2024 of Tabango, Leyte entitled: “AN ORDINANCE INSTITUTIONALIZING THE GRANT OF INCENTIVES TO THE TOP THREE (3) TABANGO, LEYTE PUBLIC SCHOOL LEARNERS FOR ACADEMIC ACHIEVEMENT AND PUBLIC SERVICE.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated August 30, 2024.
13. Presented for consideration is Municipal Ordinance No. 24-011 of Mahaplag, Leyte entitled: “AN ORDINANCE ESTABLISHING THE RENTAL FEES, OCCUPANCY BOND, AND THE RULES AND REGULATIONS IN THE MANAGEMENT AND OPERATION OF THE NEWLY CONSTRUCTED TWO-STOREY PUBLIC MARKET BUILDING (DRY GOODS SECTION).”, with comment/opinion from the Provincial Legal Office per 2nd indorsement dated September 9, 2024, to RETURN said ordinance to the Sangguniang Panlalawigan for further review.
14. Presented for consideration is Municipal Ordinance No. 24-012 of Mahaplag, Leyte entitled: “AN ORDINANCE ESTABLISHING THE GUIDELINES FOR THE USE, OPERATION, AND MAINTENANCE OF THE MUNICIPAL CEMETERY, INCLUDING THE COLLECTION OF BURIAL PERMIT FEE AND RENTAL FEES AND IMPOSING PENALTIES FOR VIOLATIONS THEREOF.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated September 9, 2024.
15. Presented for consideration is General Fund Supplemental Budget No. 2 CY 2024 of Tanauan, Leyte in the amount of Php13,555,000.00 under Ordinance No. 2024-09. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated September 9, 2024, together with Supplemental Investment Program (SIP) No. 02 CY 2024 of the same amount.
16. Presented for consideration is General Fund Supplemental Budget No. 3 FY 2024 of Villaba, Leyte in the amount of Php3,936,412.00 under Appropriation Ordinance No. 1, S. 2024, same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated September 6, 2024, together with Supplemental Investment Program (SIP) No. 3 CY 2024 of the same amount.
17. Presented for consideration is a request for Accreditation of SURVIVEOARS LEYTEÑOS PADDLING TEAM INC. with office address at Purok Sarapati, Barangay Baras, Palo, Leyte with the Provincial Government of Leyte as a non government organization.
19. Presented for consideration is a copy of Compliance with Entry of Appearance as Counsel of the Complainants to the case filed by Complainants Leah O. Empleo et al. versus Kananga Vice Mayor Miguel Jorge P. Tan et al., for Abuse of Authority under Sec. 60, par. 1 (e) of R.A. No. 7160.
20. Presented for consideration is a REPORT submitted by the Provincial Engineer’s Office in compliance with SP Resolution No. 2024-335 dated August 13, 2024 relative to the Water Supply Improvement Project Plan of the Municipality of Matag-ob, Leyte.
21. Presented for consideration is a draft Ordinance submitted by the Provincial Agriculturist Imelda G. Sievert, institutionalizing the Katuwang sa Diwa at Gawa para sa Masaganang Ani at Kita (KADIWA) ng Pangulo.
