04.          Presented for consideration is Municipal Ordinance No. 2023-06 series of 2023 of San Miguel, Leyte entitled- “AN ORDINANCE AMENDING MUNICIPAL ORDINANCE NO. 2019-08, SERIES OF 2019, (OTHERWISE KNOWN AS “AN ORDINANCE PROHIBITING THE MANUFACTURE, SALE, DISTRIBUTION, POSSESSION, AND USE OF FIRECRACKERS OR PYROTECHNIC DEVICES AND SUCH OTHER SIMILAR EXPLOSIVES WITHIN THE TERRITORIAL JURISDICTION OF THE MUNICIPALITY OF SAN MIGUEL, LEYTE”) BY INCORPORATING SOME PROVISIONS UNDER SECTION 5, SUB-SECTION (3) OF THE SAME ORDINANCE.” Recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated June 20, 2023.

05.          Presented for consideration is Resolution No. 3821-23 of Babatngon, Leyte entitled- “A RESOLUTION ENDORSING HEREWITH THE COMMENTS OF THE SANGGUNIANG BAYAN IN COMPLIANCE TO SP RESOLUTION NO. 2023-199 RELATIVE TO MUNICIPAL ORDINANCE NO. 428 OF BABATNGON, LEYTE ENTITLED: “REVISED REVENUE CODE OF THE MUNICIPALITY OF BABATNGON, LEYTE FOR FY-2023”. With the information that the LGU Babatngon still has to submit its amended Ordinance No. 428, known as Revised Revenue Code of the Municipality of Babatngon, Leyte per 2nd Indorsement from the Provincial Legal Office dated June 23, 2023.

06.          Presented for consideration is Municipal Ordinance No. 009 series of 2023 of Pastrana, Leyte entitled- “ORDINANCE PROHIBITING THE MANUFACTURE, SALE, DISTRIBUTION, POSSESSION AND USE OF FIRECRACKERS OR PYROTECHNIC DEVICES AND SUCH OTHER SIMILAR DEVICES AND CAUSING THE EXPLOSION OF THE SAME OR OTHER SIMILAR EXPLOSIVES WITHIN THE TERRITORIAL JURISDICTION OF PASTRANA, LEYTE.” Recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated June 22, 2023.

07.          Presented for consideration is Municipal Ordinance No. 088-23 of Leyte, Leyte entitled- “AN ORDINANCE ESTABLISHING THE MUNICIPAL GENERAL SERVICES OFFICE UNDER THE EXECUTIVE DEPARTMENT OF THE LOCAL GOVERNMENT UNIT OF LEYTE, LEYTE, CREATING THE NECESSARY ITEM POSITIONS AND PROVIDING FUNDS FOR THE OPERATION THEREOF.” Recommended for the declaration of its VALIDITY with CONDITION by the Provincial Legal Office per 2nd indorsement dated June 22, 2023.

08.          Presented for consideration is Municipal Ordinance No. 089-23 of Leyte, Leyte entitled- “AN ORDINANCE CREATING THE ITEM POSITION OF ADMINISTRATIVE AIDE II (MESSENGER) WITH ITEM NO. SB 2023-03 WITH A SALARY GRADE OF 2 UNDER THE OFFICE OF THE SANGGUNIANG BAYAN.” Recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated June 23, 2023.

09.          Presented for consideration is Municipal Ordinance No. 2023-01 series of 2023 of Tabango, Leyte entitled- “AN ORDINANCE AUTHORIZING THE MUNICIPAL MAYOR AND THE PRESIDING OFFICER OF THE SANGGUNIAN TO USE SAVINGS FOR AUGMENTATION IN ACCORDANCE WITH LOCAL GOVERNMENT CODE OF 1991.” Recommended for the declaration of its VALIDITY with CONDITION by the Provincial Legal Office per 2nd indorsement dated June 23, 2023.

11.          Presented for consideration is Ordinance No. 2023-07 of Albuera, Leyte entitled- “AN ORDINANCE ABOLISHING THE POSITION OF ADMINISTRATIVE AIDE VI (HEAVY EQUIPMENT OPERATOR II) SG 6 FROM THE MUNICIPAL ENGINEER’S OFFICE, PLANTILLA ITEM NO. MEO-14 AND CREATING THE POSITION OF ENGINEER III, SG 19 UNDER THE SAME OFFICE, DEFINING THE FUNCTIONS AND QUALIFICATION STANDARDS OF SAID POSITION, THEREBY AMENDING THE EXISTING ORGANIZATIONAL STRUCTURE OF THE LOCAL GOVERNMENT UNIT OF ALBUERA, LEYTE.” Recommended for the declaration of its VALIDITY with CONDITION by the Provincial Legal Office per 2nd indorsement dated June 23, 2023.

12.          Presented for consideration is Ordinance No. 23l.23-032 series of 2023 of Kananga, Leyte entitled- “AN ORDINANCE REVERTING THE UNUTILIZED/SURPLUS APPROPRIATIONS OF THE CAPITAL OUTLAY UNDER GENERAL PUBLIC SERVICES AMOUNTING TO EIGHT MILLION ONE HUNDRED SIXTY SIX THOUSAND THREE HUNDRED SIXTY SEVEN PESOS AND 28/100 (P8,166,367.28) AND THE UNUTILIZED/SURPLUS APPROPRIATIONS OF 20% DEVELOPMENT FUND (20%DF) AMOUNTING TO ONE MILLION EIGHT HUNDRED FIFTY FOUR THOUSAND TWO HUNDRED THIRTY ONE PESOS AND 41/100 (P1,854,231.41) TO SAVINGS IN THE TOTAL AMOUNT OF TEN MILLION TWENTY THOUSAND FIVE HUNDRED NINETY EIGHT PESOS AND 69/100 (P10,020,598.69).” Recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated June 20, 2023.

13.          Presented for consideration is Ordinance No. 2023-01 of Hindang, Leyte entitled- “AN ORDINANCE REGULATING THE OPERATION OF HINDANG SEASIDE PARK ESTABLISHING ITS RULES AND REGULATIONS AND IMPOSING PENALTIES AND SANCTIONS FOR VIOLATIONS THEREOF.” Recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated June 23, 2023.

14.          Presented for consideration is Ordinance No. 2023-02 of Hindang, Leyte entitled- “AN ORDINANCE AUTHORIZING THE CREATION OF POSITION OF ADMINISTRATIVE AIDE III (DRIVER I) UNDER THE RURAL HEALTH UNIT (RHU) OFFICE OF THE LOCAL GOVERNMENT UNIT OF HINDANG, LEYTE AND PROVIDING FUNDS THEREOF.” Recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated June 23, 2023.

15.          Presented for consideration is Ordinance No. 2023-03 of Hindang, Leyte entitled- “AN ORDINANCE DEFINING AND PROHIBITING GENDER BASED SEXUAL HARASSMENT IN STREETS, PUBLIC PLACES, ONLINE,WORKPLACES, EDUCATIONAL OR TRAINING INSTITUTIONS, PROVIDING PROTECTIVE MEASURES AND PRESCRIBING PENALTIES THEREOF.” Recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated June 23, 2023.

16.          Presented for consideration is Ordinance No. 23-11 of Inopacan, Leyte entitled- “AN ORDINANCE UPDATING ORDINANCE NO. 18-08 ENTITLED “GENDER AND DEVELOPMENT (GAD) CODE OF THE MUNICIPALITY OF INOPACAN, AND FOR OTHER PURPOSES.” Recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated June 20, 2023.

17.          Presented for consideration is Municipal Ordinance No. 2023-10 of Hilongos, Leyte entitled- “AN ORDINANCE REQUIRING BUSINESS ESTABLISHMENTS, SCHOOLS, GOVERNMENT OFFICES, AND OTHER PLACES AND SPACES CONSIDERED AS HIGH RISK TO INSTALL VIDEO SURVEILLANCE CAMERAS OR CLOSED-CIRCUIT TELEVISION (CCTV) WITHIN THEIR PREMISES WITHIN THE TERRITORIAL JURISDICTION OF HILONGOS AND PROVIDING PENALTIES FOR VIOLATIONS THEREOF AND FOR OTHER PURPOSES.” Recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated June 23, 2023.

18.          Presented for consideration is Municipal Ordinance No. 2023-11of Hilongos, Leyte entitled- “AN ORDINANCE PROHIBITING THE DISPENSING, SELLING AND RESELLING OF DRUGS AND OTHER PHARMACEUTICAL PRODUCTS IN SARI-SARI STORES AND OTHER SIMILAR RETAIL OUTLETS IN THE MUNICIPALITY OF HILONGOS, LEYTE.” Recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated June 23, 2023.

19.          Presented for consideration is a letter dated June 19, 2023 from Atty. May Flor C. Abuedo, NEA Focal Person, acknowledging receipt of SP Res. No. 2023-232 and extending appreciation for the support of DORELCO’s application for distribution franchise in Congress.

20.          Presented for consideration is a copy furnished letter dated April 14, 2023 from Atty. Archie Edsel C. Asuncion, Chief, Water Rights Div.,National Water Resources Board, DENR, requesting for the posting of Water Permit Application of Rose Resort c/o Rosalinda G. Bagunas and Junery M. Bagunas located in Mag-aso, Jaro, Leyte. A certification for said posting is also requested.

21.          Presented for consideration is a copy of Petition of Leyte People’s Council for Recognition by the Sangguniang Panlalawigan of the Province of Leyte.

22.          Presented for consideration is a Notice of Hearing from the National Telecommunications Commission relative to BMC CASE NO. 2023-049, Applicant Estate of Amado L. Ola (Amapola Broadcasting System)requesting for the issuance of a Certificate of Public Convenience (CPC)to install, operate and maintain FM Radio Broadcast station in Tacloban City. Applicant also requests for issuance of a Provisional Authority (PA) from NTC pending final determination of application.

23.          Presented for consideration is a Notice of Hearing from the National Telecommunications Commission relative to NTC CASE NO. 2023-072, Applicant Philippine Global Communications, Inc.requesting for the issuance of a Certificate of Public Convenience and Necessity (CPCN)to install, operate and maintain a Nationwide Wired Broadband Network Facilities in the Philippines. Applicant also requests for issuance of a Provisional Authority (PA) from NTC pending final determination of application.

24.          Presented for consideration is General Fund Supplemental Budget No. 1 FY 2023 of Tanauan, Leyte amounting to Php40,016,170.89 under Appropriation Ordinance No. 2023-05. Recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated June 27, 2023, together with Supplemental Annual Investment Program for CY 2023 of the same amount.

25.          Presented for consideration is General Fund Supplemental Budget No. 2 FY 2023 of Burauen, Leyte amounting to Php14,908,768.47 under Appropriation Ordinance No. 2023-02 Recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated June 27, 2023, together with Supplemental Annual Investment Program (AIP) No. 3 for CY 2023 in the amount of Php28,802,724.08

26.          Presented for consideration is General Fund Supplemental Budget No. 1 FY 2023 of San Miguel, Leyte amounting to Php17,022,042.94 under Appropriation Ordinance No. 2023-01. Recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated June 20, 2023, together with Supplemental Annual Investment Program (AIP) No. 01 for CY 2023 of the same amount.

27.          Presented for consideration is General Fund Supplemental Budget No. 1 FY 2023 of Barugo, Leyte amounting to Php32,990,909.08 under Appropriation Ordinance No. 02 S.2023. Recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated June 27, 2023, together with Supplemental Annual Investment Plan (AIP) No. 01 for CY 2023 in the amount of Php132,315,909.08.

28.          Presented for consideration is General Fund Supplemental Budget No. 01 FY 2023 of Javier, Leyte amounting to Php13,402,241.84 under Appropriation Ordinance No. 2023-02. Recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated June 27, 2023.

29.           Presented for consideration is a Request for Accreditation of Fraternal Order of Eagles, Philippine Eagles, Ormoc Tandaya Eagles Club, Inc. of F. Ablen St., Cogon, Ormoc City, Leyte with the Provincial Government of Leyte as a non government organization.
