01.            Presented for consideration is the reply/response of the Dept. of Agrarian Reform (DAR) Regional Office relative to SP Resolution No. 2023-467 dated October 3, 2023, which after referring municipal ordinances from Carigara, Leyte to the Com. On Housing, Land Use, said resolution also sought the opinion of the Dept. of Agrarian Reform regarding reclassification of landholdings that are subject in the above Municipal Ordinances 2023-185 and 2023-186 of Carigara, Leyte.

02.            Presented for consideration is Sangguniang Panlalawigan Resolution No. 541-2023 of the Province of Agusan del Norte entitled: “RESOLUTION STRONGLY SUPPORTING SENATE BILL NO. 1378 FILED BY SENATOR MARK A. VILLAR, ENTITLED: “AN ACT PROVIDING FOR AN INCREASE AND AUTOMATIC ADJUSTMENT MECHANISM IN THE PERSONNEL ECONOMIC RELIEF ALLOWANCE (PERA) GRANTED TO GOVERNMENT EMPLOYEES” AND REQUESTING THE SENATE OF THE PHILIPPINES FOR ITS IMMEDIATE PASSAGE”.

03.            Presented for consideration is General Fund Annual Budget FY 2024 of Babatngon, Leyte amounting to Php159,535,036.00 under Appropriation Ordinance No. 451. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Commiittee per review letter dated January 24, 2024, together with Annual Investment Program (AIP) CY 2024 in the amount of Php3,945,209,249.62.

04.            Presented for consideration is General Fund Supplemental Budget No. 2 CY 2023 of MacArthur, Leyte amounting to Php2,471,500.00 under Appropriation Ordinance No. 3 series of 2023. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Commiittee per review letter dated January 23, 2023, together with Supplemental Investment Program No. 02 of the same amount.

05.            Presented for consideration is General Fund Supplemental Budget No. 04 FY 2023 of Burauen, Leyte amounting to Php4,621,000.00 under Appropriation Ordinance No. 2023-05 series 2023. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Commiittee per review letter dated January 24, 2024, together with Supplemental Annual Investment Program (AIP) No. 06 in the amount of Php4,765,000.00.

06.            Presented for consideration is an Application for Approval by the Energy Regulatory Commission on the Emergency Power Supply Agreement (PSA) Between Energy Development Corporation and Leyte V Electric Cooperative, Inc. with Motion for Confidential Treatment of Information and a request for a certification from the Sangguniang Panlalawigan stating that a complete copy of the above application was served and received by the Office.

07.            Presented for consideration is an Application for Approval by the Energy Regulatory Commission on the Emergency Power Supply Agreement (PSA) Between Energy Development Corporation and Eastern Samar Electric Cooperative, Inc., with Motion for Confidential Treatment of Information and a request for a certification from the Sangguniang Panlalawigan stating that a complete copy of the above application was served and received by the Office.

08.            Presented for consideration is a copy furnished letter dated Nov. 28, 2023 from the National Water Resources Board, DENR, requesting for the posting of Water Permit Application of ENERGY DEVELOPMENT CORPORATION located at Upper Bao CreekTongonan, Ormoc City, Leyte. A certification for said posting is also requested.

09.            Presented for consideration is a copy furnished letter dated Dec. 27, 2023 from the National Water Resources Board, DENR, requesting for the posting of Water Permit Application of ENERGY DEVELOPMENT CORPORATION located at Sambaloran River-Lower Gorge, Limao, Kananga, Leyte. A certification for said posting is also requested.

10.            Presented for consideration is a copy furnished letter dated Dec. 19, 2023 from the National Water Resources Board, DENR, requesting for the posting of Water Permit Application of ENERGY DEVELOPMENT CORPORATION located at Surface Water: Limao, Kananga, Leyte and Surface Water Upper Mahiao, Limao, Kananga, Leyte. A certification for said posting is also requested.

11.            Presented for consideration is a copy furnished letter dated Dec. 27, 2023 from the National Water Resources Board, DENR, requesting for the posting of Water Permit Application of KINJAP ROCK INDUSTRY CORPORATION C/O RUBEN HERNANDEZ located at Brgy. Lourdes, Pastrana, Leyte. A certification for said posting is also requested.

12.            Presented for consideration is a Joint Application for the Approval by the Energy Regulatory Commission on the Emergency Power Supply Agreement (PSA) Between Leyte V Electric Cooperative, Inc. (LEYECO V) and FDC Misamis Power Corporation (FDCMPC), with Prayer for Provisional Authority and Confidential Treatment of Information.

13.            Presented for consideration is a request for Accreditation of GUINGAUAN TANAUAN TRICYCLE DRIVER’S ASSOCIATION of Brgy. Guingauan, Tanauan, Leyte with the Provincial Government of Leyte as a non government organization.

14.            Presented for consideration is Municipal Ordinance No. 2023-07 of Palo, Leyte entitled: “AN ORDINANCE ESTABLISHING A SENIOR CITIZEN HELP DESK IN EVERY BARANGAY IN THE MUNICIPALITY OF PALO, LEYTE.“ Same is recommended for the declaration of VALIDITY by the Provincial Legal Office per 2nd indorsement dated January 31, 2024.

15.            Presented for consideration is Municipal Ordinance No. 2023-08 of Palo, Leyte entitled: “THE NEW LOCAL CODE FOR THE WELFARE AND PROTECTION OF CHILDREN IN THE MUNICIPALITY OF PALO, LEYTE”. Same is recommended for the declaration of VALIDITY by the Provincial Legal Office per 2nd indorsement dated January 29, 2024.

16.            Presented for consideration is Municipal Ordinance No. 2023-09 of Palo, Leyte entitled: “AN ORDINANCE REGULATING PARADES, PUBLIC ASSEMBLY, AND SUCH OTHER SIMILAR GROUP ACTIVITIES IN THE MUNICIPALITY OF PALO, LEYTE.” Same is recommended for the declaration of VALIDITY with CONDITION by the Provincial Legal Office per 2nd indorsement dated January 29, 2024.

17.            Presented for consideration is Ordinance No. 2023-16 of Tanauan, Leyte entitled: “THE REVISED SENIOR CITIZENS CODE OF TANAUAN, LEYTE” Same is recommended for the declaration of VALIDITY by the Provincial Legal Office per 2nd indorsement dated January 24, 2024.

18.            Presented for consideration is Municipal Ordinance No. 14 Series of 2023 of Tabontabon, Leyte entitled: “AN ORDINANCE FOR THE PROTECTION OF THE RIGHTS OF LESBIANS, GAYS, BISEXUALS, TRANSGENDERS, QUEERS AND INTERSEX (LGBTQI) WITHIN THE MUNICIPALITY OF TABONTABON, LEYTE AGAINST ANY AND ALL FORMS OF DISCRIMINATION SOLELY ON THE BASIS OF SEXUAL ORIENTATION, GENDER IDENTITY, EXPRESSION (SOGIE) AND PROVIDING PENALTY FOR VIOLATION THEREOF.” Same is recommended for the declaration of VALIDITY by the Provincial Legal Office per 2nd indorsement dated January 31, 2024.

19.            Presented for consideration is Municipal Ordinance No. 15 Series of 2023 of Tabontabon, Leyte entitled: “AN ORDINANCE INSTITUTIONALIZING THE ‘KABATAAN KONTRA KRIMEN, DROGA AT TERORISMO (KK2DAT) OF THE SANGGUNIANG KABATAAN OF TABONTABON, LEYTE AND FOR SUCH OTHER PURPOSES.” Same is recommended for the declaration of VALIDITY by the Provincial Legal Office per 2nd indorsement dated January 29, 2024.

20.            Presented for consideration is Municipal Ordinance No. 16 Series of 2023 of Tabontabon, Leyte entitled: “AN ORDINANCE REGULATING THE SALE AND RESALE OF OVER-THE-COUNTER MEDICINES AND OTHER PHARMACEUTICAL PRODUCTS IN SARI-SARI STORES AND OTHER MINI CONVENIENCE STORES IN THE MUNICIPALITY OF TABONTABON, LEYTE.” Same is recommended for the declaration of VALIDITY by the Provincial Legal Office per 2nd indorsement dated January 29, 2024.

21.            Presented for consideration is Municipal Ordinance No. 17 Series of 2023 of Tabontabon, Leyte entitled: “AN ORDINANCE INSTITUTIONALIZING THE HALINA’T MAGTANIM NG PRUTAS AT GULAY (HAPAG) SA BARANGAY PROJECT OF THE MUNICIPALITY OF TABONTABON.” Same is recommended for the declaration of VALIDITY with CONDITION by the Provincial Legal Office per 2nd indorsement dated January 29, 2024.

22.            Presented for consideration is Municipal Ordinance No. 18 Series of 2023 of Tabontabon, Leyte entitled: “AN ORDINANCE ON THE ADOPTION AND IMPLEMENTATION OF THE “BANTAY ASF SA BARANGAY” OR THE “BABay ASF PROGRAM” PROVIDING POWERS THEREOF, AND FOR OTHER PURPOSES.” Same is recommended for the declaration of VALIDITY with CONDITION by the Provincial Legal Office per 2nd indorsement dated January 29, 2024.

23.            Presented for consideration is Municipal Ordinance No. 2023-30 of Julita, Leyte entitled: “AN ORDINANCE CREATING THE MUNICIPAL DISASTER RISK REDUCTION AND MANAGEMENT OFFICE (MDRRMO) OF THE MUNICIPALITY OF JULITA, LEYTE IN ACCORDANCE TO REPUBLIC ACT NO. 10121 OTHERWISE KNOWN AS THE PHILIPPINE DISASTER RISK REDUCTION AND MANAGEMENT ACT OF 2010.” Same is recommended for the declaration of VALIDITY by the Provincial Legal Office per 2nd indorsement dated January 30, 2024.

24.            Presented for consideration is Municipal Ordinance No. 169 series of 2023 of Matag-ob, Leyte entitled: “AN ORDINANCE RECOGNIZING THE AGE FROM ZERO (0) TO EIGHT (8) YEARS AS THE FIRST CRUCIAL STAGE OF EDUCATION DEVELOPMENT AND STRENGTHENING THE EARLY CHILDHOOD CARE AND DEVELOPMENT SYSTEM IN THE MUNICIPALITY OF MATAG-OB, LEYTE, APPROPRIATING FUNDS THEREFOR AND FOR OTHER PURPOSES.” Same is recommended for the declaration of VALIDITY by the Provincial Legal Office per 2nd indorsement dated January 19, 2024.

25.            Presented for consideration is Municipal Ordinance No. 175 series of 2023 of Matag-ob, Leyte entitled: “AN ORDINANCE INSTITUTIONALIZING THE CELEBRATION OF HIMORASAK FESTIVAL EVERY FOURTH SUNDAY OF SEPTEMBER.” Same is recommended for the declaration of VALIDITY by the Provincial Legal Office per 2nd indorsement dated January 24, 2024.

26.            Presented for consideration is Municipal Ordinance No. 2024-01 of Hilongos, Leyte entitled: “AN ORDINANCE EXTENDING THE DEADLINE FOR THE PAYMENT OF THE BUSINESS PERMIT IN THE MUNICIPALITY OF HILONGOS FROM JANUARY 20, 2024 TO MARCH 10, 2024 WITHOUT PENALTY, SURCHARGES AND INTERESTS.” Same is recommended for the declaration of VALIDITY with CONDITION by the Provincial Legal Office per 2nd indorsement dated January 31, 2024.

27.            Presented for consideration is Resolution No. 2023-854 of the Sangguniang Panlalawigan of the Province of Benguet entitled,: STRONGLY SUPPORTING SENATE BILL NO. 297 ENTITLED: “AN ACT PROVIDING AUTOMATIC PROMOTION OF GOVERNMENT OFFICIALS AND EMPLOYEES UPON RETIREMENT FROM GOVERNMENT SERVICE AND FOR OTHER PURPOSES”.

28.            Presented for consideration is a copy of Transmittal from the Office of the Provincial Legal Office in connection to a request for Resolution Authorizing the Provincial Governor, Carlos Jericho L. Petilla to execute and sign agreements, instructions, and/or other papers relative to the Link.Bizportal and Landbank POS Debit Credit Facilities and/or as may be required by Landbank of the Phils., Tacloban Branch.

29.            Presented for consideration is a letter from the Bureau of Agricultural and Fisheries Engineering dated January 19, 2024, requesting the Support of the Sangguniang Panlalawigan in the Creation of the Office of the Provincial Agricultural and Biosystems Engineer.

30.            Presented for consideration is a copy of the Joint Application for the Emergency Power Supply Agreement (PSA) entered into by and between Leyte III Electric Cooperative, Inc. (LEYECO III) and FDC Misamis Power Corporation (FDCMPC), with Prayer for Provisional Authority and Confidential Treatment of Information. A Certificate of Receipt of the attached Joint Application is also requested.

31.            Presented for consideration is a letter dated February 2, 2024 from the Provincial Governor Carlos Jericho L. Petilla requesting the august body to endorse the Leyte Science, Technology and Innovation (STI) Development Plan for CY 2024-2026.
