VIII.  Consideration of Minutes of the Previous Meeting: September 16, 2025

01.               Presented for consideration is a letter dated September 16, 2025 from Alex D. Jimenez, Regional Director, Environmental Management Bureau, DENR, Reg. Office VIII, relative to its response to SP Resolution No. 2025-312 dated July 17, 2025.

02.               Presented for consideration is a letter dated September 4, 2025 from Engr. Fernan Paul Tan, General Manager, LEYECO II, furnishing copies of the Order and Notice of Virtual Hearing regarding ERC CASE NO. 2025–028 MC. A certification of posting of said documents is likewise requested.

03.               Presented for consideration is a letter dated September 2, 2025 from Jannie Ann J. Dayandayan, General Manager, LEYECO V furnishing copies of ERC Order and Notice of Virtual Hearing relative to ERC CASE NO. 2025-147 RC. A certification of posting of said documents  is likewise requested.

04.               Presented for consideration is a request for Accreditation with the Provincial Government of Leyte as a non government organization of FIREFLY BRIGADE INCORPORATED with office address at  No. 38 Pinto Street, Rancho Estate 1, Concepcion Dos, Marikina City, Metro Manila 1811, Philippines.

05.               Presented for consideration is a request for Re-Accreditation with the Provincial Government of Leyte as a non government organization of PITIK SMALL VENDORS ASSOCIATION with office address at  Sitio Pitik, Barangay Salvacion Farm, Alangalang, Leyte.

06.               Presented for consideration is the General Fund Supplemental Budget No. 2 CY 2025 of Tanauan, Leyte in the amount of Php6,742,578.57 under Ordinance No. 2025-17. Same is recommended for its APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated September 12, 2025, together with Supplemental Investment Program No. 2 CY 2025 of the same amount.

07.               Presented for consideration is the General Fund Supplemental Budget No. 1 CY 2025 of Abuyog, Leyte in the amount of Php74,745,823.39 under Appropriation Ordinance No. 1 Series of 2025. Same is recommended for its APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated September 17, 2025, together with Supplemental Investment Program (SIP) No. 1 CY 2025 of the same amount.

08.               Presented for consideration is a letter dated September 18, 2025 from the Acting Assistant Provincial Legal Officer Rhea Lina U. Enage, requesting additional information and clarification for appropriate response relative to SP Resolution No. 2025-123-B dated March 3, 2025.

09.               Presented for consideration is a letter dated September 20, 2025 from Antonio G. Celajes, Jr., VP Cleanaway Philippines Inc. a duly licensed Treatment, Storage, and Disposal (TSD) facility located at Isabel, Leyte, seeking support for the issuance of a Resolution Endorsing and Interposing No Objection to its business operations.

10.               Presented for consideration is a letter dated September 18, 2025 from Prov. Governor Carlos Jericho L. Petilla endorsing the following resolutions from the Provincial Development Council (PDC) for approval and consideration, to wit:

                   A. PDC Resolution No. 2025-03, Series of  2025,

                   B. PDC Resolution No. 2025-04, Series of  2025, and

                   C. PDC Resolution No. 2025-06 Series of 2025

11.               Presented for consideration is a letter dated April 30, 2025 from Provincial Treasurer Ruth Y. Surpia, requesting for a Resolution authorizing Governor Carlos Jericho L. Petilla to enroll and subscribe to Land Bank of the Philippines, the Government Purchase Card (GPC), as an alternative mode of payment for the purchase of specific goods and services within monthly limit of TWO MILLION PESOS.
Also requesting for the authorization of the following officials as the duly authorized signatories for the above-mentioned GPC’s enrollment in behalf of the Provincial Government of Leyte., to wit:
