01.           Presented for consideration is General Fund Supplemental Budget No. 04 FY 2023 of Tanauan, Leyte amounting to Php5,000,000.00 under Appropriation Ordinance No. 2023-10. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated October 13, 2023, together with Supplemental Annual Investment Program Calendar Year 2023 of the same amount.

02.           Presented for consideration is General Fund Supplemental Budget No. 02 CY 2023 of Babatngon, Leyte amounting to Php21,454,561.54 under Appropriation Ordinance No. 441. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated October 12, 2023, together with Annual Investment Program (Supplemental Budget No. 02, s. 2023) of the same amount.

03.           Presented for consideration is General Fund Supplemental Budget No. 01 FY 2023 of Julita, Leyte amounting to Php2,660,462.00 under Appropriation Ordinance No. 2023-21. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated October 13, 2023.

04.           Presented for consideration is Municipal Ordinance No. 2023-17 of Alangalang, Leyte entitled: “AN ORDINANCE CHANGING THE POSITION TITLE OF BOARD SECRETARY V TO MUNICIPAL GOVERNMENT DEPARTMENT HEAD I (SECRETARY TO THE SANGGUNIAN) SG24 TO CONFORM WITH THE PROVISION IN ARTICLE ONE, TITLE FIVE OF R.A. 7160” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated October 12, 2023.

05.           Presented for consideration is Ordinance No. 2023-07 of Javier, Leyte entitled: “AN ORDINANCE ESTABLISHING THE MUNICIPAL PHARMACY IN THE LOCAL GOVERNMENT UNIT OF JAVIER, JAVIER RURAL HEALTH UNIT (RHU) AND APPROVING THE PHARMACY NAME, “JAVIER COMMUNITY PHARMACY”, PROVIDING FUNDS THEREOF AND FOR OTHER PURPOSES.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated October 12, 2023.

06.           Presented for consideration is Ordinance No. 23-13 of Inopacan, Leyte entitled: “AN ORDINANCE APPROVING THE LOAN AGREEMENT, ASSIGNMENT, AND OTHER SUPPORTING DOCUMENTS PERTAINING TO THE LOAN/CREDIT FACILITY ENTERED INTO BY AND BETWEEN THE MUNICIPAL GOVERNMENT OF INOPACAN, LEYTE REPRESENTED BY THE MUNICIPAL MAYOR, HON. ROGELIO D. PUA, JR. AND THE LAND BANK OF THE PHILIPPINES REPRESENTED BY THE HEAD OF THE TACLOBAN LENDING CENTER, FOR “PURCHASE OF ONE (1) UNIT WHEEL TYPE BACKHOE EXCAVATOR IN THE AMOUNT OF FOURTEEN MILLION SEVEN HUNDRED THOUSAND PESOS (PHP 14,700,000.00); ONE (|1) UNIT WHEEL TYPE BACKHOE LOADER IN THE AMOUNT OF TEN MILLION THREE HUNDRED THOUSAND PESOS (PHP 10,300,000.00); AND CONSTRUCTION OF ABBATOIR IN THE AMOUNT OF TEN MILLION PESOS (PHP10,000.000.00); AND TO BE SECURED BY THE DEED OF ASSIGNMENT OF 20% NTA, SUBJECT TO ALL LAWS,RULES AND REGULATION.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated October 12, 2023.

07.           Presented for consideration is Municipal Ordinance No. 03 series of 2023 of Matalom, Leyte entitled: “AN ORDINANCE ABOLISHING THE VACANT POSITION OF ONE |(1) LOCAL DISASTER RISK REDUCTION AND MANAGEMENT OFFICER V, SALARY GRADE 24, ITEM NO. 108 IN THE LOCAL DISASTER RISK REDUCTION AND MANAGEMENT OFFICE, MATALOM, LEYTE.” Same is recommended for the declaration of its VALIDITY with CONDITION by the Provincial Legal Office per 2nd indorsement dated October 12, 2023.

08.           Presented for consideration is Municipal Ordinance No. 04-2023 of Matalom, Leyte entitled: “AN ORDINANCE REGULATING THE OPERATION OF THE LOCAL ECONOMIC ENTERPRISE IN CANIGAO ISLAND, MATALOM, LEYTE AND AUTHORIZING THE FEES AND OTHER CHARGES FOR THE USE OF FACILITIES AND OTHER STRUCTURES.” Same is recommended for the declaration of its VALIDITY with CONDITION by the Provincial Legal Office per 2nd indorsement dated October 12, 2023.

09.           Presented for consideration is Municipal Ordinance No. 05-2023 of Matalom, Leyte entitled: “AN ORDINANCE PRESCRIBING THE FEES AND OTHER CHARGES FOR THE OPERATION OF THE MATALOM COMMUNITY HOSPITAL, MATALOM, LEYTE.” Same is recommended for the declaration of its VALIDITY with CONDITION by the Provincial Legal Office per 2nd indorsement dated October 12, 2023.

10.           Presented for consideration is a request for ACCREDITATION of PARAISO TACLOBAN FISHERFOLK MANGROVE ECO LEARNING PARK SERVICE COOPERATIVE (PATFIMELPSECO) of Brgy. 83 Paraiso, San Jose, Tacloban City, Leyte with the Provincial Government of Leyte as a non government organization.

11.           Presented for consideration is a letter dated September 29, 2023 from Allan L. Laniba, General Manager, DORELCO furnishing the Office of the Sangguniang Panlalawigan-Leyte of a Joint Application for Approval of the Emergency Power Supply Agreement (EPSA) between DORELCO and KEPCO SPC Power Corporation (KSPC) with Prayer for Confidential Treatment of Information and all annexes relative thereto. Posting of the said application at the Bulletin Board of the building and issuance of a certification bearing the dry seal of the office as proof of receipt and posting are requested.

12.           Presented for consideration is a letter dated October 19, 2023 from Provincial Governor Carlos Jericho L. Petilla forwarding the General Fund Supplemental Budget No. 4 CY 2023 of the Provincial Government of Leyte in the amount of Php18,857,215.00.
