Presented for consideration are ORGANIZATIONS/ASSOCIATIONS REQUESTING FOR ACCREDITATION AS NON GOVERNMENT ORGANIZATIONS/ASSOCIATIONS IN THE PROVINCE OF LEYTE, TO WIT:

01. Sta. Fe Integrated Farmer’s Association (SIFA) of Brgy. Baculanad, Sta.Fe, Leyte;

02. Lanawan Farmer’s Association (LAFA) of Brgy. Lanawan, MacArthur, Leyte;

Presented for consideration is Ordinance No. 440 of Babatngon, Leyte, entitled: “AN ORDINANCE GRANTING CASH INCENTIVES FOR PASSERS AND TOPNOTCHERS (TOP 1 TO 10) OF BOARD, BAR AND OTHER NATIONAL LICENSURE EXAMINATION AND APPROPRIATING FUNDS RELATIVE THERETO.” With comments/opinion from the Provincial Legal Office per 2nd indorsement dated August 18, 2023, THAT a REVIEW be made on the subject of where the funds are to be sourced regarding Section 7 of the ordinance.

06. Presented for consideration is Municipal Ordinance No. 010 series of 2023 of Pastrana, Leyte, entitled: “AN ORDINANCE IMPOSING TRUCK BAN HOURS FROM 6:00 P.M.- 6:00 A.M. IN THE HAULING AND TRANSPORTING OF SAND AND GRAVEL WITHIN THE MUNICIPALITY OF PASTRANA, PROVINCE OF LEYTE AND PROVIDING PENALTIES THEREOF,” In compliance to the findings/ corrections of the Sangguniang Panlalawigan for the subject ordinance.

07. Presented for consideration is Municipal Ordinance No. 2023-03 of Julita, Leyte, entitled: “AN ORDINANCE AUTHORIZING THE LOCAL GOVERNMENT UNIT OF JULITA TO COLLECT THE CORRESPONDING BARANGAY CLEARANCE FEE IN THE APPLICATION FOR ANY BUSINESS-RELATED TRANSACTIONS IN COMPLIANCE TO THE “ONE STOP SHOP” AND “EASE OF DOING BUSINESS” IN THE MUNICIPALITY OF JULITA, LEYTE”. Recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated August 24, 2023.

Presented for consideration is Municipal Ordinance No. 2023-18 of Julita, Leyte, entitled: “AN ORDINANCE INSTITUTIONALIZING THE GRANT OF CASH INCENTIVES TO INDIVIDUALS OR GROUPS WHO EXCELLED IN SPORTS AND ACADEMIC COMPETITIONS IN THE MUNICIPALITY OF JULITA, LEYTE, APPROPRIATING FUNDS AND PROVIDING GUIDELINES THEREOF,” with COMMENTS/OPINION from the Provincial Legal Office per 2nd indorsement dated August 24, 2023 that a review be made on the subject where the funds are to be sourced regarding Section 8 of the ordinance.

Presented for consideration is Municipal Ordinance No. 2023-19 of Julita, Leyte, entitled: “AN ORDINANCE INSTITUTIONALIZING THE ACADEMIC EXCELLENCE AWARDS PROGRAM OF THE MUNICIPALITY OF JULITA, LEYTE, APPROPRIATING FUNDS AND PROVIDING GUIDELINES THEREOF, AND FOR OTHER PURPOSES”, with COMMENTS/OPINION from the Provincial Legal Office per 2nd indorsement dated August 24, 2023 that a review be made on the subject where the funds are to be sourced regarding Section 7 of the ordinance.

10. Presented for consideration is Ordinance No. 13 Series 2023 of Jaro, Leyte, entitled: “REVISED ORDINANCE ON CREATING, ESTABLISHING, DEVELOPING THE LOCAL ECONOMIC ENTERPRISE TO ENHANCE THE INCOME OF THE MUNICIPALITY WHICH SHALL BE PRESENTED SEPARATELY UNDER THE GENERAL FUND ANNUAL BUDGET OF THE LOCAL GOVERNMENT UNIT OF JARO, LEYTE.” Recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated August 18, 2023.

11. Presented for consideration is Ordinance No. 14 Series 2023 of Jaro, Leyte, entitled: “AN ORDINANCE AMENDING BY INCLUSION OF SOME SPECIFIC PROVISIONS TO ORDINANCE NO. 11, SERIES OF 2017, ENTITLED: “THE CHILDREN WELFARE CODE OF JARO, LEYTE” Recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated August 18, 2023.

12. Presented for consideration is Ordinance No. 2 Series 2023 of Capoocan, Leyte, entitled: “CEMETERY CODE OF THE MUNICIPALITY OF CAPOOCAN, LEYTE” Recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated August 24, 2023.

13. Presented for consideration is Ordinance No. 5 Series 2023 of Capoocan, Leyte, entitled: “LOCAL CHILDREN’S CODE OF THE MUNICIPALITY OF CAPOOCAN, LEYTE” Recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated August 24, 2023.

Presented for consideration is Ordinance No. 9 Series 2023 of Capoocan, Leyte, entitled: “AN ORDINANCE AMENDING SECTION 1 OF MUNICIPAL ORDINANCE NO. 1, SERIES OF 2023, ENTITLED, “AN ORDINANCE INCREASING THE TELEPHONE EXPENSE OF THE MUNICIPAL OFFICIALS AND EMPLOYEES, WITH DISBURSEMENT THROUGH PAYROLL” Recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated August 24, 2023.

15. Presented for consideration is Ordinance No. 10 Series 2023 of Capoocan, Leyte, entitled: “AN ORDINANCE RECTIFYING THE POSITION TITLE OF SR. ADMINISTRATIVE ASSISTANT I (BUYER III) TO SR. ADMINISTTRATIVE ASSISTANT I (BUYER V) AS CONTAINED IN MUNICIPAL ORDINANCE NO. 7, SERIES OF 2023” Recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated August 24, 2023.

16. Presented for consideration is Municipal Ordinance No. 092-23 of Leyte, Leyte, entitled: “AN ORDINANCE PROHIBITING THE LENDERS/FINANCIER, PANTAWID PAMILYA PILIPINO PROGRAMS (4Ps) AND SENIOR CITIZEN BENEFICIARIES OF LEYTE, LEYTE FROM ENGAGING CASH AND PAWNING LOAN COLLATERAL AND OTHER FALSE REPRESENTATION OR UNDERTAKING AND PROVIDING PENALTIES FOR VIOLATIONS THEREOF.” Recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated August 18, 2023.

17. Presented for consideration is Municipal Ordinance No. 2023-03 series 2023 of Tabango, Leyte, entitled: “AN ORDINANCE PROVIDING GUIDELINES, FEES, PENALTIES FOR THE MANAGEMENT, PROTECTION, AND PROMOTION OF KIMOD SHOAL IN BRGY. TUGAS, TABANGO, LEYTE AND OTHER PURPOSES.” Recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated August 18, 2023.

18. Presented for consideration is Municipal Ordinance No. 2023-04 series 2023 of Tabango, Leyte, entitled: “AN ORDINANCE PROVIDING GUIDELINES ON THE UTILIZATION OF EMERGENCY TRANSPORT VEHICLES/RESCUE VEHICLES OF THE LOCAL GOVERNMENT UNIT OF TABANGO, LEYTE, PROVIDING FEES THEREOF AND FOR OTHER PURPOSES.” Recommended for the declaration of its VALIDITY with CONDITIONS by the Provincial Legal Office per 2nd indorsement dated August 18, 2023.

19. Presented for consideration is General Fund Supplemental Budget No. 4 FY 2023 of Carigara, Leyte amounting to Php400,000.00 under Appropriation Ordinance No. 2023-182. Recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated August 23, 2023.

20. Presented for consideration is General Fund Supplemental Budget No. 2 CY 2023 of Isabel, Leyte amounting to Php23,000,000.00 under Appropriation Ordinance No. 02, series 2023. Recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated August 23, 2023, together with Supplemental Annual Investment Plan of the same amount.

21. Presented for consideration is a review letter dated August 25, 2023 from the Local Finance Committee in response to 1st indorsement dated August 7, 2023 from the August Body in connection to Appropriation Ordinance No. 02 of Calubian, Leyte, with the information that the enactment of an appropriation ordinance on this case is not needed since it is already appropriated as one of the programs in the 20% Development Fund of the LGU for CY 2023, under Appropriation Ordinance No. 04 C.S. 2022 enacting Annual Budget of the municipality for FY 2023.

22. Presented for consideration is General Fund Supplemental Budget No. 3 FY 2023 of Burauen, Leyte amounting to Php23,743,871.39 under Appropriation Ordinance No. 2023-03. Recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated August 29, 2023, together with Supplemental Annual Investment Program (AIP) No. 04 and No. 05 for CY 2023 in the amount of Php22,707,911.75 and Php2,208,839.80 respectively.

23. Presented for consideration is General Fund Supplemental Budget No. 02 FY 2023 of Tunga, Leyte amounting to Php260,000.00 under Appropriation Ordinance No. 02 series of 2023. Recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated August 29, 2023.

24. Presented for consideration is a copy of the letter dated June 26, 2023 received by SP Secretariat on Aug. 23, 2023, from Dagami Mayor Angelita M. Delusa to the Sangguniang Bayan of Dagami relative to her Veto over SB Ordinance No. 2023-03-A. Subject ordinance was calendared and approved by the Sangguniang Panlalawigan as Item no. 5 of Aug. 22, 2023 session.

25. Presented for consideration is Barangay Council Resolution No. 035 series 2023 of Barangay Tugbong, Kananga, Leyte entitled: “A RESOLUTION INTERPOSING VEHEMENT OBJECTION TO SANGGUNIANG BAYAN COMMITTEE REPORT NO. 2023-23-08 OF THE COMMITTEE AS A WHOLE AUTHORIZING THE MUNICIPAL MAYOR, HON. MANUEL VICENTE M. TORRES TO REVOKE OR CANCEL THE DEED OF DONATION DATED JUNE 25, 2019 ENTERED INTO BY LGU KANANGA AND BLGU OF TUGBONG.”

26. Presented for consideration is a copy furnished letter dated July 11, 2023 from the National Water Resources Board, DENR, requesting for the posting of Water Permit Application of Total Power Inc./Marjoe Parraba located at Daja Daku Surusimbahan, San Isidro, Leyte. A certification for said posting is also requested.

27. Presented for consideration is a copy furnished letter dated July 11, 2023 from the National Water Resources Board, DENR, requesting for the posting of Water Permit Application of Aqua Stream Water Refilling Station/ Blandino E. Andoy located at Balocawehay, Abuyog, Leyte. A certification for said posting is also requested.

28. Presented for consideration is a copy furnished letter dated July 04, 2023 from the National Water Resources Board, DENR, requesting for the posting of Water Permit Application of Aqua Eunsie Water Refilling Station c/o Josie Labutap Babula located at Brgy. Bairan, San Miguel, Leyte. A certification for said posting is also requested.
