             “An Ordinance Institutionalizing a Functional Disaster Risk Reduction and Management  in  Health (DRRM-H)  System  in  the Province-Wide Health Systems (PWHS) of the Province of Leyte and for other Purposes”

01.            Presented for consideration is the Proposed MacArthur Landing Memorial Park, Phase 1 Development Plan.

02.            Presented for consideration is a copy furnished letter dated July 11, 2024 from Atty. Eulogio A.M. Sabban,CESO III, Director IV, Off. Of the Deputy Executive Secretary for Legal Affairs, Office of the President, requesting for comments and recommendation regarding House Bill No. 6295, entitled “AN ACT GRANTING A FRANCHISE TO THE LEYTE II ELECTRIC COOPERATIVE INC. (LEYECO II) TO CONSTRUCT, INSTALL, ESTABLISH, OPERATE, OWN, MANAGE AND MAINTAIN DISTRIBUTION SYSTEMS FOR THE CONVEYANCE OF ELECTRIC POWER TO THE END-USERS IN THE CITY OF TACLOBAN AND MUNICIPALITIES OF BABATNGON AND PALO, PROVINCE OF LEYTE.”

03.            Presented for for consideration is a request for ACCREDITATION of  Leyte Family Development for Population Health and Welfare Credit Cooperative (LFDP.HWCC) of 206 P. Burgos St., Brgy. 23, Tacloban City Region VIII  with the Provincial Government of Leyte as a non government organization.

04.            Presented for consideration is a request for ACCREDITATION of  Dulag Small Entrepreneurs and Agri Crop Producers Farmers Association of  Brgy. Romualdez, Dulag, Leyte  with the Provincial Government of Leyte as a non government organization.

05.            Presented for consideration is a copy of Notice of Electronic Hearing from the National Water Resources Board relative to the Petition to Increase Water Rate Discharge under Water Permit Nos. 10209 and 10210 to 74.5 LPS from 50 LPS and to 126.14 from  21 LPS, respectively, issued to Philippine Phospate Fertilizer Corp. & Phil. Associated Smelting & Refining Corp. (PHILPOS & PASAR). (NWRB CASE NOS. 2024-096 & 2024-0-97). And also Petition for Transfer of Water Permit Nos. 9582 and 9583 issued to PHILPOS & PASAR in favor of LIDE Management Corp. (NWRB CASE NOS. 2024-098 & 2024-099), LIDE Management Corp., Petitioner of both cases.

06.            Presented for consideration is a copy of an Order from the Energy Regulatory Commission  relative to Joint Application for Approval of the Emergency Power Supply Agreement entered into by and between LEYTE II Electric Cooperative, Inc. and FDC MISAMIS POWER CORP. (FDCMPC). (ERC CASE NO. 2023-135 RC.)

07.            Presented for consideration is a copy of an Order from the Energy Regulatory Commission  relative to  Application for Confirmation and Approval of Calculations of Over or Under Recoveries in the Implementation of Automatic Cost Adjustments and True-Up Mechanisms for the period 2021-2023 pursuant to ERC Resolution No. 16, series of 2009 as amended by Resolution No. 21,series of 2010, ERC Resolution No. 23 series of 2010, ERC Resolution No. 14 series of 2022 and ERC Resolution No. 02 series of 2021. (ERC CASE NO. 2024-007 CF)

08.            Presented for consideration is a copy of an Order and Notice of Virtual Hearing both dated July 1, 2024 from the Energy Development Corporation  relative to  Application for Approval of the Emergency Power Supply Agreement between Energy Development Corp. (EDC) and Leyte V Electric Cooperative, Inc. (LEYECO V), with Motion for Confidential Treatment of Information-EDC and LEYECO V, with request for a certification of posting stating that a copy of the Order and Notice of Virtual Hearing was served and duly received and posted by the SP Office. (ERC CASE NO. 2024-045 RC).

09.            Presented for consideration is  a letter dated July 15, 2024 to the Honorable Vice Governor Leonardo M. Javier, Jr. from Christopher A. Garcia, Acting General Manager, Don Orestes Romualdez Electric Cooperative, Inc. (DORELCO), furnishing  copy of the ERC ORDER and NOTICE of Virtual Hearing to the Office of the Provincial Governor  for posting on the bulletin board for public information relative to DORELCO’S Joint Application of the Emergency Power Supply Agreement entered into by DORELCO and FDC MISAMIS POWER CORP. with prayer for Provisional authority and Confidential Treatment of Information with a request for three original copies of the Certificate of Posting signed  and bearing the dry seal and logo of the SP office.

10.            Presented for consideration is  a letter dated July 24, 2024 to the Honorable Vice Governor Leonardo M. Javier, Jr. from Engr. Fernan Paul R. Tan, General Manager, Leyte Electric Cooperative, Inc. II (LEYECO II), furnishing  copy of the Joint application for Approval of the Power Supply Agreement (PSA) between LEYECO II and KEPCO SPC Power Corp. (KSPC), with prayer for Confidential Treatment of Information and Motion for Provisional Authority, with a request for a certification with Dry Seal stating that the copy of the application was served and received by the SP Office.

11.            Presented for consideration is an Indorsement dated June 05, 2024 of a  copy of Complaint-Affidavit from the Office of the Ombudsman (Visayas) relative to a Case  For: Grave Misconduct and Neglect of Duty – Marvin T. Marticio, Complainant vs. Hon. Angel Aras Sia, Jr., Respondent.

12.            Presented for consideration is a letter dated July 18, 2024 from Engr. Ariodear C. Rico, Director IV, Bu. of Agricultural and Fisheries Engineering (BAFE), Dept. of Agriculture, requesting for the inclusion of the budgetary requirements on the creation of Provincial Agricultural and Biosystems Engineer and its Office in FY 2025 Provincial Appropriation Ordinance.

13.            Presented for consideration is the General Fund Supplemental Budget No. 01 FY 2024 of Javier, Leyte amounting to Php18,267,513.18 under Appropriation Ordinance No. 2024-02. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated July 23, 2024, together with Supplemental Annual  Investment Program (SAIP)  CY 2024 of the same amount.
