AGENDA OF THE 59th REGULAR SESSION SANGGUNIANG PANLALAWIGAN Province of Leyte October 6, 2026

01.            Presented for consideration is a letter dated September 30, 2026 from Hon. Carlos Jericho L.Petilla, Governor, Province of Leyte addressed to the Honorable Members, Sangguniang Panlalawigan thru Hon. Leonardo M. Javier, Jr., Vice Governor, respectfully requesting the Sangguniang Panlalawigan to enact an ordinance adopting the Province of Leyte 2024-2028 Local Public Transport Route Plan (LPTRP).

02.            Presented for consideration is a letter from Atty. Vivian C. Enario Vidallon, Secretary to the Sanggunin, Baybay City, Leyte addressed to Hon. Leonardo M. Javier, Jr., Vice Governor,  acknowledging receipt of a copy of SP Resolution No. 2026-908 and informing the Committee on Boundary Dispute of the City Government of Baybay’s readiness to participate in the conduct of an ocular inspection and technical verification of MBM 27, MBM 28, MBM 29, Panan-awan Peak, and adjoining areas. The letter further requests that the target schedule, itinerary, and administrative details of said ocular inspection be provided to facilitate the participation of the City’s representatives and technical team.

03.            Presented for consideration is a Memorandum Circular No. 2026-051 from the Department of the Interior and Local Government, inviting all qualified local elected officials to participate and apply for the Change Makers Fellowship: Local Democratic Governance Cohort.

04.            Presented for consideration is MUNICIPAL ORDINANCE NO. 2, SERIES OF 2026 of the Municipality of Capoocan, Leyte, entitled: “AN ORDINANCE ADOPTING THE NEW OFFICIAL SEAL OF THE MUNICIPALITY OF CAPOOCAN, LEYTE,  DEFINING ITS SYMBOLISM, PRESCRIBING ITS USE, AND IMPOSING PENALTIES FOR UNAUTHORIZED OR IMPROPER USE THEREOF.”  Same is recommended for FURTHER REVIEW by the Provincial Legal Office per 2^nd Indorsement dated Ocotber 1, 2026.

05.            Presented for consideration is MUNICIPAL ORDINANCE NO. 7, SERIES OF 2026 of the Municipality of Capoocan, Leyte entitled: “AN ORDINANCE PROHIBITING THE ACT OF BEING TOPLESS OR HALF-NAKED IN PUBLIC PLACES OF THE MUNICIPALITY OF CAPOOCAN, LEYTE.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2^nd Indorsement dated October 1, 2026.

06.            Presented for consideration is MUNICIPAL ORDINANCE NO. 8, SERIES OF 2026 of the Municipality of Capoocan, Leyte, entitled: “AN ORDINANCE BANNING DRINKING OF LIQUOR AND INTOXICATING BEVERAGES IN PUBLIC AREAS OF THE MUNICIPALITY OF CAPOOCAN, LEYTE.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2^nd Indorsement dated October 1,  2026.

07.            Presented for consideration is MUNICIPAL ORDINANCE NO. 9, SERIES OF 2026 of the Municipality of Capoocan, Leyte, entitled: “AN ORDINANCE REGULATING THE USE OF VIDEOKE MACHINES AND OTHER AMPLIFIED AUDIO DEVICES OF THE MUNICIPALITY OF CAPOOCAN, LEYTE.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2^nd Indorsement dated October 1, 2026.

08.            Presented for consideration is MUNICIPAL ORDINANCE NO. 39, SERIES OF 2026 of the Municipality of Villaba, Leyte, entitled: “AN ORDINANCE PROHIBITING THE USE OF CELLULAR PHONES AND OTHER PERSONAL ELECTRONIC DEVICES BY STUDENTS DURING CLASS HOURS IN ALL PUBLIC AND PRIVATE ELEMENTARY AND SECONDARY SCHOOLS WITHIN THE MUNICIPALITY OF VILLABA, LEYTE, PROVIDING GUIDELINES FOR ITS IMPLEMENTATION, AND FOR OTHER PURPOSES.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2^nd Indorsement dated October 1,  2026.
