01. Presented for consideration is Ordinance No. 8 series 2024 of Capoocan, Leyte entitled: “AN ORDINANCE MANDATING ALL BUSINESSES OPERATING WITHIN THE TERRITORIAL JURISDICTION OF CAPOOCAN, LEYTE ENGAGED IN IN THE MANUFACTURING, SELLING, OR DISTRIBUTING PNP UNIFORMS, INSIGNIAS, AND OTHER ACCOUTREMENTS TO SECURE PNP CERTIFICATE OF CONFORMITY AND PRESCRIBING PENALTIES FOR VIOLATIONS THEREOF.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated June 19, 2024.

02. Presented for consideration is Municipal Ordinance No. 17 series 2024 of Pastrana, Leyte entitled: “AN ORDINANCE MANDATING CURFEW HOURS FOR CHILDREN FROM 10:00 O’CLOCK IN THE EVENING TO 4:00 O’CLOCK IN THE MORNING, PRESCRIBING THE PROPER PROCEDURE FOR THEIR APPREHENSION AND CUSTODY AND FOR OTHER PURPOSES.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated June 7, 2024.

03. Presented for consideration is Municipal Ordinance No. 18 series 2024 of Pastrana, Leyte entitled: “AN ORDINANCE PROHIBITING ANY PERSON BELOW 18 YEARS OLD FROM DRINKING LIQUOR OR ANY ALCOHOLIC DRINKS OR BEVERAGES CONTAINING NO LESS THAN 4% ALCOHOL OF ITS TOTAL VOLUME IN PUBLIC PLACES OR ESTABLISHMENTS WITHIN THE MUNICIPALITY OF PASTRANA AND PROHIBITING ANY PERSON OR PERSONS FROM SELLING, DISPENSING SAID ALCOHOLIC DRINKS TO PERSONS BELOW 18 YEARS OLD AND PROVIDING PENALTIES THEREOF.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated June 7, 2024.

Presented for consideration is Municipal Ordinance No. 21 series 2024 of Pastrana, Leyte entitled: “AN ORDINANCE REGULATING THE OPERATION OF COMPUTER SHOPS, INTERNET CAFÉ AND OTHER SIMILAR ESTABLISHMENTS WITHIN THE MUNICIPALITY OF PASTRANA, PROVINCE OF LEYTE, AND PROVIDING PENALTIES FOR VIOLATIONS THEREOF.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated May 30, 2024.

Presented for consideration is Ordinance No. 2024-05 of Calubian, Leyte entitled: “AN ORDINANCE AMENDING SECTION 1 AND SECTION 5 OF MUNICIPAL ORDINANCE NO. 2023-14 DATED NOVEMBER 20, 2023 ENTITLED “AN ORDINANCE CREATING THE POSITION OF A MUNICIPAL GOVERNMENT ASSISTANT DEPARTMENT HEAD (HUMAN RESOURCE MANAGEMENT OFFICER IV), WITH SALARY GRADE 22, UNDER THE HUMAN RESOURCE MANAGEMENT OFFICE IN THE MUNICIPAL GOVERNMENT OF THE MUNICIPALITY OF CALUBIAN, LEYTE.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated June 19, 2024.

06. Presented for consideration is the General Fund Supplemental Budget No. 01 FY 2024 of Barugo, Leyte amounting to Php52,636,117.20 under Appropriation Ord. No. 06, S. 2024. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated June 26, 2024, together with Supplemental Investment Program (SIP) No. 01 CY 2024 in the amount of Php64,436,117.20.

07. Presented for consideration is the General Fund Supplemental Budget No. 01 FY 2024 of Albuera, Leyte amounting to Php47,075,026.54 under Appropriation Ord. No. 2024-01. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated June 26, 2024, together with First Supplemental Investment Program CY 2024 in the amount of Php60,397,526.54.

08. Presented for consideration is the General Fund Supplemental Budget No. 1 CY 2024 of Isabel, Leyte amounting to Php4,500,000.00 under Appropriation Ord. No. 01, series 2024. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated June 24, 2024.

09. Presented for consideration is the General Fund Supplemental Budget No. 2 CY 2024 of Isabel, Leyte amounting to Php4,950,000.00 under Appropriation Ord. No. 02, series 2024. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated June 25, 2024.

10. Presented for consideration is a letter dated June 20, 2024 to the Honorable Vice Governor Leonardo M. Javier, Jr. from Christopher A. Garcia, Acting General Manager, Don Orestes Romualdez Electric Cooperative, Inc. (DORELCO), furnishing copy of the ERC ORDER and NOTICE OF VIRTUAL HEARING relative to DORELCO’S Application for Over or Under Recoveries in the Implementation of Automatic Adjustments and True Up Mechanisms for the Period 2021-2023. With a request for posting on the SP bulletin board and issuance of certification bearing the dry seal of the Office as proof of posting.

11. Presented for consideration is a letter dated June 20, 2024 to the Honorable Vice Governor Leonardo M. Javier, Jr. from Atty. Jannie Ann J. Dayandayan, CPA, General Manager, Leyte V Electric Cooperative, Inc., furnishing copy of the ORDER and NOTICE of Virtual Hearing and requesting that the same be posted on the SP bulletin board relative to ERC CASE NO. 2024-045 RC. A certificate of Posting is likewise requested.

12. Presented for consideration is a letter dated June 19, 2024 to the Honorable Vice Governor Leonardo M. Javier, Jr. from Andy T. Durog, Energy Development Corp. Head, unified Leyte Geothermal Power Plant, furnishing copy of the ORDER and NOTICE of Virtual Hearing and requesting that the same be posted on the SP bulletin board and a Certification of Posting from the SP relative to ERC CASE NO. 2024-045 RC is likewise requested.

13. Presented for consideration is a copy of an Order from the Energy Regulatory Commission relative to Joint Application for Approval of the Emergency Power Supply Agreement entered into by and between LEYECO V and FDC MISAMIS POWER CORP.(FDCMPC). ERC CASE NO. 2024-049 RC.

14. Presented for consideration is a copy of an Order from the Energy Regulatory Commission relative to Application for Over or Under recoveries in the Implementation of automatic adjustment and True Up Mechanisms during the period 2021-2023 by Applicant Don Orestes Romualdez Electric Cooperative, Inc.(DORELCO). ERC CASE NO. 2024-004 CF.

15. Presented for consideration is a copy of Partial Motion for Reconsideration from the Energy Regulatory Commission relative to Application for Approval of the Ancillary Services Procurement Agreement between the National Grid Corporation of the Philippines and Universal Power Solutions, Inc. (Ormoc Bess), with Prayer for Provisional Authority. ERC CASE NO. 2023-069 RC.

16. Presented for consideration is a letter dated May 10, 2024 from the National Water Resources Board, DENR, requesting for the posting of three Water Permit Applications filed by LGU-Mun. of Albuera, Leyte located at Sherwood, Albuera, Leyte, Soob, Poblacion, Albuera, Leyte and Sitio Wangag, Damula-an, Albuera, Leyte respectively. A certification for said posting is also requested.

17. Presented for consideration is Resolution No. 2024-163 from Sangguniang Panlalawigan of the Province of Cotabato entitled: “RESOLUTION STRONGLY SUPPORTING SENATE BILL NO. 1378 FILED BY SENATOR MARK A. VILLAR, PROVIDING FOR AN INCREASE AND AUTOMATIC ADJUSTMENT MECHANISM IN THE PERSONNEL ECONOMIC RELIEF ALLOWANCE (PERA) GRANTED TO GOVERNMENT EMPLOYEES AND REQUESTING THE SENATE OF THE PHILIPPINES FOR ITS IMMEDIATE PASSAGE.”

18. Presented for consideration is Resolution No. 2024-204 from Sangguniang Panlalawigan of the Province of Cotabato entitled: “RESOLUTION STRONGLY SUPPORTING SENATE BILL NO. 297 FILED BY SENATOR FRANCIS G. ESCUDERO, AN ACT PROVIDING AUTOMATIC PROMOTION OF GOVERNMENT OFFICIALS AND EMPLOYEES UPON RETIREMENT FROM GOVERNMENT SERVICE AND FOR OTHER PURPOSES.”
