01.            Presented for consideration is Ordinance No. 2023-11 of Tanauan, Leyte entitled: “AN ORDINANCE ESTABLISHING AND OPERATIONALIZING THE BARANGAY HUMAN RIGHTS ACTION CENTER (BHRAC) IN EVERY BARANGAY IN THE MUNICIPALITY OF TANAUAN, LEYTE; CAPACITATING THE BARANGAY HUMAN RIGHTS ACTION OFFICERS (BHRAO); AND PROVIDING FUNDS THEREFOR AND FOR OTHER PURPOSES.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated November 28, 2023.

02.            Presented for consideration is Ordinance No. 2023-12 of Tanauan, Leyte entitled: “AN ORDINANCE CREATING THE TANAUAN, LEYTE HUMAN RIGHTS ACTION CENTER (TLHRAC) UNDER THE OFFICE OF THE MUNICIPAL MAYOR AND DEFINING ITS POWERS AND FUNCTIONS.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated November 24, 2023.

03.            Presented for consideration is Municipal Ordinance No. 02 Series 2023 of Tunga, Leyte entitled: “AN ORDINANCE CREATING VARIOUS POSITIONS IN THE LOCAL GOVERNMENT UNIT OF TUNGA, LEYTE, AND DETERMINING ITS QUALIFICATIONS, DUTIES, FUNCTIONS, AND ALLOCATING FUNDS THEREOF.” Same is recommended for the declaration of its VALIDITY with CONDITION by the Provincial Legal Office per 2nd indorsement dated November 24, 2023.

04.            Presented for consideration is Ordinance No. 2023-17 of Calubian, Leyte entitled: “AN ORDINANCE ESTABLISHING THE HEALTH EMERGENCY MANAGEMENT UNIT AND INSTITUTIONALIZATION OF DISASTER RISK REDUCTION AND MANAGEMENT IN HEALTH (DRRM-H) SYSTEM IN THE MUNICIPALITY OF CALUBIAN, LEYTE.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated November 24, 2023.

05.            Presented for consideration is Ordinance No. 2023-18 of Calubian, Leyte entitled: “AN ORDINANCE DECLARING THE ECO-TOURISM SITE DESTINATIONS OF THE MUNICIPALITY OF CALUBIAN, LEYTE, ITS DEVELOPMENT, PROMOTION AND FOR OTHER PURPOSES.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated November 28, 2023.

06.            Presented for consideration is Municipal Ordinance No. 38, S-2023-2025 of Villaba, Leyte entitled: “AN ORDINANCE REQUIRING COMMERCIAL SERVICE ESTABLISHMENT AND OTHER PLACES AND SPACES CONSIDERED AS HIGH RISK TO INSTALL VIDEO SURVEILLANCE CAMERAS OR CLOSED-CIRCUIT TELEVISION AND PROVIDING PENALTIES FOR VIOLATIONS THEREOF AND FOR OTHER PURPOSES.” Same is RESUBMITTED to the SP in compliance to SP Resolution No. 2023-385 dated August 15, 2023.

07.            Presented for consideration is Municipal Ordinance No. 39, S-2023-2025 of Villaba, Leyte entitled: “AN ORDINANCE ENACTED TO ESTABLISH A POULTRY AND LIVESTOCK AUCTION MARKET CENTER IN THE MUNICIPALITY OF VILLABA, PROMULGATING RULES AND REGULATIONS FOR THE OPERATION, MANAGEMENT AND MAINTENANCE; PRESCRIBING FEES AND RATES OF ITS OFFERED SERVICES; AND PENALTIES FOR VIOLATION, PROVIDING FUNDS AND FOR OTHER PURPOSES THEREOF.” Same is RESUBMITTED to the SP in compliance to SP Resolution No. 2023-385 dated August 15, 2023.

08.            Presented for consideration is Municipal Ordinance No. 2022-08 of Tabango, Leyte, entitled: “AN ORDINANCE PROVIDING FOR THE 2023 REVENUE CODE OF THE MUNICIPALITY OF TABANGO, LEYTE.” This Ordinance has been referred to the Provincial Legal Office and the Provincial Local Finance Committee per SP Resolution No. 2023-489. The subject ordinance has been APPROVED by the August Body last November 28, 2023 per recommendation of the Provincial Legal Office dated November 20, 2023. Subsequently, the SP Secretariat received on November 28, 2023 the Comments and Recommendations from the Provincial Local Finance Committee on the subject ordinance hereto attached.

09.            Presented for consideration is Ordinance No. 23-16 of Inopacan, Leyte entitled: “AN ORDINANCE AMENDING SECTION 5 OF ORDINANCE NO. 22-11 OF THE SANGGUNIANG BAYAN OF INOPACAN, LEYTE DATED 25 OCTOBER 2022 BY ADDING SECTION 5C AND 5D ON MONTHLY RENTAL FEES OF ROOMS AND PASALUBONG CENTER IN THE NEW PUBLIC MARKET, MUNICIPALITY OF INOPACAN, PROVINCE OF LEYTE.” Same is recommended for the declaration of its VALIDITY per 2nd indorsement from the Provincial Legal Office dated November 28, 2023.

10.            Presented for consideration is General Fund Supplemental Budget No. 3 CY 2023 of Babatngon, Leyte amounting to Php12,660,858.50 under Appropriation Ordinance No. 442. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated November 24, 2023.

11.            Presented for consideration is General Fund Annual Budget FY 2024 of Palo, Leyte amounting to Php359,808,403.00 under Appropriation Ordinance No. 2023-04. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated November 28, 2023, together with Annual Investment Program 2024 in the amount of Php3,269,394,000.00.
