01.            Presented for consideration is MUNICIPAL ORDINANCE NO. 2026-11, SERIES OF 2026 of the Municipality of San Miguel, Leyte, entitled: “AN ORDINANCE BANNING THE SALE, DISTRIBUTION, RE-SELLING OF PHARMACEUTICAL PRODUCTS IN SARI-SARI  STORES AND OTHER SIMILAR RETAIL OUTLETS WITHIN THE JURISDICTION OF THE MUNICIPALITY OF SAN MIGUEL, LEYTE,” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2^nd Indorsement dated August 11, 2026.

02.            Presented for consideration is MUNICIPAL ORDINANCE NO. 2026-048, of the Municipality of Carigara, Leyte, entitled: “AN ORDINANCE ESTABLISHING A “FREEDOM PARK” PURSUANT TO BATAS PAMBANSA BLG. 880 AND DESIGNATING HEROES SHRINE FOR SUCH PURPOSE, PRESCRIBING TERMS AND CONDITIONS TREREFOR, AND IMPOSING PENALTIES FOR VIOLATIONS THEREOF.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2^nd Indorsement dated  August 12, 2026

03.            Presented for consideration is MUNICIPAL ORDINANCE NO. 2026-049, SERIES OF 2026 of the Municipality of Carigara, Leyte, entitled: “AN ORDINANCE REGULATING THE SLAUGHTERING, SALE, STORING, HAULING AND PROCESSING OF FOOD ANIMALS IN CARIGARA LEYTE AND PRESCRIBING PENALTIES THEREOF.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2^nd Indorsement dated August  11, 2026.

04.            Presented for consideration is MUNICIPAL ORDINANCE NO. 053, SERIES OF 2026 of the Municipality of Carigara, Leyte, entitled: “AN ORDINANCE ESTABLISHING A COMPREHENSIVE STRAY ANIMAL MANAGEMENT, ANIMAL WELFARE, AND RESPONSIBLE PET OWNERSHIP FRAMEWORK IN THE MUNICIPALITY OF CARIGARA, LEYTE, AMENDING MUNICIPAL ORDINANCE NO. 02, SERIES OF 1994.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2^nd Indorsement dated August 12, 2026.

05.            Presented for consideration is MUNICIPAL ORDINANCE NO. 2026-060, of the Municipality of Carigara, Leyte, entitled: “AN ORDINANCE ESTABLISHING A GRIEVANCE REDRESS MECHANISM FOR PERSONS WITH DISABILITIES (PWDs) IN THE MUNICIPALITY OF CARIGARA, PROVIDING FOR ITS FUNCTIONS, AND APPROPRIATING FUNDS THEREFOR.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2^nd Indorsement dated August 11, 2026.

06.            Presented for consideration is MUNICIPAL ORDINANCE NO. 2026-066, SERIES OF 2026 of the Municipality of Carigara, Leyte, entitled: “AN ORDINANCE ABOLISHING EXISTING PLANTILLA POSITIONS OF TWO (2) STATISTICIAN AIDE, SG 3/1, UNDER THE MUNICIPAL PLANNING AND DEVELOPMENT OFFICE, AND CREATING IN LIEU THEREOF TWO (2) PLANTILLA POSITIONS OF STATISTICIAN AIDE, SG 4/1, UNDER THE SAME OFFICE.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2^nd Indorsement dated August 11, 2026.

07.            Presented for consideration is MUNICIPAL ORDINANCE NO. 2026-067, SERIES OF 2026 of the Municipality of Carigara, Leyte, entitled: “AN ORDINANCE RECLASSIFIYING A 300-SQUARE-METER PORTION OF A PARCEL OF LAND WITH A TOTAL AREA OF 4,250 SQUARE METERS, IDENTIFIED AS LOT NO. 1-A, CAD. 08-006812-D, COVERED BY OCT NO. P-46214 AND TAX DECLARATION NO. 08-110020-00466, OWNED BY LEO P. ENALISAN, MARRIED TO SUSAN S. ENALISAN, AND SITUATED IN BARANGAY CANAL, CARIGARA, LEYTE, FROM AGRICULTURAL TO COMMERCIAL USE.” Same is recommended for  APPROVAL by the Provincial Legal Office without prejudice to the conversion requirement to conform with the current and actual use of the reclassified land per 2^nd Indorsement dated August  12, 2026.

08.            Presented for consideration is MUNICIPAL ORDINANCE NO. 12, SERIES OF 2026 of the Municipality of Tunga, Leyte, entitled: “AN ORDINANCE BANNING DRINKING OF LIQUOR AND INTOXICATING BEVERAGES IN PUBLIC AREAS IN THE MUNICIPALITY OF TUNGA, LEYTE.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2^nd Indorsement dated August 12, 2026.

09.           Presented for consideration is MUNICIPAL ORDINANCE NO. 13, SERIES OF 2026 of the Municipality of Tunga, Leyte, entitled: “AN ORDINANCE PROHIBITING THE ACT OF BEING TOPLESS OF HALF-NAKED IN PUBLIC PLACES WITHIN THE MUNICIPALITY OF TUNGA, LEYTE,” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2^nd Indorsement dated August 12, 2026.

10.            Presented for consideration is General Fund Supplemental Budget No. 1 CY 2026 of the Municipality of Tanauan, Leyte in the amount of Php39,184,180.55 under Appropriation Ordinance No. 2026-07, together with Supplemental Investment Program (SIP) CY 2026 of the same amount. Same is recommended for APPROVAL with CONDITIONS  by the Local Finance Committee per review dated September 7, 2026.

11.            Presented for consideration is General Fund Supplemental Budget No. 01  FY 2026 of the Municipality of Julita, Leyte in the amount of Php2,310,684.78 under Appropriation Ordinance No. 2026-02. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review dated September 9, 2026.

12.            Presented for consideration is a letter from National Water Resources Board Water Permit Application No. VIII-LEY-2026-07-106 & 107 filed by LOCAL GOVERNMENT UNIT- MUNICIPALITY OF MATALOM, LEYTE located  at Barangay President Garcia, 6526 Matalom, Leyte.

13.            Presented for consideration is a letter dated September 7, 2026 addressed to Honorable Members, Sangguniang Panlalawigan of Leyte thru Hon. Leonardo M. Javier, Jr., Vice Governor from Honorable Carlos Jericho L. Petilla, Governor respectfully submitting for approval of the Supplemental Investment Program (SIP) for Calendar Year 2026 and Annual Investment Program (AIP) for CY of the Province of Leyte.

14.            Presented for consideration is a letter dated September &, 2026 addressed to Leonardo M. Javier, Jr., Vice Governor/Presiding Officer, Sangguniang Panlalawigan of Leyte from Ms. Brenda Flores Ampollitod, Acting General Manager, Leyte IV Electric Cooperative, Inc., furnishing a copy of LEYECO IV reply letter to the National Electrification Administration (NEA) regarding the letter received dated August 26, 2026 pertaining to the comments and current status of the Sangguniang Panlalawigan Resolution No. 2026-990.

15.            Presented for consideration is a letter dated September 8, 2026 addressed to Hon. Leonardo M. Javier, Jr., Vice Governor, Province of Leyte, from Mr. Lawrence M. Medua, of Macarthur Iron Projects Corporation informing the  the 2200-ton Cutter Suction Dredger which arrived last January 2, 2026 at Barangay San Pedro, Macarthur, Leyte has now officially departed the area last August 22, 2026.
