01.            Presented for consideration is Ordinance No. 476 of Babatngon, Leyte, entitled: “AN ORDINANCE PRESCRIBING RULES AND REGULATIONS ON THE ESTABLISHMENT, FRANCHISING, LICENSING, OPERATIONS AND MAINTENANCE OF COCKPITS AND COCKFIGHTING IN THE MUNICIPALITY OF BABATNGON, LEYTE”. 02.            Presented for consideration is ORDINANCE No. 2024-004 of Santa Fe, Leyte entitled: “AN ORDINANCE ON CHILDREN’S WELFARE CODE OF THE MUNICIPALITY OF SANTA FE, LEYTE.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2^nd Indorsement dated October 8, 2024.

03.            Presented for consideration is Municipal Ordinance No. 2024-005 of Santa Fe, Leyte entitled: “ AN ORDINANCE LOCALIZING SUPPORT TO THE PANTAWID PAMILYANG PILIPINO PROGRAM, PRESCRIBING FOR PRIORITIZATION AND COMMITMENT IN THE DELIVERY OF SERVICES THE EXITED HOUSEHOLD THROUGH THE ADOPTION OF THE CONVERGENCE PROVISION OF REPUBLIC ACT 11310 IN THE MUNICIPALITY OF SANTA FE, LEYTE, AND FOR THE PURPOSES. ”Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2^nd Indorsement dated October 8, 2024.

04.            Presented for consideration is Municipal Ordinance No. 2024-006 of Santa Fe, Leyte entitled: “AN ORDINANCE PROHIBITING THE USE, SALE, DISTRIBUTION, AND ADVERTISING OF CIGARETTES AND OTHER TABACCO PRODUCTS, ELECTRONIC NICOTINE AND NON-NICOTINE DELIVERY SYSTEMS, HEATED TABACCO PROCUCTS AND OTHER NOVEL TABACCO PRODUCTS, IN CERTAIN PLACES, IMPOSING PENALTIES FOR VIOLATIONS THEREOF AND PROVIDING FUNDS THEREFORE, TO INSTALL HEALTH CONSCIOUSNESS AND OTHER PURPOSES.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2^nd Indorsement dated October 8, 2024.

05.            Presented for consideration is Ordinance No. 2024-007 of Santa Fe, Leyte entitled: ”THE LOCAL REVENUE CODE OF THE MUNICIPALITY OF SANTA FE, PROVINCE OF LEYTE, SERIES OF 2024.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2^nd Indorsement dated October 8, 2024.

06.            Presented for consideration is  Municipal Ordinance No. 2024-004 of San Miguel, Leyte entitled: “ AN ORDINANCE CREATING THE POSITIONS OF LOCAL LEGISLATIVE STAFF OFFCER III (LLSO III) AND ADMINISTRATIVE AIDE VI (ELECTRONICS AND COMMUNICATIONS EQUIPMENT TECHNICIAN I) AT THE OFFICE OF THE MUNICIPAL VICE-MAYOR/SANGGUNIANG BAYAN OF SAN MIGUEL, LEYTE AND APPROPRIATING FUNDS THEREFOR”. 07.            Presented for consideration is Ordinance No. 2024-20 of Calubian, Leyte entitled “AN ORDINANCE AMENDING SECTION 5 OF MUNICIPAL ORDINANCE NO. 2023-22 DATED NOVEMBER 6, 2023 ENTITLED “AN ORDINANCE CREATING THE POSITION OF AN INFORMATION SYSTEMS ANALYST II, WITH SALARY GRADE 16 UNDER THE MUNICIPAL PLANNING AND DEVELOPMENT OFFICE IN THE MUNICIPAL GOVERNMENT OF THE MUNICIPALITY OF CALUBIAN, LEYTE.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2^nd Indorsement dated October 7, 2024.

09.            Presented for consideration is Ordinance No. 2024-22 of Calubian, Leyte, entitled: “AN ORDINANCE CREATING THE POSITION ITEM OF A FARM WORKER II, SALARY GRADE 4, UNDER THE OFFICE OF THE MUNICIPAL AGRICULTURIST (OMA) IN THE MUNICIPAL GOVERNMENT OF THE MUNICIPALITY OF CALUBIAN, LEYTE”. 10.            Presented for consideration is Ordinance No. 2024-06 of Bato,  Leyte, entitled: “INTEGRATING COMMUNITY-DRIVEN DEVELOPMENT (CDD) THROUGH ITS PARTICIPATORY, TRANSPARENT, AND ACCOUNTABLE (PTA) ELEMENTS INTO THE LOCAL PLANNING AND DEVELOPMENT PROCESS OF THE MUNICIPALITY OF BATO, LEYTE”. Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd Indorsement dated October 4, 2024.

11.            Presented for consideration Ordinance No. 2024-07 of Bato, Leyte, entitled: “CREATING VARIOUS PLANTILLA POSITIONS IN VARIOUS OFFICES IN THE MUNICIPALITY, SPECIFYING THE QUALIFICATIONS, DUTIES, FUNCTIONS AND RESPONSIBILITIES, APPROPRIATING FUNDS THEREFOR, AND FOR OTHER PURPOSES”. Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd Indorsement dated October 4, 2024.

12.            Presented for consideration is a Request for  Accreditation  of Cutay Canmamotong, Victoria, Alawihaw Irrigators Association (CCVA-IA) of Brgy. Cutay Sta. Fe, Leyte, with the Provincial Government of Leyte as a non-government organization.

13.            Presented for consideration is the JUSTIFICATION  FOR THE ADOPTION OF THE MODIFIED SALARY SCHEDULE IN THE IMPLEMENTATION OF THE FIRST TRANCHE OF THE ADJUSTED SALARY SCHEME FOR LOCAL GOVERNMENT PERSONNEL from Atty. Percival S. Caña, Municipal Mayor, Julita, Leyte received by the Sanguniang Panlalawigan on October 9,2024. relative to Municipal Ordinance No. 2024-08 of Julita, Leyte, entitled: “An Ordinance Adopting a Modified Salary Schedule by Adopting  a Seventy-Five Percent (75%) of the Authorized Salary Scheduled for National Government Agencies (NGA’s) as Prescribed in Section 3 and Authorized in Section 4 of Executive Order No. 64, dated August 2, 2024 entitled “Updating the Salary Schedule for Civilian Government Personnel and Authorizing the Grant of an Additional Allowance and for other Purposes” intended for Non-Public Health Workers and further Adopts the Salary Rates Authorized for Personnel of Special Cities/First Class Provinces and Cities (Annex A-1 LBC160 dated August 12, 2024)” for Public Health Workers (PHW) of the Rural Health Unit of the Local Government Unit”. Subject Ordinance was acted upon by the Sanguniang Panlalawigan last October 8, 2024 session per SP Resolution No. 2024-443.

14.            Presented for consideration is General Fund Supplemental Budget No. 01 CY 2024 of Julita, Leyte under  Appropriation Ordinance No.  2024-09. With COMMENTS from the Local Finance Committee without preliminary review action per report dated October 7, 2024.

15.            Presented for consideration is General Fund Supplemental Budget No. 02 FY 2024 of Palo, Leyte in the amount of Php 14,386,392.28 under Appropriation Ordinance No. 2024-03. Same is recommended for APPROVAL with Conditions by the Local Finance Committee per review letter dated October 10, 2024, together with the Supplemental Annual Investment Program (SAIP) for CY 2024 in the amount of 17,950,000.00

16.            Presented for consideration is General Fund Supplemental Budget No. 01 FY 2024 of Calubian, Leyte in the amount of Php 5,786,245.02 under  Appropriation Ordinance No.  18, C.S. 2024. Same is recommended for APPROVAL with Conditions by the Local Finance Committee per review letter dated October 10, 2024, together with the First (1^st) Supplemental Annual Investment Program (AIP) for CY 2024 of the same amount.

17.            Presented for consideration is a COMPLAINT AFFIDAVIT of  Braiance S. Torreña against HON. DENNIS BALDERIAN, Municipal Councilor, Tabontabon , Leyte with attached documents.

18.            Presented for consideration is the VERIFIED ANSWER of HON. ANGEL ARAS SIA, JR., Municipal Mayor, La Paz, Leyte relative to the complaint filed by MARVIN MARTICIO for Grave Misconduct and Neglect of Duty.
