02.               Presented for consideration is Ordinance No. 505 Series of 2025 of Babatngon, Leyte entitled; “AN ORDINANCE CREATING TOURISM DAY IN THE MONTH OF JULY OF EVERY YEAR IN THE MUNICIPALITY OF BABATNGON, LEYTE, AND PROVIDING FUNDS THEREFOR.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2^nd indorsement dated September 15, 2025.

03.               Presented for consideration is Municipal Ordinance No. 2025-16 of Palo, Leyte entitled; “AN ORDINANCE ESTABLISHING ADDITIONAL DEPARTMENT(S), OFFICE(S), AND/OR SECTION(S) AND CREATING ADDITIONAL POSITIONS IN THE ORGANIZATIONAL STRUCTURE OF THE MUNICIPAL GOVERNMENT OF PALO, LEYTE.” Same is recommended for the declaration of  its VALIDITY by the Provincial Legal Office per 2^nd indorsement dated September 15, 2025.

04.               Presented for consideration is Municipal Ordinance No. 2025-015 SERIES OF 2025 of Santa Fe, Leyte entitled; “AN ORDINANCE REQUIRING MARRIAGE APPLICANT TO PLANT AT LEAST FIVE (5) TREE SEEDLINGS BEFORE MARRIAGE LICENSE OR CERTIFICATE SHALL BE ISSUED” The Provincial Legal Office is of the opinion that said ordinance is generally in accordance with its power under the Local Government Code, however the Supreme Court has addressed the issue on whether the LGUs may impose additional requirements for marriage licenses through local ordinances in Solicitor General v. Metropolitan Manila Authority. Hence, further review of the proposed ordinance is recommended, per 2^nd indorsement dated September 15, 2025.

05.               Presented for consideration is Municipal Ordinance No. 2025-016 Series of 2025 of Santa Fe, Leyte entitled; “AN ORDINANCE INSTITUTIONALIZING THE PHILIPPINE PACKAGE OF ESSENTIAL NON-COMMUNICABLE DISEASES (NCDs) INTERVENTIONS (PHILPEN) ON THE INTEGRATED MANAGEMENT OF HYPERTENSION AND DIABETES IN PRIMARY HEALTH CARE FACILITIES IN THE MUNICIPALITY OF SANTA FE, LEYTE, AND PROVIDING FUNDS THEREFORE AND FOR OTHER PURPOSES.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2^nd indorsement dated September 15, 2025.

17.               Presented for consideration is a letter dated September 24, 2025 from Prov. Governor Carlos Jericho L. Petilla requesting the August body to pass a resolution endorsing the inclusion of the Province of Leyte as one of the beneficiaries of the Smarter Approaches to Reinvigorate Agriculture as an  Industry (SARAi) program under DOST Reg. Office VIII-Provincial Science and Technology Office of Leyte,through Mr. Mhardy C. Montejo, Provincial Director.

22.               Presented for consideration is the General Fund Supplemental Budget No. 03 FY 2025 of Albuera, Leyte in the amount of Php9,639,634.37 under Appropriation Ordinance No. 2025-03. Same is recommended for its APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated September 24, 2025, together with the Second Supplemental Investment Program  CY 2025 in the  amount of Php30,298,735.00.

23.               Presented for consideration is the General Fund Supplemental Budget No. 1 CY 2025 of Hindang, Leyte in the amount of Php48,083,648.29 under Appropriation Ordinance No.  2025-01. Same is recommended for its APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated September 22, 2025, together with Supplemental Investment Program (SIP) No. 1 CY 2025 in the  amount of Php40,114,595.00.

24.               Presented for consideration is a letter dated October 02, 2025 from Agnes C. Rafon, PLUC Chairperson, furnishing copy of the Certificate of Compliance relative to the CLUP of the Municipality of Matalom, Leyte.
