             Re: Written explanation of the Municipality of Albuera in compliance with Provincial Resolution No. 2026-842 relative to the installation of the “Welcome Panan-awan Peak”-Municipality of Albuera” signage.

01.            Presented for consideration is MUNICIPAL ORDINANCE NO. 2026-15, of the Municipality of Alangalang, Leyte, entitled: “AN ORDINANCE CREATING THE MUNICIPAL ENVIRONMENTAL MANAGEMENT COUNCIL (MEMC) OF ALANGALANG, LEYTE, DEFINING ITS COMPOSITION, FUNCTIONS, AND RESPONSIBILITIES, AND INCORPORATING SPECIALIZED COMMITTEES FOR SOLID WASTE MANAGEMENT, PEATLAND MANAGEMENT, NATURAL RESOURCES MONITORING, FOREST MANAGEMENT, AND AIR AND WATER QUALITY MONITORING.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2^nd Indorsement dated April 22, 2026.

02.            Presented for consideration is General Fund Supplemental Budget No. 02 FY 2026 of the Municipality of Tunga, Leyte  in the amount of Php2,964,081.81 under Appropriation Ordinance No.  02, Series of 2026. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review dated June 9, 2026.

03.            Presented for consideration is General Fund Annual Budget FY 2026 of the Municipality of Jaro, Leyte in the amount of Php327,032,685.00 under Appropriation Ordinance No. 01, Series of 2026 together with Annual Investment Plan (AIP) CY 2026 of the same amount. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review dated June 5, 2026.

04.            Presented for consideration is General Fund Supplemental Budget No. 04 FY 2025 of the Municipality of Julita, Leyte  in the amount of Php505,264.00 under Appropriation Ordinance No. 2025-14. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review dated June 4, 2026.

05.            Presented for consideration is General Fund Supplemental Budget No. 2 CY 2026 of the Municipality of Tabango, Leyte  in the amount of Php2,600,734.00 under Appropriation Ordinance No. 2026-02, Series of 2026. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review dated June 3, 2026.

06.            Presented for consideration is General Fund Supplemental Budget No. 1 FY 2026 of the Municipality of Villaba, Leyte  in the amount of Php14,258,102.00 under Appropriation Ordinance No. 1, Series of 2026 together with Supplemental Investment Plan (SIP) CY 2026 of the same amount. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review dated June 4, 2026.

07.            Presented for consideration is General Fund Supplemental Budget No. 01 FY 2026 of the Municipality of Mahaplag, Leyte  in the amount of Php3,200,000.00 under Appropriation Ordinance No. 26-003 together with Supplemental Investment Plan (SIP) No. 1 CY 2026 of the same amount. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review dated June 3, 2026.

08.            Presented for consideration is General Fund Supplemental Budget No. 01 FY 2026 of the Municipality of Hilongos, Leyte  in the amount of Php50,913,176.80 under Appropriation Ordinance No.  2026-09. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review  dated June 10,  2026.

09.            Presented for consideration is a request  for Accreditation with the Provincial Government of Leyte as a non-government organization of BARANGAY AGUTAYAN WATER SYSTEM ASSOCIATION with office address at Barangay Agutayan, Hilongos, Leyte.

10.            Presented for consideration is a request  for Accreditation with the Provincial Government of Leyte as a non-government organization of TEJERO RICE FARMER’S ASSOCIATION (TERFA) with office address at Barangay Tejero, Hilongos, Leyte.

11.            Presented for consideration is a letter dated June 10, 2026 from Mr. Anton Gregor R. Gabriola, President, NYBL Eastern Visayas addressed to Vice Governor Sandy M. Javier, Jr, Presiding Officer, Sangguniang Panlalawigan respectfully present NYBL Eastern Visayas (National Youth Basketball League Eastern Visayas) which is formally seeking recognition and partnership with the Provincial Government of Leyte.

12.            Presented for consideration is a letter from Hon. Allan M. Repulda, Punong Barangay, Brgy. San Fernando, Palo, Leyte addressed to the Hon. Ronnan Christian M. Reposar, Chairman, Committee on Housing, Land Use and Informal Settlers, requesting Audience to Discuss the status of the Barangay Subdivision Plan and Home lots referred to the Committee pursuant to SP Resolution No. 2023-462

13.            Presented for consideration is a MANIFESTATION AND COMMENT of the Sangguniang Bayan of Carigara, Leyte on the Petition for Review filed by Patrick V. Makabenta on Municipal Ordinance No. 2026-054, Series of 2026 of the Municipality of Carigara, Leyte.

14.            Presented for consideration is MUNICIPAL ORDINANCE NO. 2026-054, of  the Municipality of Carigara, Leyte,  entitled: “AN ORDINANCE REVOKING OR CANCELLING MUNICIPAL ORDINANCE NO. 2022-133 ENTITLED: “AN ORDINANCE GRANTING A COCKPIT FRANCHISE TO MR. PATRICK V. MAKABENTA TO ESTABLISH, OPERATE, AND MAINTAIN A COCKPIT ARENA IN THE MUNICIPALITY OF CARIGARA, LEYTE.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2^nd Indorsement dated  May 27, 2026.

15.            Presented for consideration is RESOLUTION NO. 176, SERIES OF 2026 from the Sangguniang Bayan, Municipality of Silago, Leyte entitled: “A RESOLUTION (1) AUTHORIZING THE MUNICIPALITY OF SILAGO, SOUTHERN LEYTE TO INITIATE/REVIEW A BOUNDARY DISPUTE PROCEEDING WITH THE MUNICIPALITY OF ABUYOG, LEYTE OVER CERTAIN BARANGAYS/AREAS; (2) AUTHORIZING THE MUNICIPAL MAYOR TO FILE, SIGN, AND VERIFY THE REQUIRED PETITION AND PLEADINGS AND TO REPRESENT THE MUNICIPALITY IN ALL PROCEEDINGS;  (3) DESIGNATING COUNSEL/REPRESENTATIVES; AND (4) AUTHORIZING THE CONDUCT AND FUNDING OF RELATED ACTS NECESSARY TO PURSUE THE REMEDIES UNDER THE LOCAL GOVERNMENT CODE AND RELATED LAWS”

16.            Presented for consideration is RESOLUTION NO. 160, SERIES OF 2026 from the Sangguniang Bayan, Municipality of Abuyog, Leyte entitled: “A RESOLUTION OFFICIALLY INFORMING THE BUREAU OF CORRECTIONS (BuCor) DIRECTOR GENERAL GREGORIO PIO CATAPANG JR. THAT THE PROPOSED EXTENSION PROJECT OF THE LEYTE REGIONAL PRISON IS SITUATED WITHIN THE TERRITORIAL JURISDICTION OF ABUYOG, LEYTE, AND AUTHORIZING THE COMMITTEE ON LEGAL MATTERS TO NEGOTIATE THE SAME IN MANILA.”

17.            Presented for consideration is RESOLUTION NO. 172, SERIES OF 2026 from the Sangguniang Bayan, Municipality of Abuyog, Leyte entitled: “A RESOLUTION URGING THE PROVINCIAL GOVERNMENT OF LEYTE, THROUGH THE HONORABLE PROVINCIAL GOVERNOR AND THE HONORABLE SANGGUNIANG PANLALAWIGAN, TO PASS A RESOLUTION EXPRESSING VEHEMENT OPPOSITION TO THE PROPOSED ESTABLISHMENT OF THE LEYTE REGIONAL PRISON (LRP) EXTENSION PROJECT, AND ASSERTING THE TERRITORIAL JURISDICTION OF THE MUNICIPALITY OF ABUYOG OVER BARANGAYS KIKILO, SAN ROQUE, BAGACAY, AND BULAK”.

18.            Presented for consideration is RESOLUTION NO. 242, SERIES OF 2026 from the Sangguniang Bayan, Municipality of Abuyog, Leyte entitled: “A RESOLUTION REQUESTING THE SANGGUNIANG PANLALAWIGAN OF THE PROVINCE OF LEYTE TO SETTLE AND PROPERLY DELINEATE MUNICIPAL BOUNDARIES OF THE MUNICIPALITY OF ABUYOG, LEYTE AND THAT OF MUNICIPALITY OF SILAGO SOUTHERN LEYTE.

19.            Presented for consideration is RESOLUTION NO. 253, SERIES OF 2026 from the Sangguniang Bayan, Municipality of Abuyog, Leyte entitled: “A RESOLUTION INFORMING THE HONORABLE CONGRESSMAN CHRISTOPHERSON M. YAP, 2^ND DISTRICT OF SOUTHERN LEYTE THE VEHEMENT OBJECTION OF THE ESTABLISHMENT OF ANOTHER NATIONAL PENAL PRISON IN THE TERRITORIAL JURISDICTION OF ABUYOG, LEYTE.”

20.            Presented for consideration is RESOLUTION NO. 254, SERIES OF 2026 from the Sangguniang Bayan, Municipality of Abuyog, Leyte entitled: “A RESOLUTION INFORMING THE HONORABLE CONGRESSMAN CARL NICOLAS C. CARI, 5^TH DISTRICT OF LEYTE THE VEHEMENT OBJECTION OF THE ESTABLISHMENT OF ANOTHER NATIONAL PENAL PRISON IN THE TERRITORIAL JURISDICTION OF ABUYOG, LEYTE.”
