Presented for consideration is Municipal Ordinance No. 2025-03 series 2025 of Santa Fe, Leyte entitled: “PROHIBITING THE NAILING, PASTING, POSTING, AND HANGING OF STREAMERS, POSTERS, BANNERS, POLITICAL ADS AND OTHER SIMILAR MATERIALS ON TREES AND SPECIES OF THE SAME NATURE IN THE MUNICIPALITY OF SANTA FE, LEYTE.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated April 4, 2025, PROVIDED that Section 458(a)(1)(vi) be changed to Section 447 (a)(vi) since the cited provision pertains to Sangguniang Panlungsod and not Sangguniang Bayan.

Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated April 4, 2025.

Presented for consideration is Municipal Ordinance No. 2024-218 of Carigara, Leyte, entitled: “AN ORDINANCE PROVIDING PENALTY FOR THE ABUSE, MISUSE, FALSIFICATION, MUTILATION, ALTERATION, TAMPERING AND OTHER SIMILAR ACTS IN ANY IDENTIFICATION CARD ISSUED BY THE MUNICIPALITY OF CARIGARA.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated April 4, 2025, subject to consideration that the phrase “any ID issued by the government” of the proposed ordinance be changed and limited to ID’s issued by Carigara LGU.
17. Presented for consideration is Municipal Ordinance No. 2 Series of 2025 of Capoocan, Leyte, entitled: “SOLO PARENTS’ WELFARE ACT OF THE MUNICIPALITY OF CAPOOCAN, LEYTE”. Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated April 4, 2025, subject to consideration that, since it is pursuant to RA 11861, it is recommended that the title be amended to “An ordinance Adopting and/or localizing the implementation of RA 11861 otherwise known as Expanded Solo Parents Welfare Act, providing for the benefits and privileges for Solo Parents and their children, appropriating funds therefore and for other purposes.”

Presented for consideration is Ordinance No. 2025-003 of Calubian, Leyte, entitled: “AN ORDINANCE REGULATING THE DISPENSING, SELLING, AND RESELLING OF PHARMACEUTICAL PRODUCTS IN SARI-SARI STORES AND OTHER SIMILAR RETAIL OUTLETS IN THE MUNICIPALITY OF CALUBIAN, LEYTE, AND PROVIDING PENALTIES FOR VIOLATIONS THEREOF.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated April 4, 2025.

Presented for consideration is Municipal Ordinance No. 3 S. 2025 of Villaba, Leyte, entitled: “AN ORDINANCE PROVIDING SPECIAL PROTECTION TO SENIOR CITIZENS AND PERSONS WITH DISABILITIES (PWDs) IN THE MUNICIPALITY OF VILLABA LEYTE, AGAINST GRIEVANCE RELATED ACTS AND IMPOSING PENALTIES FOR ANY VIOLATIONS THEREOF” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated April 4, 2025.
20. Presented for consideration is Municipal Ordinance No. 4, S. 2025 of Villaba, Leyte, entitled: “AN ORDINANCE ESTABLISHING THE “LUNGSOD NGA AMONG NATAWHAN” AS THE OFFICIAL HYMN OF THE MUNICIPALITY OF VILLABA, LEYTE AND PRESCRIBING ITS MANDATORY SINGING IN OFFICIAL AND FUNCTIONS OF ALL PUBLIC AND PRIVATE INSTITUTIONS IN VILLABA, LEYTE AND FOR OTHER PURPOSES.” Same is recommended for the declaration of its VALIDITY subject to corrections of the clerical errors found on Sec. 11, 12, and 13 of said ordinance by the Provincial Legal Office per 2nd indorsement dated April 4, 2025.

Presented for consideration is Municipal Ordinance No. 7, S. 2025 of Villaba, Leyte, entitled: “AN ORDINANCE FORMULATED TO INSTITUTIONALIZE KATUWANG SA DIWA AT GAWA SA MASAGANANG ANI AT MATAAS NA KITA (KADIWA) NG PANGULO (KNP) IN THE MUNICIPALITY OF VILLABA, LEYTE” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated April 4, 2025.

Presented for consideration is Municipal Ordinance No. 13 Series of 2024 of Merida, Leyte, entitled: “AN ORDINANCE REGULATING THE OPERATION OF THE NEW MERIDA RECLAMATION AREA (MERIDA TOWN CENTER) AND PRESCRIBING FEES, RENTALS, AND OTHER CHARGES ON ITS COMMERCIAL STALLS AND OTHER ESTABLISHMENT THEREIN, PROVIDING GUIDELINES, POLICIES AND PENALTIES FOR VIOLATIONS THEREOF.” Same is recommended for the declaration of its VALIDITY subject to corrections of the clerical errors found on Sec. 11, 12, and 13 of said ordinance by the Provincial Legal Office per 2nd indorsement dated April 4, 2025.
23. Presented for consideration is Municipal Ordinance No. 500-030325, of Palompon, Leyte, entitled: “AN ORDINANCE ADOPTING AND IMPLEMENTING TAX AMNESTY ON REAL PROPERTY TAXES UNDER REPUBLIC ACT NO. 12001, OTHERWISE KNOWN AS THE REAL PROPERTY VALUATION AND ASSESSMENT REFORM ACT”, IN THE MUNICIPALITY OF PALOMPON UNTIL JULY 5, 2026”. The Provincial Legal Office recommended that RA 12001 limitations be incorporated in the proposed Ordinance per 2nd Indorsement dated March 27, 2025.
24. Presented for consideration is Ordinance No. 23L.25-070 series 2025, of Kananga, Leyte, entitled: “COMPREHENSIVE SOLO PARENTS ORDINANCE OF THE MUNICIPALITY OF KANANGA, LEYTE.”. Same is recommended for the declaration of its VALIDITY subject to consideration of the recommendation by the Provincial Legal Office per 2nd indorsement dated April 4, 2025, that, since it is pursuant to RA 11861, it is recommended that the title be amended to “An ordinance Adopting and/or localizing the implementation of RA 11861 otherwise known as Expanded Solo Parents Welfare Act, , providing for the benefits and privileges for Solo Parents and their children, appropriating funds therefore and for other purposes.”
25. Presented for consideration is Ordinance No. 2025-05 of Javier, Leyte, entitled: “AN ORDINANCE CREATING THE MUNICIPAL ASF TASK FORCE AND TECHNICAL WORKING GROUP, AND ADOPTING AND IMPLEMENTING THE “BANTAY ASF SA BARANGAY” OR THE “ BABay ASF PROGRAM”, AND PROVIDING POWERS THEREOF, AND FOR OTHER PURPOSES.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated March 27, 2025.
26. Presented for consideration is Ordinance No. 2025-07 of Javier, Leyte, entitled: “AN ORDINANCE PROHIBITING ANY PERSON OR PERSONS OR ESTABLISHMENTS TO SELL OR DISPENSE ALCOHOLIC DRINKS OR BEVERAGES TO MINORS AND PROVIDING PENALTIES THEREOF.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated March 27, 2025.
28. Presented for consideration is General Fund Annual Budget CY 2025 of Isabel, Leyte amounting to Php295,000,000.00 under Appropriation Ordinance No. 05, series of 2024. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated April 21, 2025, together with Annual investment Program (AIP) CY 2025 in the amount of Php1,375,500,000.00.
29. Presented for consideration is General Fund Supplemental Budget No. 01 FY 2025 of Tunga, Leyte amounting to Php7,168,434.17 under Appropriation Ordinance No. 01, series of 2025. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated April 23, 2025, together with CY 2025 Supplemental Investment Program (SIP) No. 02 in the amount of Php8,300,000.00.
30. Presented for consideration is General Fund Supplemental Budget No. 2 CY 2024 of Mayorga, Leyte amounting to Php1,216,000.00 under Appropriation Ordinance No. 03, series of 2024. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated April 23, 2025, together with CY 2025 Supplemental Annual Investment Plan (AIP) 2024 of the same amount.
