Presented for consideration are ORGANIZATIONS/ASSOCIATIONS REQUESTING FOR ACCREDITATION AS NON GOVERNMENT ORGANIZATIONS/ASSOCIATIONS IN THE PROVINCE OF LEYTE , TO WIT:

01 HINABUYAN INTEGRATED FARMERS ASSOCIATION (HIFA) of Brgy. Hinabuyan, Dagami, Leyte;

02 ODIONG RICE INTEGRATED ENTREPRENEURS FARMERS ASSOCIATION (ORIEFA) of Brgy. Odiong, Javier, Leyte;

05 Presented for consideration is General Fund Supplemental Budget No. 5 CY 2022 of Merida, Leyte amounting to Php2,910,000.00 under Appropriation Ordinance No. 05, series 2022. Recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated January 30, 2023, together with FY 2022 Annual Investment Program (AIP) in the amount of Php13,413,072.00.

06 Presented for consideration is General Fund Supplemental Budget No. 1 CY 2022 of Palompon, Leyte amounting to Php48,425,816.16 under Appropriation Ordinance No. 468-161122. Recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated January 27, 2023.

07 Presented for consideration is General Fund Supplemental Budget No. 2 CY 2022 of Palompon, Leyte amounting to Php26,134,259.88 under Appropriation Ordinance No. 470-191222. Recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated January 30, 2023, together with Supplemental Annual Investment Program No. 1 (SAIP No. 1) for CY 2022 in the amount of Php26,134,259.88.

08 Presented for consideration is Ordinance No. 05 series of 2022 of Jaro, Leyte – “AN ORDINANCE MANDATING ESTABLISHMENTS DOING BUSINESS WITHIN THE TERRITORIAL JURISDICTION OF JARO, LEYTE TO INSTALL, OPERATE, AND MAINTAIN A CLOSED-CIRCUIT TELEVISION (CCTV) SYSTEM AND PRESCRIBING PENALTIES FOR VIOLATIONS THEREOF.” Recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated February 1, 2023.

09 Presented for consideration is Ordinance No. 08 series of 2022 of Jaro, Leyte – “AN ORDINANCE REQUIRING ALL BARANGAYS OF THE MUNICIPALITY OF JARO, PROVINCE OF LEYTE TO ESTABLISH AND OPERATE A MATERIAL RECOVERY FACILITY (MRF).” Recommended for the declaration of its VALIDITY with CONDITION by the Provincial Legal Office per 2nd indorsement dated February 1, 2023.

10 Presented for consideration is Ordinance No. 09 series of 2022 of Jaro, Leyte – “AN ORDINANCE CONDONING FINES, PENALTIES AND SURCHARGES ON REGULATORY FEES INCURRED BY LOCAL BUSINESS OPERATORS AND VENDORS FOR FAILURE TO PAY ON A TIMELY MANNER THEIR BUSINESS PERMITS AND LICENSES FOR THE PERIOD COVERING THE CALENDAR YEAR 2020 TO 2022.” Recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated February 1, 2023.

11 Presented for consideration is Ordinance No. 10 series of 2022 of Jaro, Leyte – “THE REVISED PUBLIC MARKET CODE OF 2022 FOR THE MUNICIPALITY OF JARO, LEYTE.” Recommended for the declaration of its VALIDITY with CONDITION by the Provincial Legal Office per 2nd indorsement dated February 1, 2023.

12 Presented for consideration is a letter dated February 6, 2023 from Charrish G. Obeso, Community Relation Officer , COSCO Capital Inc., relative to the letter from the MGB, DENR Central Office, regarding the 3rd renewal of the Exploration Permit under Mineral Production Sharing Agreement (MPSA) granted to COSCO Capital, Inc. on June 2, 1997, covering 1,784.4754 hectares contract situated in Merida and Isabel, Leyte, relative thereto documents are submitted for posting on the SP Bulletin board.

13 Presented for consideration is a letter dated February 7, 2023 from Hon. Raissa J. Villasin submitting draft resolutions, to wit:

a.”A RESOLUTION ADOPTING THE PROVISIONS OF REPUBLIC ACT 11148 OR “AN ACT SCALING UP THE NATIONAL AND LOCAL HEALTH AND NUTRITION PROGRAMS THROUGH STRENGTHENED INTEGRATED STRATEGY FOR MATERNAL, NEONATAL, CHILD HEALTH AND NUTRITION IN THE FIRST 1000 DAYS OF LIFE”; and

b. “A RESOLUTION APPROVING AND ADOPTING THE PROVINCIAL NUTRITION ACTION PLAN (PNAP) FOR CY 2023-2025 OF THE PROVINCE OF LEYTE AND RECOMMENDING THIS PNAP TO THE PROVINCIAL DEVELOPMENT COUNCIL FOR ADOPTION AND IMPLEMENTATION OF ANNUAL INVESTMENT PROGRAM FOR CY 2023.”

14 Presented for consideration is a letter dated February 7, 2023 from the Provincial Local Finance Committee relative to Municipal Resolution No. 2022-118 of the SB of Julita, Leyte – in the matter of MUNICIPAL ORDIANCE NO. 2020-19 otherwise known as Revenue Code of Julita, Leyte.

15 Presented for consideration is a Notice of Hearing from the National Telecommunications Commission, relative to application of DCTV CABLE NETWORK BROADBAND SERVICES, INC. for issuance of a Certificate of Authority (CA) to install, operate and maintain a Cable Television (CATV) System in Albuera, Leyte and also requesting for issuance of Provisional Authority (PA) pending final application.

16 Presented for consideration is a Notice of Hearing from the National Telecommunications Commission, relative to application of DCTV CABLE NETWORK BROADBAND SERVICES, INC. for issuance of a Certificate of Authority (CA) to install, operate and maintain a Cable Television (CATV) System in Isabel, Leyte and also requesting for issuance of Provisional Authority (PA) pending final application.

18 Presented for consideration is a letter dated December 27, 2022 from Hon. Governor Carlos Jericho L. Petilla relative to enrollment in the internet banking facility of LAND BANK OF THE PHILIPPINES known as “weAccess” with the objective of upgrading the financial management system of the Provincial Government of Leyte. Designated/authorized personnel that will be enrolled in the system to perform the selected banking transactions are the following:
