01.               Presented for consideration is Ordinance No. 2025-01 of Tanauan, Leyte,  entitled: “AN ORDINANCE ESTABLISHING GUIDELINES FOR GRANTING OF FINANCIAL ASSISTANCE FROM THE DONATION FUND OF THE MUNICIPALITY OF TANAUAN, LEYTE.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2^nd Indorsement dated February 24, 2025.

 

02.               Presented for consideration is Ordinance No. 2025-02 of Tanauan, Leyte, entitled: “AN ORDINANCE INSTITUTIONALIZING THE PROGRAMS, SERVICES, PRIVILEGES AND BENEFITS FOR SOLO PARENTS AND THEIR CHILDREN PURSUANT TO REPUBLIC ACT 8972 ALSO KNOWN AS THE “SOLO PARENTS WELFARE, ACT OF 2000” AND APPROPRIATING FUNDS THEREOF.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2^nd indorsement dated February 24, 2025.

 

03.               Presented for consideration is Ordinance No. 2025-03 of Tanauan, Leyte, entitled: “AN ORDINANCE PROVIDING FINANCIAL ASSISTANCE FOR THE LICENSURE EXAMINATION REVIEW TO THE TOP FIVE (5) GRADUATES ENROLLED IN COLLEGES WITHIN THE TERRITORIAL JURISDICTION OF TANAUAN, LEYTE AND PROVIDING FUNDS THEREFOR AND SETTING GUIDELINES IN THE IMPLEMENTATION THEREOF.” The Provincial Legal Office per 2^nd indorsement dated February 24, 2025 is of the opinion that subject ordinance is in contravention with Section 335 of  the Local Government Code. Hence, FURTHER REVIEW of the ordinance is required.

 

04.               Presented for consideration is Ordinance No. 2025-05 of Tanauan, Leyte, entitled: “AN ORDINANCE PROVIDING A GENERAL GUIDELINES FOR THE SHARING SCHEME OF ALL REIMBURSEMENTS RECEIVED FROM PHILHEALTH-COVID 19 BENEFIT PACKAGE OF THE COVID-19 COMMUNITY ISOLATION UNIT OF THE MUNICIPALITY OF TANAUAN, LEYTE.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2^nd indorsement dated February 24, 2025.

 

05.               Presented for consideration is Ordinance No. 2025-06 of Tanauan, Leyte, entitled: “AN ORDINANCE ESTABLISHING AN ANIMAL CONTROL AND WELFARE PROGRAM IN THE MUNICIPALITY OF TANAUAN, LEYTE.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2^nd indorsement dated February 24, 2025.

 

06.               Presented for consideration is Municipal Ordinance No. 2025-01 of Alangalang, Leyte, entitled: “AN ORDINANCE GRANTING THE RENEWAL OF FRANCHISE OF ALANGALANG SPORTS COMPLEX AND GALLERA INC. TO ESTABLISH, OPERATE AND MAINTAIN A COCKPIT ARENA IN THE MUNICIPALITY OF ALANGALANG”. Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2^nd indorsement dated March 7, 2025.

 

07.               Presented for consideration is Municipal Ordinance No. 2025-02 of Alangalang, Leyte, entitled: “AN ORDINANCE DESIGNATING THE ALANGALANG RURAL HEALTH UNIT IN COMPLIANCE WITH THE REQUIREMENTS OF THE DEPARTMENT OF HEALTH-LICENSE TO OPERATE (DOH-LTO) AND THE PHILHEALTH KONSULTA ACCREDITATION FOR PRIMARY CARE FACILITIES, AND PROMULGATING GUIDELINES FOR THE IMPLEMENTATION OF THE PHILHEALTH KONSULTA PACKAGE” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2^nd indorsement dated March 7, 2025.

 

08.               Presented for consideration is Municipal Ordinance No. 2024-15 of Alangalang, Leyte, entitled: “THE UPDATED MATERNAL AND CHILD HEALTH CODE OF THE MUNICIPALITY OF ALANGALANG, LEYTE.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2^nd indorsement dated March 7, 2025.

 

09.               Presented for consideration is Municipal Ordinance No. 2024-16 of Alangalang, Leyte, entitled: “AN ORDINANCE PROVIDING BURIAL ASSISTANCE TO INDIGENT ALANGALANGANON AND PROVIDING FUNDS THEREOF.” The Provincial Legal Office is of the opinion that subject ordinance is generally in accordance with its power under Sections 447 (a)(1)of the Local Government Code, hence, same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2^nd indorsement dated March 7, 2025.

 

10.               Presented for consideration is Municipal Ordinance No. 06 , Series of 2025 of Tolosa, Leyte, entitled: “AN ORDINANCE FORMULATING THE POLICIES AND GUIDELINES ON PREEMPTIVE OR FORCED EVACUATION IN RESPONSE TO MAN-MADE AND NATURAL DISASTER OF THE MUNICIPALITY OF TOLOSA.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2^nd indorsement dated March 10, 2025.

 

11.               Presented for consideration is Municipal Ordinance No. 24, Series of 2024 of Pastrana, Leyte, entitled: “AN ORDINANCE ENACTING THE CHILDREN’S WELFARE CODE OF THE MUNICIPALITY OF PASTRANA, LEYTE PROVIDING FOR ITS FUNCTIONS, APPROPRIATING FUNDS AND FOR OTHER PURPOSES.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2^nd indorsement dated February 24, 2025.

 

12.               Presented for consideration is Municipal Ordinance No. 26, Series of 2024 of Pastrana, Leyte, entitled: “AN ORDINANCE INSTITUTIONALIZING THE GRANTING OF RECOGNITION TO PASTRANAHONS WHO ARE PASSERS IN NATIONAL BOARD/BAR EXAMINATIONS AND PROVIDING CASH INCENTIVES TO TOPNOTCHERS IN THE NATIONAL BOARD/BAR EXAMINATION AND APPROPRIATING FUNDS THEREOF AND FOR OTHER PURPOSES”. the Provincial Legal Office per 2^nd indorsement dated February 24, 2025 is of the opinion that subject ordinance is generally in accordance with its power under the Local Government Code, however the incentives under said ordinance maybe in contravention to Sec. 335 of the local Code. Hence, FURTHER REVIEW of said ordinance is recommended.

 

13.               Presented for consideration is Municipal Ordinance No. 31, Series of 2024 of Pastrana, Leyte, entitled: “AN ORDINANCE PROVIDING RULES AND REGULATIONS GOVERNING VEHICULAR TRAFFIC IN THE MUNICIPALITY OF PASTRANA AND CORRESPONDING PENALTIES FOR VIOLATIONS THEREOF.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2^nd indorsement dated February 24, 2025.

 

14.               Presented for consideration is Ordinance No. 1, Series of 2025 of Capoocan, Leyte, entitled: “AN ORDINANCE AMENDING MUNICIPAL ORDINANCE NO. 9, SERIES OF 2023, ENTITLED, “AN ORDINANCE INCREASING THE EXPENSE OF THE MUNICIPAL OFFICIALS AND EMPLOYEES WITH DISBURSEMENT THROUGH PAYROLL” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2^nd indorsement dated February 26, 2025.

 

15.               Presented for consideration is Ordinance No. 08, S. 2024 of Barugo, Leyte entitled: “AN ORDINANCE CREATING THE VARIOUS PLANTILLA POSITIONS IN THE LOCAL GOVERNMENT OF BARUGO, LEYTE FOR THE FISCAL YEAR 2024 AND PROVIDING FUNDS THEREFOR.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2^nd indorsement dated March 21, 2025.

 

16.               Presented for consideration is Ordinance No. 2025-006 of Calubian, Leyte, entitled: “AN ORDINANCE CREATING THE POSITION ITEM OF ADMINISTRATIVE OFFICER IV (MANAGEMENT AND AUDIT ANALYST II), SALARY GRADE 15, UNDER THE MUNICIPAL ACCOUNTING OFFICE OF THE MUNICIPAL GOVERNMENT OF CALUBIAN, LEYTE.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2^nd indorsement dated March 7, 2025.

 

17.               Presented for consideration is Ordinance No. 2025-002 of Calubian, Leyte, entitled: “AN ORDINANCE EXTENDING THE DEADLINE FOR THE PAYMENT OF BUSINESS TAXES, FEES & CHARGES IN THE MUNICIPAL GOVERNMENT OF CALUBIAN, LEYTE UNTIL JANUARY 31, 2025 WITHOUT SURCHARGES OR PENALTIES.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2^nd indorsement dated March 7, 2025.

 

18.               Presented for consideration is Ordinance No. 2025-001 of Calubian, Leyte, entitled: “AN ORDINANCE CREATING THE POSITION ITEM OF LOCAL REVENUE COLLECTION OFFICER I, SALARY GRADE 11, UNDER THE OFFICE OF THE MUNICIPAL TREASURER IN THE MUNICIPAL GOVERNMENT OF THE MUNICIPALITY OF CALUBIAN, LEYTE.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2^nd indorsement dated March 7, 2025.

 

19.               Presented for consideration is Municipal Resolution No. 2025-07 of Albuera, Leyte, “A RESOLUTION ADOPTING THE MUNICIPALITY’S COMPREHENSIVE LAND USE PLAN (CLUP) 2022-2031 AND FOR THE ENACTMENT OF THE CORRESPONDING ZONING ORDINANCE (ZO) COMPLIANT WITH THE COMMENTS AND RECOMMENDATIONS OF THE PROVINCIAL LAND USE COMMITTEE (PLUC) PURSUANT TO SP RESOLUTION NO. 2023-368”.

 

20.               Presented for consideration is Ordinance No. 25-04 of Inopacan, Leyte, entitled: “AN ORDINANCE CREATING POSITIONS AND AMENDING FOR THIS PURPOSE THE ORGANIZATIONAL STRUCTURE AND STAFFING PATTERN OF THE LOCAL GOVERNMENT UNIT OF INOPACAN, LEYTE.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2^nd indorsement dated February 26, 2025.

 

21.               Presented for consideration is a copy of JOINT RESOLUTION FROM THE PUNONG BARANGAYS OF THE MUNICIPALITY OF LEYTE OPPOSING THE RATIFICATION OF MUNICIPAL ORDINANCE NO. 110-25 of the Municipality of Leyte for the approval of it’s loan agreement with Land Bank of the Philippines involving the amount of Ninety-Five Million Pesos (Php95,000,000.00).

 

22.               Presented for consideration is a Water Permit Application -WPA NO. VIII-LEY-2024-10-029 filed by JOE WATER REFILLING station/ Felicito R. Lagunzad located at Brgy. Sta. Rosa, 6532, Matag-ob, Leyte.  Certification of posting of  said application is also requested.

 

23.               Presented for consideration is a Water Permit Application -WPA NO. VIII-LEY-2024-10-040 filed by JE HYDRO&BIO-ENERGY CORP. located at Himanglos River, Brgy. Calingcaguing, Barugo, Leyte.  Certification of posting of  said application is also requested.

 

24.               Presented for consideration is a letter dated March 06, 2025 from Atty. Jannie Ann J. Dayandayan, General Manager, LEYECO V, furnishing copies of 1.ERC Order dated Feb. 21, 2025 and 2. ERC Notice of Virtual Hearing dated Feb. 21, 2025, relative to Approval of Emergency Power Purchase and Sale Agreement (EPPSA) between LEYECO V and GNPOWER Kauswagan Ltd. Co. with a request for posting and issuance of certification of posting of said Order and Virtual Hearing.

 

25.               Presented for consideration is a letter dated February 25, 2025 from Cristina Castillo- Lim, PSALM Legal Group, furnishing copy of ORDER dated 13 February 2025 and Notice of Virtual Hearing dated February 13, 2025 relative to  ERC Case no. 2023-124RC entitled, “In the Matter of the 13^th Application for the True-Up Adjustment of Fuel and Purchased Power Costs (TAFPPC) and Foreign Exchange-Related Costs by the National Power Corp., as amended. With a request for certificate of posting.

 

26.               Presented for consideration is a letter dated March 14, 2025 from Provincial Treasurer Ruth Y. Surpia, seeking query whether or not amendment to Provincial Tax Ordinance No. 1 is necessary, considering the Province of Leyte has been collecting from all Electric Cooperatives (ECs) franchise tax which the ECs is availing exemption for this taxable year pursuant to BLGF Memorandum Circular No. 006.2025 dated January 22, 2025 and BLGF Memorandum Circular No. 004.2025.

 

27.               Presented for consideration is General Fund Supplemental Budget No. 03 FY 2024 of Calubian, Leyte amounting to Php7,059,200.00 under Appropriation Ordinance No. 2024-32, C.S. 2024. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated March 17, 2025.

 

28.               Presented for consideration is General Fund Annual Budget CY 2025 of Baybay City, Leyte amounting to Php1,609,512,959.00 under Appropriation Ordinance No. 3, S. 2024. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated March 17, 2025, together with Annual Investment Program (AIP) CY 2025 of the same amount.
