02.               Presented for consideration is MUNICIPAL ORDINANCE NO. 2025-16, SERIES OF 2025 of the Municipality of San Miguel, Leyte, entitled: “AN ORDINANCE PROHIBITING THE DRINKING, CONSUMPTION, AND POSSESSION OF ALCOHOL BEVERAGES IN THE PUBLIC PLACES OUTSIDE PRIVATE RESIDENCES WITHIN THE MUNICIPALITY OF SAN MIGUEL, LEYTE PROVIDING PENALTIES THEREFOR AND FOR OTHER PURPOSES.” Same is recommended  for the declaration of its VALIDITY by the Provincial Legal Office per 2^nd Indorsement dated February 12, 2026.

03.               Presented for consideration is MUNICIPAL ORDINANCE NO. 2025-17, SERIES OF 2025 of the Municipality of San Miguel, Leyte, entitled: “AN ORDINANCE AMENDING THE TITLE AND SECTION 1 OF MUNICIPAL ORDINANCE NO. 2025-12, SERIES OF 2025 ENTITLED: AN ORDINANCE TRANSFERRING OUR EXISTING MUNICIPAL INFIRMARY AT BARANGAY BAIRAN, SAN MIGUEL, LEYTE TO THE NEWLY CONSTRUCTED MUNICIPAL INFIRMARY LOCATED AT BARANGAY LIBTONG, SAN MIGUEL, LEYTE.” Same is recommended  for the declaration of its VALIDITY by the Provincial Legal Office per 2^nd Indorsement dated February 9, 2026.

04.               Presented for consideration is MUNICIPAL ORDINANCE NO. 2025-18, SERIES OF 2025  of the Municipality of San Miguel, Leyte, entitled: “AN ORDINANCE PRESCRIBING FEES AND CHARGES FOR THE USE AND RENTALS OF AGRICULTURAL MACHINERIES AND EQUIPMENT OF THE MUNICIPALITY OF SAN MIGUEL, LEYTE.” Same is recommended  for the declaration of its VALIDITY by the Provincial Legal Office per 2^nd Indorsement dated February 12, 2026.

05.               Presented for consideration is MUNICIPAL ORDINANCE NO. 8, SERIES OF 2025 of the Municipality of Capoocan, Leyte, entitled: “AN ORDINANCE AMENDING ORDINANCE NO. 276 SERIES OF 2012, ENTITLED “AN ORDINANCE ADOPTING THE MOTORCYCLE HELMET ORDINANCE OF CAPOOCAN, LEYTE PROVIDING PENALTIES THEREFORE AND FOR OTHER PURPOSES.” Same is recommended  for the declaration of its VALIDITY by the Provincial Legal Office per 2^nd Indorsement dated February 9, 2026.

06.               Presented for consideration is MUNICIPAL ORDINANCE NO. 9, SERIES OF 2025 of the Municipality of Capoocan, Leyte, entitled: “AN ORDINANCE ESTABLISHING THE LOCAL WATER QUALITY MANAGEMENT FRAMEWORK OF THE MUNICIPALITY OF CAPOOCAN, LEYTE PURSUANT TO RA 9275 (CLEAN WATER ACT), AND PRESCRIBING MEASURES FOR THE PROTECTION AND CONSERVATION OF WATER BODIES.” Same is recommended  for the declaration of its VALIDITY by the Provincial Legal Office per 2^nd Indorsement dated February 9, 2026.

07.               Presented for consideration is MUNICIPAL ORDINANCE NO. 11, SERIES OF 2025 of the Municipality of Capoocan, Leyte, entitled: “AN ORDINANCE PROHIBITING THE DISPENSING, SELLING AND RESELLING OF DRUGS AND OTHER PHARMACEUTICAL PRODUCTS IN UNAUTHORIZED SARI-SARI STORES AND OTHER SIMILAR RETAIL OUTLETS IN THE MUNICIPALITY OF CAPOOCAN, LEYTE.” Same is recommended  for the declaration of its VALIDITY by the Provincial Legal Office per 2^nd Indorsement dated February 10, 2026.

08.               Presented for consideration is MUNICIPAL ORDINANCE NO. 28, SERIES OF 2025 of the Municipality of Villaba, Leyte, entitled: “AN ORDINANCE REGULATING AND PROHIBITING THE INSTALLATION OF TARPAULINS, BILLBOARDS, POSTERS, AND OTHER ADVERTISEMENT MATERIALS IN ROAD INTERSECTIONS, CENTER ISLANDS, AND OTHER PUBLIC SPACES THAT OBSTRUCT THE VIEW OF MOTORISTS AND PEDESTRIANS, PROVIDING EXCEPTIONS, PENALTIES THEREOF, AND FOR OTHER PURPOSES.” Same is recommended  for the declaration of its VALIDITY by the Provincial Legal Office per 2^nd Indorsement dated February 12, 2026.

09.               Presented for consideration is MUNICIPAL ORDINANCE NO. 29, SERIES OF 2025 of the Municipality of Villaba, Leyte, entitled: “AN ORDINANCE INSTITUTIONALIZING AND LOCALIZING THE GUIDELINES ON CLASS SUSPENSION IN THE MUNICIPALITY OF VILLABA BASED ON AUTOMATIC TRIGGERS, AND GRANTING FULL AUTHORITY TO SCHOOL HEADS TO DECLARE THE SUSPENSION OF CLASSES IN ALL LEVELS, SUBJECT TO EXISTING LAWS AND DEPED ORDER NO. 37, S. 2022.” Same is recommended  for the declaration of its VALIDITY by the Provincial Legal Office per 2^nd Indorsement dated February 12, 2026.

10.               Presented for consideration is MUNICIPAL ORDINANCE NO. 228, SERIES OF 2025 of the Municipality of Matag-ob, Leyte, entitled: “AN ORDINANCE CREATING THE MUNICIPAL POPULATION AND YOUTH DEVELOPMENT OFFICE (MPYDO) IN THE MUNICIPAL GOVERNMENT OF MATAG-OB, LEYTE, PROVIDING FUNDS THEREFOR AND OTHER PURPOSES.” Same is recommended  for the declaration of its VALIDITY by the Provincial Legal Office per 2^nd Indorsement dated February 9, 2026.

11.               Presented for consideration is MUNICIPAL ORDINANCE NO. 15, SERIES OF 2025 of the Municipality of Merida, Leyte, entitled: “AN ORDINANCE CREATING THE POSITIONS OF MIDWIFE 1 WITH SALARY GRADE 9, AND NURSE 1 WITH SALARY GRADE 15 FOR THE MERIDA INFIRMARY, NUTRITION OFFICER 1 WITH SALARY GRADE 11 FOR THE MUNICIPAL NUTRITION ACTION OFFICE (MNAO), ENVIRONMENT SPECIALIST 1 WITH SALARY GRADE 11, AND ADMINISTRATIVE AIDE 1 (U.W.I) WITH SALARY GRADE 1 FOR THE MUNICIPAL ENVIRONMENT AND NATURAL RESOURCES OFFICE (MENRO), AND ADMINISTRATIVE AIDE III (U.W.I) WITH SALARY GRADE 3 FOR THE TOURISM OFFICE, ALL TO BE INCLUDED IN THE PLANTILLA OF POSITIONS OF THE MUNICIPAL GOVERNMENT OF MERIDA, PROVINCE OF LEYTE.” Same is recommended  for the declaration of its VALIDITY by the Provincial Legal Office per 2^nd Indorsement dated February 9, 2026.

12.               Presented for consideration is a letter dated February 23, 2026 addressed to the Sangguniang Panlalawigan thru Hon. Leonardo M. Javier, Jr., Provincial Vice Governor from Ms. Ruth Y. Surpia, Provincial Treasurer requesting for a resolution  authorizing the Province of Leyte to open a bank account at the Philippine Veterans Bank, Tacloban Branch and likewise authorizing Hon. Carlos Jericho L. Petilla, Provincial Governor, Ms. Corazon M. Alvero, Provincial Administrator, and Ms. Ruth Y. Surpia, Provincial Treasurer as authorized signatories of the account with the alternate signatories Ms. Czarenah Peach F. Redubla, Supervising Administrative Officer and Atty. Amor Marie C. Veloso, Legal Officer IV.

13.               Presented for consideration is a certification from Engr. Roberto B. Lugnasin, Provincial Engineer, Province of Leyte certifying that as per records said abandoned old  Spanish Road in Barangay Bunga, Baybay, City is not classified/categorized as Provincial Road based on the inventory List of Provincial Roads, of the Province of Leyte.

14.               Presented for consideration is General Fund Supplemental Budget No. 04 FY 2025 of the Municipality of San Miguel, Leyte amounting to Php13,902,808.95 under Appropriation Ordinance No. 2025-05, Series of 2025. Same is recommended for APPROVAL with CONDITIONS  by the Local Finance Committee per review letter dated February 25, 2026.

15.               Presented for consideration is General Fund Supplemental Budget No. 01 FY 2026 of the Municipality of Mayorga, Leyte in the amount of Php2,837,769.59 under Appropriation Ordinance No.  2, Series of 2025  together with Supplemental Annual Investment Plan (AIP) of the same amount. Same is recommended for APPROVAL with  CONDITIONS by the Local Finance Committee per review dated February 23, 2026.

16.               Presented for consideration is a letter dated February 27, 2026 addressed to Hon. Leonardo M. Javier,  Jr., Provincial Vice Governor from Ms. Corazon M. Alvero, Provincial Administrator requesting for a resolution expressly authorizing Hon. Carlos Jericho L. Petilla, Provincial Governor, Province of Leyte to accept and implement the Donation from the Office of the President intended as special financial assistance to our constituents affected by Tropical Storm Basyang.
