“An Ordinance Institutionalizing a Functional Disaster Risk Reduction and Management in Health (DRRM-H) System in the Province-Wide Health Systems (PWHS) of the Province of Leyte and for other Purposes”

01.            Presented for consideration is the General Fund Supplemental Budget No. 03 FY 2024 of Burauen, Leyte amounting to Php16,853,741.63 under Appropriation Ord. No. 2024-03. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated July 5, 2024, together with a) Supplemental Annual Investment Program (SAIP) No. 2 CY 2023 in the amount of Php100,947,974.40, b) Supplemental Annual Investment Program (SAIP) No. 02 CY 2024 amounting to Php 64,877,197.32, and c) Supplemental Annual Investment Program (SAIP)Nos.. 02-1 and 02-2 CY 2024 in the amount of Php 5,341,500.00 and Php8,696,461.00 respectively.

02.            Presented for consideration is the General Fund Supplemental Budget No. 2 CY 2024 of Tabango, Leyte amounting to Php65,000,000.00 under Appropriation Ord. No. 2024-02 series of 2024. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated July 10, 2024, together with Supplemental Annual Investment Program (AIP) No. 1 CY 2024 in the amount of Php387,660,000.00.

03.            Presented for consideration is the General Fund Supplemental Budget No. 1 CY 2024 of Abuyog, Leyte, amounting to Php12,992,371.36 under Appropriation Ord. No. 1 Series of 2024. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated July 10, 2024, together with Supplemental Investment Program (SIP) No. 1 CY 2024 of the same amount.

04.            Presented for consideration is the General Fund Supplemental Budget No. 02 FY 2024 of Mahaplag, Leyte, amounting to Php1,346,560.00 under Appropriation Ord. No. 24-008. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated July 5, 2024, together with Supplemental Investment Program (SIP) No. 2 CY 2024 of the same amount.

05.            Presented for consideration is a Transmittal dated June 9, 2024 from the Provincial Legal Office requesting for a Resolution Authorizing the Provincial Governor to enter and sign the Deed of Donation involving Financial Grant from the Office of the President.

06.            Presented for consideration is a letter dated July 10, 2024 from the Provincial Governor Carlos Jericho L. Petilla requesting a Resolution from the August body authorizing the Governor of the Provincial Government of Leyte to negotiate, sign, and enter into a loan agreement with the Development Bank of the Philippines (DBP) to finance the construction of the Proposed Babatngon International Seaport.

07.            Presented for consideration is a letter dated July 8, 2024 from Sta. Fe SB Member Alvin D. Petilla seeking legal advice relative to Mun. Ordinance No. 2023-15 known as the Local Revenue Code of Sta. Fe, Leyte.

08.            Presented for consideration is a letter dated July 9, 2024 addressed to the Office of the Sangguniang Panlalawigan from Jasmin Josefa P.G. Agbon, Authorized Representative of San Isidro Solar Power Corp., relative to its Application for Authority to Develop, Own, And/or Operate the Dedicated Point-To-Point Limited Transmission Facilities to Connect the 280 Mwp/224 Mw San Isidro Solar Power Plant Project to the Visayas Grid Via Direct Connection to the Existing 230kv Tabango Substation for the Interim Connection, and Proposed 230kv Tugas Substation of the National Grid of the Philippines for the Final Connection, with Prayer for Provisional authority and/or Interim Relief and Confidential Treatment of Information. ERC Case No. 2024-020 MC.

09.            Presented for consideration is a letter dated July 9, 2024 addressed to the Hon. Vice Governor Leonardo M. Javier, Jr. from Atty. Jannie Ann J. Dayandayan, Gen. Manager, Leyte V Electric Cooperative, Inc. (LEYECO V), relative to its Application for Approval of the Emergency Power Supply Agreement between Energy Development Corp. (EDC) and LEYECO V, with Motion for Confidential Treatment of Information- EDC and LEYECO V. ERC CASE NO. 2024-045 RC, with request for a Certification of Posting from SP office that the Order and Notice of Virtual Hearing were served, duly received and posted by said Office.

10.            Presented for consideration is Municipal Resolution No. 2024-114 of Palo, Leyte entitled: “INTERPOSING NO OBJECTION TO THE REQUEST OF ABNER C. CABALQUINTO TO QUARRY OVER CADASTRAL LOT NO. 6586, WITH TAX DECLARATION/ASSESSMENT OF REAL PROPERTY NO. 08-30-0024-00069, LOCATED AT BRGY. LIBERTAD, THIS MUNICIPALITY, SUBJECT TO COMPLIANCE OF OTHER REQUIREMENT(S) THAT WILL BE IMPOSED BY OTHER CONCERNED AGENCIES.”

11.            Presented for consideration is Ordinance No. 468 of Babatngon, Leyte entitled: “AN ORDINANCE DECLARING EVERY SATURDAY OF THE WEEK AS BARANGAY CLEAN-UP DAY”. Same is recommended for the declaration of its VALIDITY with the information that the subject Ordinance lacks the mandate to cover all barangays in Babatngon, Leyte and that it lacks actions for non compliance per opinion by the Provincial Legal Office in its 2nd indorsement dated July 5, 2024.

12.            Presented for consideration is Ordinance No. 7 series of 2024 of Capoocan, Leyte entitled: “AN ORDINANCE PROVIDING GUIDELINES ON THE UTILIZATION OF EMERGENCY TRANSPORT VEHICLES/RESCUE VEHICLES OF THE LOCAL GOVERNMENT UNIT OF CAPOOCAN, LEYTE, PROVIDING FEES THEREOF AND FOR OTHER PURPOSES.” With opinion from the Provincial Legal Office per 2nd indorsement dated July 8, 2024 THAT subject ordinance needs to organize their guidelines for emergency services and non-emergency services relative to the National Policy on Ambulance Use and Services and the PDRRM Guidelines and THAT the LGU should attach the basis and references of fees, and THAT the imposition of fees and charges to specify its nature being regulatory or otherwise should be stipulated in its “WHEREAS” clauses.

13.            Presented for consideration is Ordinance No. 11, series of 2024 of Capoocan, Leyte entitled: “AN ORDINANCE ABOLISHING THE PLANTILLA POSITION MUNICIPAL GOVERNMENT ASSISTANT DEPARTMENT HEAD I (LOCAL DISASTER RISK REDUCTION AND MANAGEMENT OFFICER IV), SALARY GRADE 22”. Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2ndIndorsement dated July 5, 2024.

14.            Presented for consideration is Municipal Ordinance No. 04 series of 2024 of Merida, Leyte entitled: “AN ORDINANCE CREATING THE POSITION ITEMS OF MEDICAL OFFICER III WITH SALARY GRADE 21 AND MIDWIFE I WITH SALARY GRADE 9 AT THE MERIDA INFIRMARY FOR INCLUSION IN THE PLANTILLA OF POSITIONS OF THE LOCAL GOVERNMENT UNIT OF MERIDA, LEYTE.” Same is recommended for VALIDITY subject to corrections on the references in its whereas clauses and to the CSC 2022 Guidelines and Standards in the Establishment of Organizational Structures and Staffing Patterns in the Local Government Units per 2nd Indorsement dated July 5, 2024 of the Provincial Legal Office.

15.            Presented for consideration is Ordinance No. 10, series 2024 of Abuyog, Leyte entitled: “AN ORDINANCE APPROVING THE CREATION OF POSITION UNDER THE MUNICIPAL ENGINEERING’S OFFICE TWO (2) ADMINISTRATIVE AIDE I (UTILITY WORKER I) CASUAL” Same is recommended for the declaration of VALIDITY by the Provincial Legal Office per 2nd Indorsement dated July 5, 2024.

16.            Presented for consideration is Resolution No. 2024-348 of the Sangguniang Panlungsod of the City of Baybay, Leyte entitled: “A RESOLUTION EXPRESSING COMMITMENT OF THE CITY GOVERNMENT OF BAYBAY, TO GIVE FINANCIAL ASSISTANCE IN THE AMOUNT OF FIVE HUNDRED THOUSAND PESOS (Php500,000.00) FOR THE OPERATION OF SENIOR HIGH SCHOOL AT THE VISAYAS STATE UNIVERSITY (VSU), BAYBAY CITY, LEYTE.”

17.            Presented for consideration is a copy furnished letter dated July 11, 2024 from Prose Ivy G. Yepes, EdD, Visayas State University (VSU) University President, requesting the DEPED, Reg. Office VIII, to issue a letter of support for the Visayas State University Integrated High School (VSUIHS) to continue offering Senior High School (SHS) programs in lieu of the recent cessation of SHS offerings by State Universities and Colleges.

18.            Presented for consideration is Resolution No. 003 series of 2024 from the Provincial Health Board entitled: “A BOARD RESOLUTION AUTHORIZING THE PROVINCE OF LEYTE TO OPEN A SPECIAL HEALTH FUND (SHF) WITH AN ACCOUNT NAME “PROVINCIAL HEALTH BOARD LEYTE” WITH THE DEVELOPMENT BANK OF THE PHILIPPINES, TACLOBAN CITY BRANCH, AND AUTHORIZING THE FOLLOWING AS SIGNATORIES: GOV. CARLOS JERICHO L. PETILLA AND RUTH Y. SURPIA,PROVINCIAL TREASURER.”
