Presented for consideration is Municipal Ordinance No. 2024-01 Series of 2024 of San Miguel, Leyte, entitled: “AN ORDINANCE ESTABLISHING THE DRUG REFORMATION AND SUPPORT SERVICES IN THE MUNICIPALITY OF SAN MIGUEL, LEYTE THEREBY INSTITUTIONALIZING THE BAGONG SIMULA REFORMATION UNIT (BAGONG SIMULA) UNDER THE AUSPICES OF THE MUNICIPAL ANTI-DRUG ABUSE COUNCIL (MADAC) IN COOPERATION WITH THE OFFICE OF THE SAN MIGUEL PNP STATION, THE MUNICIPAL HEALTH OFFICE (MHO), MUNICIPAL SOCIAL WELFARE AND DEVELOPMENT OFFICE (MSWDO), CIVIL SOCIETY ORGANIZATIONS (CSOs) AND OTHER STAKEHOLDERS, AND DEFINING ITS FUNCTIONS, COMPOSITION AND APPROPRIATING FUNDS THEREFORE AND FOR OTHER PURPOSES”. 02. Presented for consideration is Municipal Ordinance No. 2023-25 of Julita, Leyte, entitled: “AN ORDINANCE PROVIDING THE GUIDELINES ON THE IMPLEMENTATION OF HALINA’T MAGTANIM NG PRUTAS AT GULAY (HAPAG) SA BARANGAY PROJECT OF THE MUNICIPALITY OF JULITA, LEYTE”. Same is recommended for the declaration of VALIDITY by the Provincial Legal Office per 2nd indorsement dated February 19, 2024.
03. Presented for consideration is Municipal Ordinance No. 2024-192 of Carigara, Leyte, entitled: “AN ORDINANCE APPROVING THE RECLASSIFICATION OF LOT WITH SURVEY NO. 8693 UNDER TAX DECLARATION NO. 08-11031-00222 CONSISTING AN AREA OF 2,274 SQUARE METERS, MORE OR LESS, LOCATED AT BRGY. MANLOY, CARIGARA, LEYTE DECLARED IN THE NAME OF CONSORCIA MACALALAG, FROM AGRICULTURAL TO RESIDENTIAL USE”. With recommendation to the local council to follow and adhere to the guidelines set forth by DILG opinion No. 22 regarding reclassification of the lands per 2nd endorsement dated February 28, 2024 of the Provincial Legal Office.

Presented for consideration is Municipal Ordinance No. 2, series of 2024 of Capoocan, Leyte, entitled: “AN ORDINANCE AMENDING MUNICIPAL ORDINANCE NO. 20, SERIES OF 2021 ENTITLED “AN ORDINANCE GRANTING FINANCIAL ASSISTANCE TO THE MEMBERS OF THE BARANGAY TANOD BRIGADE OF THE MUNICIPALITY OF CAPOOCAN, LEYTE” Same is recommended for the declaration of VALIDITY by the Provincial Legal Office per 2nd indorsement dated February 27, 2024.

Presented for consideration is Municipal Ordinance No. 2024-01 of Tabango, Leyte, entitled: “ AN ORDINANCE AMENDING SECTION 1 OF MUNICIPAL ORDINANCE NO. 2022-06, ENTITLED: “AN ORDINANCE CREATING A NEW PLANTILLA POSITION IN THE GENERAL SERVICES OFFICE OF THE MUNICIPAL GOVERNMENT OF TABANGO, LEYTE, PROVIDING FOR ITS QUALIFICATIONS, DUTIES AND FUNCTIONS AND APPROPRIATING THE NECESSARY FUNDS THEREOF”. Same is recommended for the declaration of VALIDITY with CONDITION by the Provincial Legal Office per 2nd indorsement dated February 27, 2024.

Presented for consideration is Ordinance No. 10, S. 2023 of Abuyog, Leyte, entitled: “AN ORDINANCE ENACTING A COMPREHENSIVE CODE FOR THE YOUTH IN ABUYOG, LEYTE AND OTHER PURPOSES AND PROVIDING FUNDS THEREOF”. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Commiittee per review letter dated February 28, 2024, together with Supplemental Annual Investment Plan of the same amount.
11. Presented for consideration is General Fund Supplemental Budget No. 1 FY 2023 of Jaro, Leyte amounting to Php5,652,931.63 through Appropriation Ordinance No. 2 S. 2023. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Commiittee per review letter dated February 29, 2024, together with Supplemental Investment Plan No. 01 series 2023 of the same amount.
12. Presented for consideration is General Fund Supplemental Budget No. 02 FY 2023 of Jaro, Leyte amounting to Php11,175,000.00 through Appropriation Ordinance No. 3 S. 2023. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Commiittee per review letter dated February 29, 2024, together with Supplemental Investment Plan (SIP) No. 02 for 2023 of the same amount.
13. Presented for consideration is General Fund Supplemental Budget No. 2 CY 2023 of Mayorga, Leyte amounting to Php2,198,909.72 through Appropriation Ordinance No. 04 S. 2023. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Commiittee per review letter dated February 27, 2024, together with Supplemental Annual Investment Plan (AIP) for 2023 of the same amount.
14. Presented for consideration is General Fund Supplemental Budget No. 4 CY 2023 of Isabel, Leyte amounting to Php3,339,750.00 through Appropriation Ordinance No. 05, series of 2023. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Commiittee per review letter dated February 23, 2024, together with Supplemental Annual Investment Plan No. 4-2023 in the amount of Php1,447,031.00.
15. Presented for consideration is General Fund Supplemental Budget No. 03 FY 2023 of Matalom, Leyte amounting to Php1,512,400.00 through Appropriation Ordinance No. 03, series of 2023. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Commiittee per review letter dated February 26, 2024.
16. Presented for consideration is General Fund Supplemental Budget No. 4 CY 2023 of Hilongos, Leyte amounting to Php4,140,000.00 through Appropriation Ordinance No. 2023-24. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Commiittee per review letter dated February 27, 2024.
17. Presented for consideration is General Fund Annual Budget FY 2024 of Mahaplag, Leyte amounting to Php147,261,142.00 through Appropriation Ordinance No. 23-003. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Commiittee per review letter dated February 28, 2024, together with Annual Investment Plan (AIP) for CY 2024 of the same amount.
18. Presented for consideration is General Fund Annual Budget CY 2024 of Tabango, Leyte amounting to Php155,740,902.00 through Appropriation Ordinance No. 2023-05 Series of 2023. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Commiittee per review letter dated February 28, 2024, together with Annual Investment Program (AIP) CY 2024 in the amount of Php559,964,780.71.

Presented for consideration is Resolution No. 02-19-2024 of Tolosa, Leyte entitled: “A RESOLUTION URGING ALL SANGGUNIANG PANLALAWIGAN, SANGGUNIANG PANG LUNGSOD, SANGGUNIANG BAYAN AND SANGGUNIANG BARANGAY TO EXPRESS COLLECTIVE SUPPORT FOR THE PHILIPPINE GOVERNMENT’S EFFORTS IN PROTECTING THE WEST PHILIPPINE SEA”

Presented for consideration is Resolution No.___,S.2024 from the Office of the Sangguniang-Kabataan (SK) Federation President of Abuyog, Leyte entitled: “RESOLUTION EARNESTLY REQUESTING THE HONORABLE PROVINCIAL OFFICIALS OF THE PROVINCE OF LEYTE FOR FINANCIAL ASSISTANCE INTENDED FOR THE ON-THE-SPOT POSTER-MAKING CONTEST, FIRE PREVENTION TRAINING AND FIRE OLYMPICS IN LINE WITH THE FIRE PREVENTION MONTH CELEBRATION 2024”.
22. Presented for consideration is Municipal Ordinance No. 487-190224 of Palompon, Leyte entitled: “AN ORDINANCE RATIFYING THE LOAN AGREEMENT, ASSIGNMENT AND OTHER SUPPORTING DOCUMENTS PERTAINING TO THE LOAN/CREDIT FACILITY ENTERED INTO BY AND BETWEEN THE MUNICIPAL GOVERNMENT OF PALOMPON REPRESENTED BY THE MAYOR, HONORABLE RAMON C. OÑATE AND THE LANDBANK OF THE PHILIPPINES REPRESENTED BY THE HEAD OF THE LEYTE LENDING CENTER, IN THE AMOUNT OF TWO HUNDRED FIFTY FIVE MILLION PESOS (Php255,000,000.00), TO FINANCE THE PALOMPON WATERWORKS IMPROVEMENT PROJECT, CONSTRUCTION OF SANITARY LANDFILL, ACQUISITION OF SPECIALIZED EQUIPMENT FOR THE SANITARY LANDFILL AND ACQUISITION OF HEAVY EQUIPMENT, AND TO BE SECURED BY THE DEED OF ASSIGNMENT OF 20% IRA, SUBJECT TO ALL LAWS, RULES AND REGULATIONS.” Same is recommended for VALIDITY by the Provincial Legal Office per 2nd indorsement dated March 1, 2024.
