01. Presented for consideration is a letter dated May 30, 2024 from Hon. Governor Carlos Jericho L. Petilla submitting the local cultural inventory of the Province of Leyte for endorsement to the National Commission for Culture and the Arts as part of the Philippine Registry of Cultural Property (PRECUP).
02. Presented for consideration is a letter dated April 26, 2024 from the National Water Resources Board, DENR, requesting for the posting of Water Permit Application of LA KABAY HARAPITAN RESORT/Marisol Alere Abocejo located at Sta. Elena, La Paz, Leyte. A certification for said posting is also requested.
03. Presented for consideration is Municipal Ordinance No. 2024-02 of Alangalang, Leyte entitled: “REVISED ECOLOGICAL SOLID WASTE MANAGEMENT ORDINANCE OF THE MUNICIPALITY OF ALANGALANG, LEYTE.” Same is recommended for declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated May 30, 2024.
04. Presented for consideration is Ordinance No. 464 of Babatngon, Leyte entitled: “AN ORDINANCE RECLASSIFYING THE LOT MEASURING 14 HECTARES LOCATED AT BRGY. DISTRICT 1, BABATNGON, LEYTE, DENOTED AS CADASTRAL LOT NO. 1184 WITH TAX DECLARATION NO. 2008-04001-00403 FROM AGRICULTURAL TO COMMERCIAL LAND IN CLASSIFICATION, WHILE THE 2.7414 HECTARES RESERVED AS BUFFER ZONE ALONG THE SANCTUARY AREA.” Same is recommended for declaration of VALIDITY by the Provincial Legal Office per 2nd Indorsement dated June 6, 2024 as it is within the corporate powers of LGUs to reclassify land within its jurisdiction, subject to pertinent provisions of the Code, particularly Section 20 and Section 447 (2) (viii).
05. Presented for consideration is Ordinance No. 465 of Babatngon, Leyte entitled: “AN ORDINANCE PROTECTING THE RIGHTS OF INTERNALLY DISPLACED PERSONS IN THE MUNICIPALITY OF BABATNGON AND APPROPRIATING FUNDS FOR THE PURPOSE.” Same is recommended for declaration of VALIDITY by the Provincial Legal Office per 2nd indorsement dated June 6, 2024.
06. Presented for consideration is Ordinance No. 466 of Babatngon, Leyte entitled: “AN ORDINANCE ESTABLISHING AND OPERATIONALIZING THE BARANGAY HUMAN RIGHTS ACTION CENTER (BHRAC) IN EVERY BARANGAY IN THE MUNICIPALITY OF BABATNGON, CAPACITATING THE BARANGAY HUMAN RIGHTS ACTION OFFICER (BHRAO), AND PROVIDING FUNDS THEREOF AND FOR OTHER PURPOSES.” Same is recommended for declaration of VALIDITY without prejudice to terms or provisions that may be found to be contrary to existing laws and the constitution per 2nd indorsement dated June 6, 2024 of the Provincial Legal Office.
07. Presented for consideration is Ordinance No. 467 of Babatngon, Leyte entitled: “AN ORDINANCE PROTECTING THE RIGHTS AND FUNDAMENTAL FREEDOMS OF HUMAN RIGHTS DEFENDERS OPERATING IN THE MUNICIPALITY OF BABATNGON THROUGH THE ESTABLISHMENT OF PROTECTIVE MECHANISMS AND APPROPRIATING FUNDS FOR THE PURPOSE.” Same is recommended for declaration of VALIDITY by the Provincial Legal Office per 2nd indorsement dated June 6, 2024.
08. Presented for consideration is Municipal Ordinance No. 24-05 Series of 2024 of Burauen, Leyte entitled: “AN ORDINANCE DECLARING NORBERTO L. ROMUALDEZ, SR. AS A LOCAL HERO OF THE MUNICIPALITY OF BURAUEN, LEYTE, AND DECLARING EVERY 6TH DAY OF JUNE AS A SPECIAL WORKING HOLIDAY TO COMMEMORATE HIS BIRTH.” Same is declared PARTIALLY INVALID with respect to the declaration of special working holiday by the Provincial Legal Office per 2nd indorsement dated May 30, 2024.
09. Presented for consideration is the 2nd Indorsement dated May 24, 2024 from the Provincial Legal Office relative to Resolution No. 2024-129 of Carigara, Leyte entitled: “A RESOLUTION EARNESTLY REQUESTING THE SANGGUNIANG PANLALAWIGAN OF LEYTE, THRU ITS PROVINCIAL LEGAL OFFICER FOR LEGAL OPINION WHETHER THE SANGGUNIANG BAYAN, CARIGARA, LEYTE CAN APPROVE REQUEST TO HOLD COCKFIGHTING ACTIVITIES AT THE CARIGARA AMUSEMENT CENTER SANS ABSENCE OF SANGGUNIANG PANLALAWIGAN RESOLUTION DECLARING VALID THE ORDINANCE RECLASSIFYING THE LAND WHERE THE COCKPIT ARENA WAS CONSTRUCTED AND THE ORDINANCE GRANTING FRANCHISE TO PATRICK V. MAKABENTA TO ESTABLISH, OPERATE AND MAINTAIN COCKPIT ARENA IN THE MUNICIPALITY OF CARIGARA, LEYTE.”
10. Presented for consideration is Municipal Ordinance No. 2023-168 of Carigara, Leyte entitled: “PROHIBITING THE REFILLING, DISTRIBUTION AND RETAILING OF LIQUEFIED PETROLEUM GAS (LPG) IN BUTANE CANISTERS AND “BOTE-BOTE DE GASOLINA” WITHIN THE TERRITORIAL JURISDICTION OF THE MUNICIPALITY OF CARIGARA.” Same is recommended for declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated May 30, 2024.
11. Presented for consideration is Municipal Ordinance No. 2023-180 of Carigara, Leyte entitled: “AN ORDINANCE AMENDING THE IMPLEMENTING GUIDELINES FOR DAY CARE WORKERS UNDER ORDINANCE NO. 07, SERIES OF 1999 ENTITLED: “AN ORDINANCE CREATING THE MUNICIPAL DAY CARE BOARD FOR OTHER PURPOSES.” Same is recommended for declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated May 30, 2024.

Presented for consideration is Ordinance No. 23L.24-051 Series of 2024 of Kananga, Leyte entitled: “AN ORDINANCE RENAMING THE NATUBGAN ELEMENTARY SCHOOL TO ZACARIAS OMEGA ORONEA ELEMENTARY SCHOOL LOCATED AT BARANGAY NATUBGAN, MUNICIPALITY OF KANANGA, LEYTE.” Same is recommended for declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated May 30, 2024.
13. Presented for consideration is Ordinance No. 04, S.2024 of Abuyog, Leyte entitled: “AN ORDINANCE CREATING NEW PLANTILLA POSITIONS AND PROVIDE THE CORRESPONDING FUNDING FOR EACH CREATED POSITION IN THE MUNICIPAL GOVERNMENT OF ABUYOG, LEYTE.” Same is recommended for declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated June 6, 2024.

Presented for consideration is Ordinance No. 09, s. 2024 of Abuyog, Leyte entitled: “AN AMENDATORY ORDINANCE AMENDING THE 2024 REVISED CHARTER OF THE ABUYOG COMMUNITY COLLEGE OF ABUYOG, LEYTE INSERTING THEREOF SECTION 7.” Same is recommended for declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated June 6, 2024.
15. Presented for consideration is Municipal Ordinance No. 2024-07 of Hilongos, Leyte entitled: “AN ORDINANCE AUTHORIZING THE TEMPORARY CLOSURE OF A PORTION OF R.V. VILLAFLORES STREET UNTIL VELOS RESIDENCE AND CORNER B.B. RIVERA STREET ON MAY 17-18, 2024 IN THE CELEBRATION OF THE ANNUAL FIESTA OF LOS HIJOS DE SAN ISIDRO IN THE MUNICIPALITY OF HILONGOS. ”Same is recommended for declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated May 30, 2024.
