01. Presented for consideration is Ordinance No. 2024 -27 of Calubian, Leyte entitled: “AN ORDINANCE DECLARING A PORTION OF A MUNICIPAL OWNED LAND CONSISTING OF 201.30 SQUARE METERS COVERED UNDER TAX DECLARATION NO. 08-09-0001-00112, LOT NO. 014, LOCATED AT BRGY. T. POBLACION, CALUBIAN, LEYTEAS SITE FOR THE ERECTION OF A TWO (2) STOREY LOCAL GOVERNMENT CENTER FUNDED BY THE DEPARTMENT OF INTERIOR AND LOCAL GOVERNMENT (DILG) AND RESOLUTION NO. 29-2016 ENTITLED “A RESOLUTION AUTHORIZING MUNICIPAL MAYOR, HON. DOROTEO N. PALCONIT OF CALUBIAN, LEYTE A TO DONATE FOR AND IN BEHALF OF THE MUNICIPAL GOVERNMENT OF CALUBIAN, LEYTE A 201.30 SQUARE METER MUNICIPAL LOT TO THE DEPARTMENT OF INTERIOR AND LOCAL GOVERNMENT (DILG) FOR ERECTION OF A TWO (2) STOREY BUILDING CALLED LOCAL GOVERNMENT CENTER, AS REPEALED.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated November 11, 2024.
02. Presented for consideration is Ordinance No. 2024-17 of Javier, Leyte entitled: “AN ORDINANCE REGULATING THE EXCAVATION, EXPLORATION, PROCESSING AND TRANSPORTING OF QUARRY/RIVER RESOURCES FROM NATURAL STREAM OF WATERS OR ANY PLACE WITHIN THE JURISDICTION OF THE MUNICIPALITY OF JAVIER, LEYTE AND IMPOSING PENALTIES HEREOF.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated Dec. 26, 2024.
03. Presented for consideration is the General Fund Supplemental Budget No. 05 FY 2024 of Palo, Leyte amounting to Php2,842,000.00 under Appropriation Ordinance No. 2024-06. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated January 22, 2025.
04. Presented for consideration is the General Fund Supplemental Budget No. 4 CY 2024 of Tanauan, Leyte amounting to Php19,530,128.29 under Appropriation Ordinance No. 2024-22. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated January 22, 2025; together with Supplemental Investment Program (SIP) No. 04 CY 2024 of the same amount.
05. Presented for consideration is the General Fund Supplemental Budget No. 04 FY 2024 of Barugo, Leyte amounting to Php7,400,717.50 under Appropriation Ordinance No. 028, S. 2024. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated January 20, 2025, together with Supplemental Investment Program (SIP) No. 3 CY 2024 in the amount of Php102,096,407.04.
06. Presented for consideration is the General Fund Supplemental Budget No. 04 FY 2024 of Tunga, Leyte amounting to Php3,000,000.00 under Appropriation Ordinance No. 05, S. 2024. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated January 20, 2025.
07. Presented for consideration is the General Fund Supplemental Budget No. 5 FY 2024 of Tabontabon, Leyte amounting to Php480,000.00 under Appropriation Ordinance No. 6, S. 2024. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated January 20, 2025.
08. Presented for consideration is the General Fund Supplemental Budget No. 07 FY 2024 of Burauen, Leyte amounting to Php5,681,000.00 under Appropriation Ordinance No. 2024-08. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated January 20, 2025, together with Supplemental Investment Program (SIP) No. 06 in the amount of Php11,761,000.00.
09. Presented for consideration is the General Fund Supplemental Budget No. 04 FY 2024 of Kananga, Leyte amounting to Php14,550,000.00 under Appropriation Ordinance No. 23L.24-076. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated January 20, 2025, together with Supplemental Investment Program No. 04 CY 2024 amounting to Php 15,000,000.00.
10. Presented for consideration is the General Fund Supplemental Budget No. 03 FY 2024 of Albuera, Leyte amounting to Php12,525,000.00 under Appropriation Ordinance No. 2024-04. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated January 20, 2025.
11. Presented for consideration is the General Fund Supplemental Budget No. 01 FY 2025 of Mahaplag, Leyte amounting to Php25,134,346.00 under Appropriation Ordinance No. 25-001. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated January 22, 2025.
12. Presented for consideration is the General Fund Supplemental Budget No. 5 CY 2024 of Hilongos, Leyte amounting to Php3,380,000.00 under Appropriation Ordinance No. 2024-26. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated January 20, 2025.
13. Presented for consideration is the General Fund Supplemental Budget No. 6 CY 2024 of Hilongos, Leyte amounting to Php2,177,000.00 under Appropriation Ordinance No. 2024-27. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated January 20, 2025.
14. Presented for consideration is the General Fund Annual Budget FY 2025 of Hilongos, Leyte amounting to Php340,709,235.00 under Appropriation Ordinance No. 2024-22. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated January 20, 2025, together with CY 2025 Annual investment Plan (AIP) in the amount of Php4,104,520,000.00.
15. Presented for consideration is the General Fund Supplemental Budget No. 05 FY 2024 of Tunga, Leyte amounting to Php1,705,200.64 under Appropriation Ordinance No. 06, series of 2024. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated January 23, 2025.
16. Presented for consideration is the General Fund Supplemental Budget No. 04 FY 2024 of Leyte, Leyte amounting to Php8,722,513.00 under Appropriation Ordinance No. 005-24. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated January 23, 2025.
17. Presented for consideration is a copy of Manifestation cum Apology and Opposition to Complainant’s Motion to Dismiss filed by Respondent Hon. Angel Aras Sia, Jr. vs. Marvin T. Marticio,
18. Presented for consideration is a a Request for POSTING of Water Permit Application (VIII-LEY-2024-10-110 AND 111) filed with the National Water Resources Board by Energy Development Corp. located at Brgy. Tongonan, Ormoc City, Leyte. With a request for an issuance of a certification for such posting.
20. Presented for consideration is a Ordinance No. 488 of Babatngon, Leyte entitled: “AN ORDINANCE RECLASSIFYING THE LOT MEASURING 39,803 SQUARE METERS LOCATED AT BRGY. DISTRICT III, BABATNGON, LEYTE, DESIGNATED AS LOT NO. 1031, CAD. 497-D WITH TAX DECLARATION NO. 2008-04003-00689, FROM AGRICULTURAL LAND TO A SPECIAL INSTITUTION USE.” The Provincial Legal Office is of the opinion that subject ordinance is within the corporate powers of the LGU, hence the same is deemed VALID subject to COMPLIANCE with laws and regulations with respect to conversion of lands
21. Presented for consideration is the attached Proposed Provincial Ordinance entitled: “AN ORDINANCE AUTHORIZING THE PROVINCIAL GOVERNOR HON. CARLOS JERICHO L. PETILLA OR THE PROVINCIAL ADMINISTRATOR, CORAZON M. ALVERO, TO INITIATE EXPROPRIATION PROCEEDING(S) OF THE AFFECTED LOTS, IN WHOLE OR IN PART, SIGN ANY AND ALL DOCUMENTS APPURTENANT THERETO, INCLUDING BUT NOT LIMITED TO THE VERIFICATION AND CERTIFICATION OF NON-FORUM SHOPPING, APPEAR AND ENTER INTO A COMPROMISE AGREEMENT FOR AND ON BEHALF OF THE PROVINCIAL GOVERNMENT OF LEYTE, RELATIVE TO THE PROPOSED CONSTRUCTION, DEVELOPMENT, OPERATION AND MANAGEMENT OF LEYTE PROVINCE INTERNATIONAL PORT, BRGY. BACONG, BABATNGON, LEYTE.”
