Presented for consideration is Ordinance No. 2025-07 of Tanauan, Leyte entitled: “AN ORDINANCE ESTABLISHING A SUPPLEMENTAL FEEDING PROGRAM FOR CHILDREN AND PREGNANT WOMEN IN THE MUNICIPALITY OF TANAUAN, LEYTE.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated February 24, 2025.
02. Presented for consideration is Ordinance No. 2025-08 of Tanauan, Leyte entitled: “AN ORDINANCE CREATING THE MUNICIPAL LIBRARY AND CENTER FOR LEARNING IN THE MUNICIPALITY OF TANAUAN, LEYTE AND APPROPRIATING THE NECESSARY FUNDS THEREFORE AND OTHER PURPOSES.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated February 24, 2025.

Presented for consideration is Municipal Ordinance No. 02 series of 2025 of Tolosa, Leyte entitled: “AN ORDINANCE ADOPTING REPUBLIC ACT 11361 OR THE “ANTI-OBSTRUCTION OF POWER LINES ACT” AND FURTHER STRENGTHENING ITS IMPLEMENTATION IN THE MUNICIPALITY OF TOLOSA, LEYTE.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated February 24, 2025.

Presented for consideration is Municipal Ordinance No. 2024-06 series of 2024 of San Miguel, Leyte entitled: “AN ORDINANCE RECLASSIFYING LOT NO. 1144 DECLARED IN THE NAME OF ULDARICO LAPIDARIO WITH AN AREA OF 3.9360 HECTARES LOCATED AT BRGY. MALAGUINABUT, SAN MIGUEL, LEYTE FROM AGRICULTURAL (COCOLAND) TO RESIDENTIAL USE.” Same is recommended for APPROVAL by the Provincial Legal Office per 2nd indorsement dated February 24, 2025 but noted that, the power of the LGUs to reclassify agricultural lands is without prejudice to the authority of the DAR to approve conversion of agricultural lands covered by R.A. No. 6657.

Presented for consideration is Ordinance No. 25-02 of Inopacan, Leyte entitled: “AN ORDINANCE PROHIBITING THE DISPENSING, SELLING, AND RESELLING OF PHARMACEUTICAL PRODUCTS IN CONVENIENCE STORES, SARI-SARI STORES AND SIMILAR RETAIL OUTLETS WITHIN THE MUNICIPALITY OF INOPACAN, PROVINCE OF LEYTE, AND PROVIDING PENALTIES FOR VIOLATIONS THEREOF” Same is recommended for the declaration of its VALIDITY with recommendation that citation of RA 10981 be changed to 10918 as the former pertains to a different statute, by the Provincial Legal Office per 2nd indorsement dated February 24, 2025.
23. Presented for consideration is the General Fund Supplemental Budget No. 02 FY 2024 of San Miguel, Leyte amounting to Php11,886,457.08 under Appropriation Ordinance No. 2024-02, series of 2024. Same is recommended for APPROVAL with CONDITIONS , by the Local Finance Committee per review letter dated March 5, 2025, together with Supplemental Annual Investment Program (SAIP) No. 02 CY 2024 of the same amount.
24. Presented for consideration is the General Fund Supplemental Budget No. 02 FY 2024 of San Miguel, Leyte amounting to Php11,886,457.08 under Appropriation Ordinance No. 2024-02, series of 2024. Same is recommended for APPROVAL with CONDITIONS , by the Local Finance Committee per review letter dated March 5, 2025, together with Supplemental Annual Investment Program (SAIP) No. 02 CY 2024 of the same amount.
25. Presented for consideration is the General Fund Supplemental Budget No. 03 FY 2024 of Merida, Leyte amounting to Php653,453.49 under Appropriation Ordinance No. 04 series of 2024. Same is recommended for APPROVAL with CONDITIONS , by the Local Finance Committee per review letter dated February 26, 2025, together with Supplemental Annual Investment Program (AIP) of the same amount.
26. Presented for consideration is the General Fund Supplemental Budget No. 4 CY 2024 of Hilongos, Leyte amounting to Php6,899,000.00 under Appropriation Ordinance No. 2024-24. Same is recommended for APPROVAL with CONDITIONS , by the Local Finance Committee per review letter dated March 3, 2025.
27. Presented for consideration is Ordinance No. 479-A of Babatngon, Leyte, entitled “ THE REVISED ORDINANCE ON THE PROTECTION AND CONSERVATION OF WILDLIFE IN THE MUNICIPALITY OF BABATNGON, LEYTE.” Submitted in compliance with SP Resolution No. 2024-535 dated December 11, 2024.
28. Presented for consideration is Municipal Ordinance No. 174, S. of 2025 of San Isidro, Leyte entitled: “AN ORDINANCE AUTHORIZING THE PROPOSED BORROWING OF THE MUNICIPALITY OF SAN ISIDRO, LEYTE IN THE AMOUNT OF SIXTY MILLION PESOS (PHP 60,000,000.00) TOFUND THE LOCAL PRIORITY DEVELOPMENT PROJECTS IN THE MUNICIPALITY”; in compliance to SP Resolution No. 2025-074 dated February 11, 2025 submitting to the Office of the Sanguniang Panlalawigan the herein corrected items in Municipal Ordinance No. 174 s. of 2025, particularly on the exact location of the proposed local development projects, as observed by this honorable body.”

Presented for consideration is Municipal Ordinance No. 110-25 of Leyte, Leyte entitled: “AN ORDINANCE APPROVING AND RATIFYING THE LOAN AGREEMENT BETWEEN THE LAND BANK OF THE PHILIPPINES AND THE MUNICIPAL GOVERNMENT OF LEYTE INVOLVING AN AMOUNT OF NINETY FIVE MILLION PESOS (Php 95,000,000.00) TO FUND FOR THE PRIORITY PROJECTS OF THE MUNICIPALITY OF LEYTE UNDER THE TEN YEAR DEVELOPMENT PROGRAM.”
