Presented for consideration is Municipal Ordinance No. 2025-03 of Alangalang, Leyte entitled: “AN ORDINANCE PRESCRIBING THE LOCALIZED POLICIES AND GUIDELINES FOR THE RICE ASSISTANCE UNDER THE AYUDA PARA SA KAPOS ANG KITA PROGRAM (AKAP) IN THE LOCAL GOVERNMENT UNIT OF ALANGALANG AND FOR OTHER PURPOSES.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated April 28, 2025.
02. Presented for consideration is Ordinance No. 483 of Babatngon, Leyte entitled: “AN ORDINANCE ADOPTING THE IMPLEMENTING GUIDELINES FOR THE PHILHEALTH KONSULTASYONG SULIT AT TAMA (PHILHEALTH KONSULTA PACKAGE REVISION AND ESTABLISHING THE DISPOSITION AND ALLOCATION OF THE CAPITATION PAYMENTS IN THE MUNICIPALITY OF BABATNGON, LEYTE.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated April 28, 2025.

Presented for consideration is Ordinance No. 495 of Babatngon, Leyte entitled: “AN ORDINANCE CORRECTING THE FIRST NAME “ORLY” TO “ORLIE” INMUNICIPAL ORDINANCE NO. 491 OTHERWISE KNOWN AS, “AN ORDINANCE GRANTING FRANCHISE TO MR. ORLY R. CASIDO TO OPERATE AND MAINTAIN A COCKPIT ARENA IN THE MUNICIPALITY OF BABATNGON, LEYTE.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated April 28, 2025, with recommendation to change the docket number of the amending ordinance to avoid confusion.

Presented for consideration is Municipal Ordinance No. 2024-014 series 2024 of Santa Fe, Leyte entitled: “AN ORDINANCE ESTABLISHING THE MUNICIPALITY OF SANTA FE WILDLIFE ANTI TRAFFICKING AND PROTECTION PROGRAM.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated April 28, 2025.

06. Presented for consideration is Municipal Ordinance No. 2024-214 of Carigara, Leyte entitled: “AN ORDINANCE RECLASSIFYING THE 3,987 SQUARE METERS (199.38 M X 20 M.) PORTION OF LOT NO. 231, LOCATED IN BRGY. CANAL, CARIGARA, LEYTE. COVERED BY ORIGINAL CERTIFICATE OF TITLE 9 OCT0 NO. P-23970 AND TAX DECLARATION NO. 08-110020-00476, IN THE NAME OF ALVARO T. TORREVILLAS, JR., WITH A TOTAL AREA OF 15,763 SQUARE METERS, FROM AGRICULTURAL TO RESIDENTIAL USE.” The Provincial Legal Office per 2nd indorsement dated April 28, 2025 is of the opinion that subject ordinance is within the corporate powers of the LGU but its power to reclassify agricultural lands is without prejudice to the authority of the DAR to approve conversion of agricultural lands covered by R.A. no. 6657 to non-agricultural uses.

Presented for consideration is Municipal Ordinance No. 2025-222 of Carigara, Leyte entitled: “AN ORDINANCE INSTITUTIONALIZING THE CITIZEN RESPONSE OR FEEDBACK MECHANISM FOR THE LOCAL GOVERNMENT UNIT OF CARIGARA” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated April 28, 2025.
08. Presented for consideration is Municipal Ordinance No. 2025-225 of Carigara, Leyte entitled: “AN ORDINANCE RECLASSIFYING THE PARCEL OF LAND IDENTIFIED AS LOT NO. 354-B-2, PSD-08-057808-D, COVERED BY TRANSFER CERTIFICATE OF TITLE NO. 115-2024005083, WITH AN AREA OF 200 SQUARE METERS, LOCATED AT BRGY. CANAL, CARIGARA, LEYTE, IN THE NAME OF SPS. TYRONE GIL P. GRANADOS AND JEAN V. GRANADOS, FROM AGRICULTURAL TO COMMERCIAL USE.” The Provincial Legal Office is of the opinion that that the proposed ordinance is within the corporate power of the LGU, hence same is recommended for the declaration of its VALIDITY, however, the power of the LGU to reclassify agricultural lands is without prejudice to the authority of the DAR to approve conversion, per 2nd indorsement dated April 28, 2025,

Presented for consideration is Municipal Ordinance No. 08 series of 2025 of Tunga, Leyte entitled: “AN ORDINANCE INSTITUTIONALIZING THE KATUWANG SA DIWA AT GAWA PARA SA MASAGANANG ANI AT MATAAS NA KITA (KADIWA) NG PANGULO IN THE MUNICIPALITY TUNGA, LEYTE “ Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated April 28, 2025.

Presented for consideration is Municipal Ordinance No. 25-06 Series of 2025 of Burauen, Leyte entitled: “AN ORDINANCE ESTABLISHING AND INSTITUTIONALIZING THE BARANGAY AGRICULTURE EXTENSION WORKER (BAEW) PROGRAM IN THE MUNICIPALITY OF BURAUEN, LEYTE AND PROVIDING FUNDS THEREOF” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated April 23, 2025.

Presented for consideration is Municipal Ordinance No. 115-25 of Leyte, Leyte entitled: “AN ORDINANCE RECLASSIFYING LOT 1087 WITH A TOTAL LAND AREA OF 1,899 SQUARE METERS LOCATED AT BARANGAY SAMBULAWAN, LEYTE, LEYTE FROM AGRICULTURAL TO COMMERCIAL USE.” The Provincial Legal Office per 2nd indorsement dated April 28, 2025 is of the opinion that subject ordinance is within the corporate powers of the LGU but its power to reclassify agricultural lands is without prejudice to the authority of the DAR to approve conversion of agricultural lands covered by R.A. no. 6657 to non-agricultural uses.

Presented for consideration is Municipal Ordinance No. 10 S. 2025 of Villaba, Leyte entitled: “AN ORDINANCE APPROVING THE INCREASE OF THE CONSULTANCY FEE OF THE MANAGERIAL CONSULTANT OF LGU-VILLABA FROM FORTY THOUSAND PESOS (PHP 40,000.00) PER MONTH TO FIFTY THOUSAND PESOS (Php50,000.00) PER MONTH TO ALIGN IT WITH THE RATE OF FEES FOR CONSULTANCY SERVICES OF THE EDUCATIONAL CONSULTANT.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated April 23, 2025.

Presented for consideration is Ordinance No. 23L.25-078 Series of 2025 of Kananga, Leyte entitled: “AN ORDINANCE MANDATING THE USE OF PREEMPTIVE MEASURES DURING EMERGENCY SITUATIONS SUCH AS FORCED EVACUATION DURING MAN-MADE OR NATURAL DISASTERS AND PROVIDING GUIDELINES THEREOF.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated April 23, 2025.
14. Presented for consideration is Ordinance No. 23L.25-079 Series of 2025 of Kananga, Leyte entitled: “AN ORDINANCE RECLASSIFYING LOT NO. 9581-F-1 LOCATED IN BRGY. MONTEBELLO, KANANGA, LEYTE WITH A TOTAL LAND AREA OF ONE (1) HECTARE, COVERED BY TRANSFER CERTIFICATE OF TITLE NO. 115-2024003959 FROM AGRICULTURAL TO COMMERCIAL LAND USE.” The Provincial Legal Office per 2nd indorsement dated April 29, 2025 is of the opinion that subject ordinance is within the corporate powers of the LGU but its power to reclassify agricultural lands is without prejudice to the authority of the DAR to approve conversion of agricultural lands covered by R.A. No. 6657 to non-agricultural uses.
15. Presented for consideration is Municipal Ordinance No. (224) #200 of Matag-ob, Leyte entitled: “AN ORDINANCE INSTITUTIONALIZING THE BATAN-ONG MAG-UUMA UNDER THE BARANGAY GOVERNANCE TRACKING-COMMUNITY ASSESSMENT AND REWARD SYSTEM (BGT-CARES), CONSTITUTING A GOVERNANCE TRACKING AND ASSESSMENT COMMITTEE (GTAC), AND FOR OTHER PURPOSES.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated April 23, 2025 subject to further review and amendment of sec. 7 of said Ordinance.
16. Presented for consideration is Municipal Ordinance No. 197(221) #200 of Matag-ob, Leyte entitled: “AN ORDINANCE REGULATING THE GAME OF MAHJONG IN THE MUNICIPALITY OF MATAG-OB, LEYTE,” with proof of publication in compliance to SP Resolution No. 2025-012.
17. Presented for consideration is Municipal Ordinance No. (225) #201 of Matag-ob, Leyte entitled: “AN ORDINANCE INSTITUTIONALIZING YOUTH DEVELOPMENT UNDER THE BARANGAY GOVERNANCE TRACKING COMMUNITY ASSESSMENT AND REWARD SYSTEM (BGT-CARES), CONSTITUTING A GOVERNANCE TRACKING AND ASSESSMENT COMMITTEE (GTAC), AND FOR OTHER PURPOSES.” The Provincial Legal Office per 2nd indorsement dated April 23, 2025 opines that subject Ordinance in general is within the legislative authority of the Sangguniang Bayan under Secs. 447(a)(1) of the Local Government Code in relation to RA 9485 and11292. But further review of Sec. 7 of the ordinance is recommended as it is not in consonance with the provision of RA 10742, Sec. 20(b), Hence, it is recommended for the declaration of its VALIDITY subject to further review and amendment of Sec. 7 of the Ordinance.

Presented for consideration is Municipal Ordinance No. (233) #202 Series of 2025 of Matag-ob, Leyte entitled: “AN ORDINANCE INSTITUTIONALIZING THE BARANGAY GOVERNANCE TRACKING, COMMUNITY ASSESSMENT, AND REWARD SYSTEM (BGT-CARES), IN THE MUNICIPALITY OF MATAG-OB, LEYTE, AND PROVIDING FUNDS THEREFOR.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated April 23, 2025.
19. Presented for consideration is Municipal Ordinance No. (216) #204 of Matag-ob, Leyte entitled: “AN ORDINANCE ESTABLISHING DRUG-FREE WORKPLACE POLICIES IN ALL OFFICES AND AGENCIES IN THE MUNICIPAL GOVERNMENT INCLUDING ALL COMPONENT BARANGAYS OF THE MUNICIPALITY OF MATAG-OB, LEYTE AND ENSURE THAT ALL PUBLIC OFFICERS, BOTH ELECTIVE AND APPOINTIVE, SHALL REMAIN DRUG FREE, AND PROVUDE PENALTY FOR VIOLATION THEREOF.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated April 28, 2025.
20. Presented for consideration is Municipal Ordinance No. (237) #206 Series of 2025 of Matag-ob, Leyte entitled: “AN ORDINANCE ADOPTING AND IMPLEMENTING REPUBLIC ACT NO. 9418, OR THE “VOLUNTEER ACT OF 2007,” IN THE MUNICIPALITY OF MATAG-OB, LEYTE, PROVIDING FUNDS THEREFOR, AND FOR OTHER PURPOSES.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated April 28, 2025.

Presented for consideration is Municipal Ordinance No. (239) #207 of Matag-ob, Leyte entitled: “AN ORDINANCE ENACTING THE “PHILHEALTH KONSULTASYONG SULIT AT TAMA PACKAGE OF THE MUNICIPALITY OF MATAG-OB, LEYTE.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated April 28, 2025.

Presented for consideration is Municipal Ordinance No. (240) #208 series 2025 of Matag-ob, Leyte entitled: “AN ORDINANCE ON FACILITY-BASED DELIVERY, USER’S AND NEWBORN SCREENING FEES, LABORATORY FEES AND INCENTIVES FOR STAFF, BARANGAY HEALTH VOLUNTEERS AND PREGNANT WOMEN OF THIS MUNICIPALITY.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated April 28, 2025.
23. Presented for consideration is Municipal Ordinance No. (223) #209 series 2025 of Matag-ob, Leyte entitled: “AN ORDINANCE REQUIRING EVERY HOUSEHOLD OR RESIDENTIAL BUILDINGS TO HAVE FUNCTIONAL SANITARY TOILETS AND ALL PUBLIC BUILDINGS, COMMERCIAL BUILDINGS & BUSINESS ESTABLISHMENTS IN THE MUN. OF MATAG-OB, TO HAVE A CLEAN & SANITARY TOILETS ACCESSIBLE TO THE PUBLIC, FREE OF CHARGE, AND TO COMPLY THE ZERO OPEN DEFECATION (ZOD) POLICY; PROVIDING ITS GUIDELINES & FUNCTIONS; PENALTIES FOR VIOLATIONS; AND FOR APPROPRIATION OF FUNDS THEREFOR.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated April 28, 2025.
24. Presented for consideration is Ordinance No. 04, series 2025 of Abuyog, Leyte entitled: “2025 CHARTER OF THE ABUYOG COMMUNITY COLLEGE, ABUYOG, LEYTE” The Provincial Legal Office per 2nd indorsement dated April 23, 2025 is of the opinion that the subject ordinance is generally in accordance with its power under Section (a)(5)(x) of the Local Government Code, hence, it is recommended for the declaration of its VALIDITY, but it is recommended that the title be amended since the Charter of Abuyog Community College is already established and sought to be amended.

Presented for consideration is Ordinance No. 08, series 2025 of Abuyog, Leyte entitled: “AN ORDINANCE APPROVING THE AMENDMENT OF ORDINANCE NO. 04, SERIES 2022 OTHERWISE KNOWN AS “AN ORDINANCE CREATING NEW PLANTILLA POSITIONS AND PROVIDE THE CORRESPONDING FUNDING FOR ITS CREATED POSITIONS AT THE ABUYOG COMMUNITY COLLEGE” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated April 28, 2025, subject to a change in the docket number of the amending ordinance to avoid confusion.

Presented for consideration is Ordinance No. 2024-06 of Hindang, Leyte entitled: “AN ORDINANCE REGULATING THE USE OF ELECTRICAL TRICYCLES OR E-TRIKES WITHIN THE MUNICIPALITY OF HINDANG AS PUBLIC TRANSPORTATION AND IMPOSING PENALTIES FOR VIOLATIONS THEREOF.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated April 28, 2025.

Presented for consideration is Municipal Ordinance No. 02 series 2025 of Matalom, Leyte entitled: “AN ORDINANCE CREATING VARIOUS POSITIONS UNDER THE MATALOM MUNICIPAL WATERWORKS SYSTEM OF THE LOCAL GOVERNMENT UNIT OF MATALOM, DEFINING THE FUNCTIONS, DUTIES AND RESPONSIBILITIES AND APPROPRIATING FUNDS THEREOF.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated April 23, 2025.
28. Presented for consideration is Appropriation Ordinance No. 2025-01 of Bato, Leyte entitled: “AMENDING APPROPRIATION ORDINANCE NO. 2024-07 AUTHORIZING THE BORROWING CAPACITY OF THE MUNICIPALITY OF BATO, LEYTE BY AMENDING THE PROJECTS AND/OR THEIR SPECIFICATIONS.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated April 28, 2025.
32. Presented for consideration is the letter from the Provincial Governor Carlos Jericho L. Petilla, submitting herewith the Statement of Financial Performance, Statement of Changes in Net Assets/Equity, Statement of Cash Flows and the Statement of Comparison of Budget and Actual Amounts for the period then ended as of December 31, 2024 of the Provincial Government of Leyte.
33. Presented for consideration is General Fund Supplemental Budget No. 1 FY 2025 of Villaba, Leyte in the amount of Php11,719,007.00. Under Appropriation Ordinance No. 1, S. 2025. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated May 15, 2025, together with Supplemental Investment Program (SIP) No. 1 CY 2025 in the amount of Php96,704,853.00.
34. Presented for consideration is General Fund Supplemental Budget No. 01 FY 2025 of Albuera, Leyte in the amount of Php17,285,782.62 Under Appropriation Ordinance No. 2025-01. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated May 15, 2025.
