Presented for consideration is Municipal Ordinance No. 2023-05 series of 2023 of San Miguel, Leyte entitled- “AN ORDINANCE UPDATING THE GENDER AND DEVELOPMENT (GAD) CODE OF THE MUNICIPALITY OF SAN MIGUEL, LEYTE.” Recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated June 29, 2023.

Presented for consideration is Municipal Ordinance No. 2023-08 series of 2023 of San Miguel, Leyte entitled- “AN ORDINANCE AMENDING SUB-SECTION 1.5 OF SECTION 2 OF MUNICIPAL ORDINANCE NO. 2021-07, SERIES OF 2021, OTHERWISE KNOWN AS (“AN ORDINANCE ESTABLISHING THE REVISED ORGANIZATIONAL STRUCTURE AND STAFFING PATTERN, POSITION TITLES, AND SALARY GRADES OF THE MUNICIPAL GOVERNMENT OF SAN MIGUEL, LEYTE, EFFECTIVE JANUARY 01, 2022”) BY ADDENDUM AND INCORPORATING THE CREATION OF A SUB-OFFICE UNDER THE OFFICE OF THE MUNICIPAL MAYOR THE POSITION OF ONE (1) LABOR AND EMPLOYMENT OFFICER III – SG 16, AS SECTION HEAD OF THAT OFFICE.” Recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated July 3, 2023.

Presented for consideration is Municipal Ordinance No. 2023-16 of Julita, Leyte entitled- “AN ORDINANCE AMENDING MUNICIPAL ORDINANCE NO. 2022-08, DATED MAY 30, 2022 ENTITLED, “AN ORDINANCE CREATING THE POSITION OF PHARMACIST II (B) WITH SALARY GRADE 12 (ITEM NO. 01/70) AT THE MUNICIPAL HEALTH UNIT OFFICE OF THE MUNICIPALITY OF JULITA, LEYTE AND APPROPRIATING THE FUNDS THEREOF,” SPECIFICALLY SECTION 2 (NEW PLANTILLA POSITION) BY UPGRADING THE SALARY GRADE OF PHARMACIST II (B), ITEM NO. 01/70 FROM SALARY GRADE 12 TO SALARY GRADE 15 IN ACCORDANCE TO THE DEPARTMENT OF BUDGET AND MANAGEMENT (DBM) LOCAL BUDGET CIRCULAR NO. 137, DATED JULY 13, 2021,” INDEX OF OCCUPATIONAL SERVICES, POSITION TITLES AND SALARY GRADES IN THE LOCAL GOVERNMENT (IOS-LGU) CY 2021 EDITION”. Presented for consideration is Municipal Ordinance No. 2023-175 of Carigara, Leyte entitled- “AN ORDINANCE RECLASSIFYING THE THREE HUNDRED FORTY-THREE (343) SQUARE METERS PARCEL OF LAND IDENTIFIED AS LOT NO. 86, COVERED UNDER TRANSFER CERTIFICATE OF TITLE (TCT) NO. 115-2019000229, AND TAX DECLARATION NO. 08-11-0012-00660, IN THE NAME OF ARVYNN R. APILADO, LOCATED AT BRGY. BALILIT, CARIGARA, LEYTE, FROM AGRICULTURAL TO RESIDENTIAL USE.” Recommended for the declaration of its VALIDITY with CONDITION by the Provincial Legal Office per 2nd indorsement dated June 30, 2023.
07. Presented for consideration is Municipal Ordinance No. 2023-176 of Carigara, Leyte entitled- “AN ORDINANCE RECLASSIFYING THE ONE HUNDRED EIGHTY (180) SQUARE METERS PORTION OF LAND IDENTIFIED AS LOT NO. 256, COVERED UNDER OCT NO. P-24199, WITH TAX DECLARATION NO. 08-11-0012-00467, IN THE NAME OF GERONIMO ROCHA, LOCATED AT BRGY. BALILIT, CARIGARA, LEYTE, WITH A TOTAL AREA OF 842 SQUARE METERS, FROM AGRICULTURAL TO RESIDENTIAL USE.” With recommendation from the Provincial Legal Office per 2nd indorsement dated July 3, 2023, THAT the inconsistencies and other related matters and issues mentioned in the Ordinance be resolved first and re-submitted for further evaluation.

Presented for consideration is Ordinance No. 2023-05 of Albuera, Leyte entitled- “AN ORDINANCE AUTHORIZING THE MUNICIPAL MAYOR OR THE MUNICIPAL VICE-MAYOR, AS THE CASE MAY BE, PURSUANT TO SECT. 336 OF R.A. 7160, TO AUGMENT FUNDS IN ANY ITEM IN THE 2023 GENERAL FUND ANNUAL BUDGET OF ALBUERA, LEYTE IN CASE THE ALLOCATION OF OTHER ITEM/S OF THE SAME EXPENSE CLASS IS DEPLETED DURING IMPLEMENTATION IN UNFORESEEN EVENTS.” Recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated June 30, 2023.
09. Presented for consideration is Ordinance No. 2023-08 of Albuera, Leyte entitled- “AN ORDINANCE INSTITUTIONALIZING THE COMMUNITY DRIVEN DEVELOPMENT (CDD) APPROACH IN THE IDENTIFICATION, PRIORITIZATION, RESOURCES ALLOCATION OF LOCALLY FUNDED PROGRAMS AND PROJECTS AND ADOPTING SOME OF THE ACTIVITIES IN THE COMMUNITY EMPOWERMENT ACTIVITY CYCLE (CEAC) AS THE STRATEGY IN PURSUING AND ATTAINING DEVELOPMENT GOALS IN THE MUNICIPALITY OF ALBUERA, LEYTE.” Recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated June 30, 2023.
10. Presented for consideration is Municipal Ordinance No. 19-23-008 of Isabel, Leyte entitled- “AN ORDINANCE ENACTING THE TOURISM CODE OF ISABEL, LEYTE.” Recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated June 29, 2023.

Presented for consideration is Municipal Ordinance No. 19-23-010 of Isabel, Leyte entitled- “AN ORDINANCE INSTITUTIONALIZING THE ISABEL PEOPLE’S COUNCIL IN THE MUNICIPALITY OF ISABEL AND APPROPRIATING FUNDS THEREOF.” Recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated June 29, 2023.
12. Presented for consideration is Ordinance No. 2023-02 of Bato, Leyte entitled- “AUTHORIZING THE RECLASSIFICATION OF PARCELS OF LANDS APPLIED FOR BY MR. RENATO G. SEMBRANO AND OWNED AND DECLARED UNDER MR. PAUL ADRIAN F. SEMBRANO AND MR. FRANCES RENE F. SEMBRANO AND DESIGNATED AS LOT NO. 1899 AND 2152 WITH TAX DECLARATION NUMBER 08-06-0007-00699 AND 08-06-0007-00702 LOCATED ON BATO-BONTOC ROAD, PUROK 1, BARANGAY ALEJOS, BATO, LEYTE FROM AGRICULTURAL TO COMMERCIAL PURPOSE.” With information from the Provincial Legal Office per 2nd indorsement dated June 30, 2023, that a Special Power of Attorney is necessary for the representative of the declared lot owners, and that the reclassification will not suffice to use the agricultural lands for other purposes but a CONVERSION is needed to change the current use of the reclassified lands.
13. Presented for consideration is Ordinance No. 2023-03 of Bato, Leyte entitled- “AUTHORIZING THE RECLASSIFICATION OF A PARCEL OF LAND APPLIED FOR BY MR. RALPH Y. SALINAS AND OWNED AND DECLARED UNDER MR. RALPH Y. SALINAS AND DESIGNATED AS LOT NO. 2162-A WITH TAX DECLARATION NUMBER 08-06-0007-00739 CONTAINING AN AREA OF 546 SQUARE METERS LOCATED ON BATO-BONTOC ROAD, BARANGAY ALEJOS, BATO, LEYTE FROM RESIDENTIAL TO INDUSTRIAL PURPOSE.” With information from the Provincial Legal Office per 2nd indorsement dated June 30, 2023, that proof of public hearing should be attached to the Ordinance; that application letter and Tax Declaration should be attached; and that the reclassification will not suffice to use the agricultural lands for other purposes but a CONVERSION is needed to change the current use of the reclassified lands.
14. Presented for consideration is Ordinance No. 2023-06 of Bato, Leyte entitled- “AUTHORIZING THE RECLASSIFICATION OF A PARCEL/PORTION OF LAND APPLIED FOR BY PRYCEGASES,INC. THROUGH REGIONAL ADMINISTRATIVE HEAD MS. KRISTINA MARIE M. OMOS AND OWNED BY PRYCEGASES, INC. UNDER TCT NUMBER 115-2022001043 LOCATED IN BARANGAY OSMEÑA, BATO, LEYTE FROM AGRICULTURAL TO INDUSTRIAL PURPOSE.” With information from the Provincial Legal Office per 2nd indorsement dated June 30, 2023, that proof of public hearing should be attached to the Ordinance; that application letter and Tax Declaration should be attached; and that the reclassification will not suffice to use the agricultural lands for other purposes but a CONVERSION is needed to change the current use of the reclassified lands.
15. Presented for consideration is General Fund Supplemental Budget No. 02 CY 2022 of San Miguel, Leyte amounting to Php9,679,596.57 under Appropriation Ordinance No. 2023-02 series 2023. Recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated June 27, 2023, together with Supplemental Annual Investment Program (AIP) No. 02 for CY 2023 of the same amount.
16. Presented for consideration is General Fund Supplemental Budget No. 1 FY 2023 of Tabontabon, Leyte amounting to Php14,391,913.68 under Appropriation Ordinance No. 01 S. 2023. Recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated July 05, 2023, together with Supplemental Annual Investment Program (SAIP) 2023-01 in the amount of Php200,000,000.00.
17. Presented for consideration is Resolution No. 2023-453 of the Sangguniang Panlalawigan of Bohol – “SUPPORTING RESOLUTION NO. 2023-139 FROM THE SANGGUNIANG PANLALAWIGAN OF LEYTE, ENTITLED: A RESOLUTION CONDEMNING THE POLITICAL KILLINGS OF PUBLIC OFFICIALS AND CIVILIANS CAUGHT IN THE CROSSFIRE.”
