02.            Presented for consideration is Municipal Ordinance No. 08 series of 2024. of Merida, Leyte entitled: “AN ORDINANCE CONVERTING THE MAT-E MATERIALS RECOVERY FACILITY (MRF) OF THE MUNICIPAL GOVERNMENT OF MERIDA SITUATED IN BARANGAY MAT-E TO A SLAUGHTERHOUSE OF THE MUNICIPALITY OF MERIDA, PROVINCE OF LEYTE;” same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2^nd indorsement dated November 4, 2024.

07.            Presented for consideration is Ordinance No. 2024-15 of Javier, Leyte entitled: “AN ORDINANCE CREATING THE POSITION OF LOCAL DISASTER RISK REDUCTION AND MANAGEMENT OFFICER II, SALARY GRADE 15 UNDER THE   OFFICE OF THE MUNICIPAL DISASTER RISK REDUCTION AND MANAGEMENT OFFICE (MDRRMO);” same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2^nd indorsement dated November 4, 2024.

08.            Presented for consideration is Municipal Ordinance No. 2024-16 of Hilongos, Leyte entitled: “AN ORDINANCE INSTITUTIONALIZING THE BUY LOCAL GO LOKAL PRODUCTS IN THE MUNICIPALITY OF HILONGOS;” same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2^nd indorsement dated November 4, 2024.

09.            Presented for consideration is Municipal Ordinance No. 2024-18 of Hilongos, Leyte entitled: “AN ORDINANCE TO PROVIDING FOR THE COLLECTION OF THE BARANGAY CLEARANCE FEES AND ITS INTEGRATION TO THE BUSINESS PERMITS AND LICENSING SYSTEM OF THE MUNICIPALITY OF HILONGOS;” same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2^nd indorsement dated November 4, 2024.

10.            Presented for consideration is Municipal Ordinance No. 24-002 of Mahaplag, Leyte entitled: “AN ORDINANCE CREATING THE POSITION OF MUNICIPAL GOVERNMENT DEPARTMENT HEAD I (HUMAN RESOURCE MANAGEMENT OFFICER V) WITH SALARY GRADE 24 UNDER THE HUMAN RESOURCE MANAGEMENT OFFICE, AND ALSO CREATING THEN POSITION OF RADIOLOGIC TECHNOLOGIST III WITH SALARY GRADE 13 UNDER THE MUNICIPAL HEALTH OFFICE IN THE MUNICIPAL LOCAL GOVERNMENT UNIT OF MAHAPLAG, LEYTE;”  same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2^nd indorsement dated       October 21, 2024.

11.            Presented for consideration is Municipal Ordinance No. 24-003 of Mahaplag, Leyte entitled: “ AN ORDINANCE UPGRADING THE THREE POSITIONS UNDER THE MUNICIPAL HEALTH OFFICE IN THE MUNICIPAL LOCAL GOVERNMENT UNIT OF MAHAPLAG, LEYTE BY ABOLISHING THE VACANT FUNDED POSITION OF PHARMACIST I WITH SALARY GRADE 11 AND CREATING THE POSITION OF PHARMACIST II WITH SALARY GRADE 12, BY ABOLISHING THE VACANT FUNDED POSITION OF MEDICAL TECHNOLOGIST I WITHY SALARY GRADE 11 AND      CREATING THE POSITION OF MEDICAL TECHNOLOGIST II WITH SALARY GRADE 15, AND BY ABOLISHING THE VACANT FUNDED POSITION OF DENTIST I WITH SALARY GRADE 14 AND CREATING THE POSITION OF DENTIST II WITH SALARY GRADE 16, AND DECLARING THAT THE CORRESPONDING APPROPRIATIONS FOR THE SALARIES AND BENEFITS OF THE THREE ABOLISHED POSITIONS OF PHARMACIST I, MEDICAL TECHNOLOGIST I, AND DENTIST I BE REVERTED BACK TO THE GENERAL FUND AND BE RE- APPROPRIATED TO RESPECTIVELY FUND THE SALARIES AND BENEFITS OF THE NEWLY CREATED AND ITS UPGRADED POSITIONS OF PHARMACIST II, MEDICAL TECHNOLOGIST II, AND DENTIST II INVOLVING THE TOTAL AMOUNT OF ONE MILLION EIGHT HUNDRED TEN THOUSAND THREE HUNDRED FORTY-TWO PESOS (Php1,810,342.00)” Same is recommended for the declaration of  its VALIDITY by the Provincial Legal Office per 2^nd indorsement dated October 21, 2024.

12.            Presented for consideration is City Ordinance No. 13, S-2024 of Baybay City, Leyte entitled: “AN ORDINANCE NAMING THE NEW STREET CONNECTING R. MAGSAYSAY AVE. AND ML QUEZON STREET AS SAN MIGUEL STREET.” Same is recommended for the declaration of VALIDITY by the            Provincial Legal Office per 2^nd indorsement dated October 21, 2024.

13.            Presented for consideration is Ordinance No.  2024-05 of Hindang, Leyte entitled: “AN ORDINANCE ON PHILHEALTH CAPITATION FUND DISPOSITION AND MANAGEMENT FROM THE PROCEEDS OF KONSULTASYONG SULIT AT TAMA (KONSULTA) PACKAGE IN THE MUNICIPALITY OF HINDANG, LEYTE.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office  per 2^nd indorsement dated October 23, 2024.

14.            Presented for consideration is Municipal Ordinance No. 2024-15 of Hilongos, Leyte entitled: “ AN ORDINANCE INSTITUTIONALIZING A COMMUNITY-BASED DRUG REHABILITATION PROGRAM (CBDRP) IN THE MUNICIPALITY OF HILONGOS, LEYTE” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per indorsement dated October 21, 2024.

15.            Presented for consideration is Municipal Ordinance No. 2024-19 of Hilongos, Leyte entitled: “ AN ORDINANCE CREATING VARIOUS PLANTILLA POSITIONS IN THE MUNICIPAL    GOVERNMENT OF HILONGOS AND APPROPRIATING FUNDS THEREFOR” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per indorsement dated October 17, 2024.

16.            Presented for consideration is a letter dated November 4, 2024 from Agnes C. Rafon, PPDC, PLUC        Chairperson, furnishing copy of PLUC Resolution 2024-02, series of 2024, endorsing the 2024-2034 Comprehensive Land Use Plan (CLUP) and Zoning Ordinance (ZO) of Hilongos, Leyte.

17.            Presented for consideration is a copy of Formal Offer of Exhibits filed with the Energy Regulatory Commission     relative to the Application for Authority of Energy Development Corp. (EDC) to develop, own, and operate dedicated point-to-point limited transmission facilities to connect the Tongonan Battery Energy Storage System to the Visayas Grid, with motion for provisional authority and confidential treatment of information.

18.            Presented for consideration is a letter dated November 13, 2024 from Brenda Flores-Ampolitod, Gen.   Manager, LEYECO IV furnishing copy of Joint Application for Approval of Power Supply Agreement between LEYECO IV and Sual Power Inc. (SPI) with Motion for Confidential Treatment of Information and Prayer for Provisional Authority and/or Interim Relief. With request of 3 original copies for Certification attesting the SP was duly served a copy of the said Joint Application.

19.            Presented for consideration is Resolution No. 667 of the Sangguniang Panlalawigan of Davao del Norte entitled: “REQUESTING THE DEPARTMENT OF BUDGET AND MANAGEMENT (DBM) THROUGH SECRETARY AMENAH F. PANGANDAMAN TO RECONSIDER A CERTAIN PROVISION ENSHRINED IN DBM LOCAL CIRCULAR NO. 160 BY CHANGING THE RETROACTIVE EFFECT OF THE SALARY INCREASE OF LOCAL GOVERNMENT UNIT OFFICIALS AND EMPLOYEES FROM AUGUST 02, 2024 TO JANUARY 01, 2024, FOR REASONS AS HEREIN STATED”

20.            Presented for consideration is a letter dated November 18, 2024 from Corazon M. Alvero, Provincial Administrator referring the letter from Carigara Municipal Mayor Hon. Eduardo T. Ong requesting approval and clearance for the demolition of the building occupied by Leyte Sub-Provincial Jail owned by the Province of Leyte situated within the LGU’s  property, pursuant to accounting and auditing, rules and regulations.

21.            Presented for consideration is General Fund Annual Budget FY 2025 of Burauen, Leyte in the amount Php442,000,000.00 under Appropriation Ordinance No. 2024-  05, same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated November 15, 2024, together with the Annual Investment Program (AIP) for CY 2025 in the amount of  Php2,830,589,873.56.

22.            Presented for consideration is General Fund Supplemental Budget No. 4 CY 2024 of Tabango, Leyte in the amount Php4,755,783,73 under Appropriation Ordinance No. 2024-04 series of 2024, same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated November 14, 2024.

23.            Presented for consideration is a copy of letter dated November 11, 2024 from Atty. Jannie Ann J. Dayandayan, Gen. Manager, LEYECO V, furnishing copy of ERC Order dated Nov. 4, 2024 and ERC Notice of Virtual Hearing dated November 4, 2024 relative to the Joint Application for Approval of the Emergency Power Supply Agreement entered by LEYECO V and FDC Misamis Power Corp. with Prayer for Provisional Authority and Confidential Treatment of Information. Further requesting for the posting on the SP bulletin board on the Order and Notice of Virtual Hearing and issuance of a certification bearing official dry seal as proof of posting.

24.            Presented for consideration is a copy of Notice of Hearing from the National Telecommunications Commission relative to the application of Pioneer Cable Vision, Incorporated requesting for the issuance of a Certificate of Authority (CA) to install, operate and maintain a cable television (CATV) System in Hindang, Leyte. Further requesting for issuance of a Provisional Authority (PA) pending final determination of the application by the NTC.

25.            Presented for consideration is the Internal Rules of Procedure of Provincial  SK Federation of Leyte for term 2023-  2025 as embodied by Resolution No. 1 series of 2024 of the Collegial Act. Same is recommended for its VALIDITY by the Provincial Legal Office per 2^nd indorsement dated November 14, 2024.

26.            Presented for consideration is a letter dated November 18, 2024 from the SB Secretary of Matag-ob, Leyte inquiring about the STATUS of Mun. Ordinance No. 166 series 2023 entitled “Revenue Code of the Municipality of Matag-ob, Leyte” which was returned for corrections per SP Res. No. 2024-133 dated March 19, 2024.  Same Ordinance 166 was amended by Ordinance 192 with such amendatory ordinance approved on review per SP Resolution No. 2024-475.
