01.           Presented for consideration is a request for Accreditation of Leyte Maharlika Agriculture Cooperative of Real St., Brgy. Jugaban, Carigara, Leyte with the Provincial Government of Leyte as a non government organization.

02.           Presented for consideration is Ordinance No. 23-13 series of 2023 of Burauen, Leyte entitled: “AN ORDINANCE AUTHORIZING THE TEMPORARY ROAD CLOSURE OF SAN JOAQUIN STREET STARTING FROM THE CORNER OF STO. NIÑO ST. TO THE BOUNDARY BEFORE BURABOD ELEMENTARY SCHOOL, FOR A PERIOD OF ONE (1) YEAR FROM AUGUST 2023 – AUGUST 2024, TO PAVE THE WAY FOR THE ONGOING CONSTRUCTION OF BURAUEN HEALTH AND WELLNESS BUILDING.” Recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated August 30, 2023.

03.           Presented for consideration is Municipal Ordinance No. 155 series of 2023 of San Isidro, Leyte entitled: “AN ORDINANCE INTEGRATING THE BARANGAY CLEARANCE FEE TO THE BUSINESS PERMITS AND LICENSING SYSTEM UNDER SEC. 11 OF R.A. NO. 11032 ALSO KNOWN AS EASE OF DOING BUSINESS AND EFFICIENT GOVERNMENT SERVICE DELIVERY ACT OF 2018, IN THE MUNICIPALITY OF SAN ISIDRO, PROVINCE OF LEYTE.” Recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated August 30, 2023.

04.           Presented for consideration is Municipal Ordinance No. 156 series of 2023 of San Isidro, Leyte entitled: “AN ORDINANCE ADOPTING THE OFFICIAL SEAL OF THE SANGGUNIANG BAYAN OF SAN ISIDRO, LEYTE PRESCRIBING THE USE AND IMPOSING PENALTY FOR UNOFFICIAL/UNAUTHORIZED USE THEREOF.” Recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated August 30, 2023.

05.           Presented for consideration is Municipal Ordinance No. 36, S-2023-2025 of Villaba, Leyte entitled: “THE MUNICIPAL INVESTMENTS AND INCENTIVES CODE OF THE MUNICIPALITY OF VILLABA, LEYTE.” Recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated August 30, 2023.

06.           Presented for consideration is Municipal Ordinance No. 37, S-2023-2025 of Villaba, Leyte entitled: “STRENGTHENING PARTICIPATORY GOVERNANCE IN THE MUNICIPALITY OF VILLABA THROUGH THE EMPOWERMENT OF CIVIL SOCIETY ORGANIZATIONS, ESTABLISHING A PEOPLE’S COUNCIL, PRESCRIBING ITS POWERS AND FUNCTIONS, AND PROVIDING FOR THEIR PARTICIPATION IN THE LOCAL LEGISLATIVE PROCESS, AND LOCAL BOARDS, COUNCILS, COMMITTEES, TASK FORCES AND SIMILAR WORK GROUPS.” Recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated August 30, 2023.

07.           Presented for consideration is Municipal Ordinance No. 41, S-2023-2025 of Villaba, Leyte entitled: “AN ORDINANCE IMPLEMENTING THE “BANTAY AFRICAN SWINE FEVER (ASF) SA BARANGAY” OR “BABAY ASF” IN THE MUNICIPALITY OF VILLABA PROVINCE OF LEYTE, PROVIDING FUNDS AND IMPOSING PENALTY FOR THE VIOLATION THEREOF AND FOR OTHER PURPOSES.” Recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated August 30, 2023.

08.           Presented for consideration is Ordinance No. 2023-05 of Javier, Leyte entitled : “AN ORDINANCE CREATING THE POSITION OF SENIOR ADMINISTRATIVE ASSISTANT IV, SALARY GRADE 16, UNDER THE OFFICE OF THE MUNICIPAL MAYOR.” Recommended for the declaration of its VALIDITY with CONDITION by the Provincial Legal Office per 2nd indorsement dated August 30, 2023.

09.           Presented for consideration is Ordinance No. 2023-06 of Javier, Leyte entitled: “AN ORDINANCE ABOLISHING THE POSITION OF SENIOR ADMINISTRATIVE ASSISTANT III (PRIVATE SECRETARY II), SALARY GRADE 15, UNDER THE OFFICE OF THE MUNICIPAL MAYOR.” Recommended for the declaration of its VALIDITY with CONDITIONS by the Provincial Legal Office per 2nd indorsement dated August 30, 2023.

10.           Presented for consideration is a Notice of Hearing from the National Telecommunications Commission relative to BMC CASE NO. 2013-008, Applicant CIGNAL TV, INC. is requesting the NTC for the issuance of a Certificate of Public Convenience (CPC) to install, operate and maintain Digital Terrestrial Television Broadcast (DTTB) Station in Baybay, Leyte. Applicant also requests for issuance of a Provisional Authority (PA) from NTC pending final determination of application.

11.           Presented for consideration is a Notice of Hearing from the National Telecommunications Commission relative to BMC CASE NO. 2023-107, Applicant PALAWAN BROADCASTING CORPORATION is requesting the NTC for the issuance of a Certificate of Public Convenience (CPC)to install, operate and maintain FM RADIOBROADCAST STATION in Tacloban City. Applicant also requests for issuance of a Provisional Authority (PA) from NTC pending final determination of application.

12.           Presented for consideration is a Notice of Hearing from the National Telecommunications Commission relative to BMC CASE NO. 2010-186, Applicant CIGNAL TV, INC. is requesting the NTC for the issuance of a Certificate of Public Convenience (CPC) to install, operate and maintain Digital Terrestrial Television Broadcast (DTTB) Station in Ormoc City. Applicant also requests for issuance of a Provisional Authority (PA) from NTC pending final determination of application.

13.           Presented for consideration is a copy furnished letter dated July 11, 2023 from the National Water Resources Board, DENR, requesting for the posting of Water Permit Application of ORMOC CARLOSTA HOTEL INC./ BRYAN JAMES R. SABINO located at Cogon, Ormoc City, Leyte. A certification for said posting is also requested.

14.           Presented for consideration is a copy furnished letter dated July 20, 2023 from the National Water Resources Board, DENR, requesting for the posting of Water Permit Application of TIA INDAY HAVEN FARM C/O NENITA A. VALIDA located at Brgy. Balocawehay, Abuyog, Leyte. A certification for said posting is also requested.

15.           Presented for consideration is a copy furnished letter dated July 05, 2023 from the National Water Resources Board, DENR, requesting for the posting of Water Permit Application of 3107 AGRI VENTURES INC./ INAKI D.S. LARRAZABAL II located at Donghol, Ormoc City, Leyte. A certification for said posting is also requested.

16.           Presented for consideration is a copy furnished letter dated July 07, 2023 from the National Water Resources Board, DENR, requesting for the posting of Water Permit Application of LINAW DE MORIKAWA PRIVATE POOL/ JANETTE V. MORIKAWA located at Linao, Ormoc City, Leyte. A certification for said posting is also requested.

17.           Presented for consideration is a copy furnished letter dated July 21, 2023 from the National Water Resources Board, DENR, requesting for the posting of Water Permit Application of VICENTA FARM/ MICHAEL JOHN T. CHUA located at Macabug, Ormoc City, Leyte. A certification for said posting is also requested.

18.           Presented for consideration is a letter dated September 1, 2023 from Dailyn G. Glorioso of Pryce Gases, Inc. submitting pertinent documents in compliance to SP Resolution No. 2023-329 dated July 11, 2023 approving Bato, Leyte Mun. Ordinance No. 2023-06 relative to a Reclassification of a parcel of land owned by Pryce Gases, Inc. situated at Brgy. Osmeña, Bato, Leyte.

19.           Presented for consideration is Resolution No. 163-2023 of the Sangguniang Panlalawigan of the Province of Sorsogon entitled: “RESOLUTION STRONGLY SUPPORTING SENATE BILL NO. 1378 FILED BY SENATOR MARK A. VILLAR, ENTITLED: “AN ACT PROVIDING FOR AN INCREASE AND AUTOMATIC ADJUSTMENT MECHANISM IN THE PERSONNEL ECONOMIC RELIEF ALLOWANCE (PERA) GRANTED TO GOVERNMENT EMPLOYEES.”

20.           Presented for consideration is a copy furnish letter from the Energy Development Corporation relative to the Application for the Approval of the Power Supply Agreement (PSA) Between Energy Development Corporation and Bohol II Electric Cooperative, Inc. (BOHECO II), with Motion for Confidential Treatment of Information for Provisional Authority, with requests for certifications with the official seal attesting that the office was served a copy of the application with annexes and documents including date of such service and that said documents were duly posted on the official bulletin.

21.           Presented for consideration is an Indorsement (IC-OVT-JUN-23-0139) from the Office of the Ombudsman (Visayas) relative to the Administrative Complaint of Rolando D. Anzale of Brgy. Cansamada East, Dagami, Leyte against Dagami Vice Mayor Homobono U. Bardillon, for appropriate action.

22.           Presented for consideration is a copy furnished letter dated August 7, 2023 from Myra Georgina L. Arevalo, MD. of Palompon to Hon. Mayor Ramon C. Onate reiterating her request in connection to the release of the terminal leave pay of employees and officials of the LGU of Palompon whose services with the LGU have ended.

23.           Presented for consideration is General Fund Supplemental Budget No. 3 FY 2023 of Tanauan, Leyte amounting to Php1,052,086.00 under Appropriation Ordinance No. 2023-08. Recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated September 5, 2023, together with Supplemental Annual Investment Program (AIP) for CY 2023 of the same amount .

24.           Presented for consideration is General Fund Supplemental Budget No. 01 FY 2023 of Santa Fe, Leyte amounting to Php23,909,928.97 under Appropriation Ordinance No. 2023-04. Recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated September 4, 2023, together with Supplemental Annual Investment Program (AIP) No. 1 FY 2023 of the same amount.

25.           Presented for consideration is General Fund Supplemental Budget No. 02 FY 2023 of Inopacan, Leyte amounting to Php1,286,019.99 under Appropriation Ordinance No. 23-02. Recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated August 31, 2023, together with Supplemental Annual Investment Plan (AIP) No. 02 for CY 2023 in the amount of Php232,039,301.00.

26.           Presented for consideration is Ordinance No. 2023-02-A of the SB of Bato, Leyte entitled : “AUTHORIZING THE PROPOSED BORROWING OF THE MUNICIPALITY OF BATO, LEYTE IN THE AMOUNT OF PESOS: TWENTY-FIVE MILLION, TWO HUNDRED THOUSAND ONLY (PHP25,200,000.00) TO FINANCE THE ACQUISITION OF FOUR (4) UNITS BRAND-NEW 6×4 10-WHEELER DUMP TRUCK, RATIFYING THE TERMS AND CONDITIONS OF THE LOAN AGREEMENT AND OTHER DOCUMENTS RELATED THERETO, AND FOR OTHER PURPOSES.”

27.           Presented for consideration is a copy furnished letter from David Tapang, Director for APAC, inviting for a demonstration of CYPHER Copilot, an AI-powered course creation tool and learning management platform that could elevate the landscape of local governance and education in Leyte.
