05.               Presented for consideration is Municipal Ordinance No. 2024-217  of Carigara, Leyte entitled: AN ORDINANCE PROVIDING THE GUIDELINES ON THE IMPLEMENTATION OF HALINA’T MAGTANIM NG PRUTAS AT GULAY (HAPAG) SA BARANGAY PROJECT IN THE MUNICIPALITY OF CARIGARA, LEYTE.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated February 24, 2025.
06.               Presented for consideration is Municipal Ordinance No. 2024-221 of Carigara, Leyte entitled: AN ORDINANCE RECLASSIFYING THE 886 SQUARE METERS, MORE OR LESS PORTION OF LOT IDENTIFIED AS SURVEY LOT NO. 354-D-1, PSD-08-050286-D, COVERED UNDER TAX DECLARATION NO. 08-110020-00509, DECLARED IN THE NAME OF ANTONIO DARANTINAO, SR., LOCATED AT BRGY. CANAL, CARIGARA, LEYTE, FROM AGRICULTURAL TO COMMERCIAL USE.” The Provincial Legal Office is of the opinion that the proposed authority to reclassify is recommended for approval without prejudice to the conversion requirement to conform with the current and actual use of the reclassified land.
07.               Presented for consideration is Municipal Ordinance No. 25 series of 2024 of Pastrana, Leyte entitled: AN ORDINANCE PROHIBITING THE LENDERS/FINANCIER OF PANTAWID PAMILYA PILIPINO PROGRAMS (4P’s) AND SENIOR CITIZEN BENEFICIARIES OF PASTRANA, LEYTE FROM ENGAGING CASH AND PAWNING LOAN COLLATERAL AND OTHER FALSE REPRESENTATION OR UNDERTAKING AND PROVIDING PENALTIES FOR VIOLATIONS THEREOF.” The Provincial Legal Office per 2nd indorsement dated February 24, 2025 is of the opinion that subject ordinance is generally in accordance with its power under the local Code but the prohibition provided for in Sec. 3 item number 2 of the proposed Ordinance maybe violative of constitutional right to property and its attributes hence, further review is recommended.
08.               Presented for consideration is Municipal Ordinance No. 2024-18 of Julita, Leyte entitled: AN ORDINANCE ESTABLISHING THE JULITA RHU PHARMACY IN THE LOCAL GOVERNMENT UNIT (LGU) OF JULITA, LEYTE AND APPROVING THE PHARMACY NAME,”JULITA RHU PHARMACY”, PROVIDING FUNDS FOR ITS OPERATION THEREOF, AND FOR OTHER PURPOSES.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated February 24, 2025.
09.               Presented for consideration is Municipal Ordinance No. 2025-01 of Julita, Leyte entitled: AN ORDINANCE AMENDING CHAPTER III, ARTICLE F, SECTION 54 OF THE 2020 REVENUE CODE OF THE MUNICIPALITY OF JULITA, LEYTE EXTENDING THE PERIOD OF THE MTOP FEE FOR TRICYCLE FROM ONE (”1) YEAR TO THREE (3) YEARS.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated February 24, 2025.

39.               Presented for consideration is General Fund Supplemental Budget No. 02 FY 2024 of Santa Fe, Leyte amounting to Php7,192,500.00 under Appropriation Ordinance No. 2024-016. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated March 6, 2025; together with Supplemental Investment Program (SIP) No. 1 CY 2024 in the amount of Php16,118,327.54.
40.               Presented for consideration is General Fund Annual Budget  FY 2025 of Tanauan, Leyte amounting to Php276,214,212.00 under Appropriation Ordinance No. 2024-25. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated March 10, 2025; together with Annual  Investment Program (AIP)  CY 2025 in the amount of Php409,203,341.39.
41.               Presented for consideration is General Fund Supplemental Budget No. 4 CY 2024 of Dulag, Leyte amounting to Php10,000,000.00 under Appropriation Ordinance No. 2024-V. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated March 5, 2025.
42.               Presented for consideration is General Fund Annual Budget  CY 2025 of Tabango, Leyte amounting to Php184,943,466.00 under Appropriation Ordinance No. 2024-06 Series of 2024. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated March 10, 2025; together with Annual  Investment Program (AIP)  CY 2025 in the amount of Php562,042,111.03.
43.               Presented for consideration is General Fund Supplemental Budget  No. 03 FY 2024 of Jaro, Leyte amounting to Php13,995,000.00 under Appropriation Ordinance No. 4, S. 2024. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated March 12, 2025; together with Supplemental Investment Plan (SIP) No. 03, CY 2024 of the same amount.
44.               Presented for consideration is General Fund Supplemental Budget  No. 5 CY 2024 of Babatngon, Leyte amounting to Php1,701,842.63 under Appropriation Ordinance No. 485, S. 2024.  The Local Finance Committee per review letter dated March 13, 2025, found that upon evaluation there was deficiency of non-attachment of the SB Resolution for Reversion of Fund and the fund source, hence, above budget is RETURNED having no review action and without prejudice to its resubmission upon compliance.
45.               Presented for consideration is General Fund Supplemental Budget  No. 02 FY 2024 of Dagami, Leyte amounting to Php9,701,742.69 under Appropriation Ordinance No. 03, S. 2024. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated March 13, 2025; together with Supplemental Investment Plan (SIP) No. 2, CY 2024 in the amount of Php33,705,777.18.
46.               Presented for consideration is General Fund Supplemental Budget  No. 03 FY 2024 of Dagami, Leyte amounting to Php4,452,000.00 under Appropriation Ordinance No. 04, S. 2024. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated March 13, 2025; together with Supplemental Investment Plan (SIP) No. 2, CY 2024 in the amount of Php33,705,777.18.
