01.                       Presented for consideration is Municipal Ordinance No. 01 series of 2023 of La Paz, Leyte entitled -“AN ORDINANCE INSTITUTIONALIZING THE LA PAZ PEOPLE’S COUNCIL IN THE MUNICIPALITY OF LA PAZ, LEYTE AND APPROPRIATING FUNDS THEREOF.” RECOMMENDED for the declaration of VALIDITY pursuant to Sec. 56 (c) of RA 7160 per 2nd Indorsement of the Provincial Legal Office dated March 28, 2023.

02.                       Presented for consideration is Ordinance No. 12 SERIES OF 2023 of Jaro, Leyte entitled -“AN ORDINANCE CREATING A 24-HOUR EMERGENCY UNIT AT THE RURAL HEALTH CENTER FOR THE MUNICIPALITY OF JARO, LEYTE.” RECOMMENDED for the declaration of VALIDITY pursuant pursuant to its power under Sec. 56 (c) of RA 7160 with CONDITION per 2nd Indorsement of the Provincial Legal Office dated March 22, 2023.

03.                       Presented for consideration is Ordinance No. 2023-02 of Albuera, Leyte entitled -“AN ORDINANCE INSTITUTIONALIZING THE ALBUERA PEOPLE’S COUNCIL IN THE MUNICIPALITY OF ALBUERA AND APPROPRIATING FUNDS THEREOF.” RECOMMENDED for the declaration of VALIDITY pursuant to Sec. 56 (c) of RA 7160 per 2nd Indorsement of the Provincial Legal Office dated March 22, 2023.

04.                       Presented for consideration is Ordinance No. 23-03 of Inopacan, Leyte entitled -“AN ORDINANCE PROHIBITING THE ENTRY OF VEHICLES SUCH AS TRICYCLE, MOTORCYCLE, BICYCLE, TRISIKAD, ECO-TRIKE AND THE LIKES INSIDE THE PREMISES OF THE NEW PUBLIC MARKET, PROVIDING PENALTIES THEREOF AND FOR OTHER PURPOSES.” RECOMMENDED for the declaration of VALIDITY pursuant to Sec. 56 (c) of RA 7160 per 2nd Indorsement of the Provincial Legal Office dated March 28, 2023.

05.                       Presented for consideration is Ordinance No. 23-04 of Inopacan, Leyte entitled -“AN ORDINANCE ESTABLISHING A FREE PHONE CHARGING STATION IN PUBLIC PLACES WITHIN THE MUNICIPALITY OF INOPACAN, APPROPRIATING FUNDS FOR IMPLEMENTATION THEREOF AND FOR OTHER PURPOSES.” RECOMMENDED for the declaration of VALIDITY pursuant to Sec. 56 (c) of RA 7160 per 2nd Indorsement of the Provincial Legal Office dated March 28, 2023.

06.                       Presented for consideration is Ordinance No. 23-05 of Inopacan, Leyte entitled -“AN ORDINANCE AMENDING ORDINANCE NO. 10-06, SERIES OF 2010, ENTITLED, “ AN ORDINANCE REGULATING THE ESTABLISHMENT AND OPERATION OF INTERNET CAFES AND COMPUTER RENTAL SHOPS/COMPUTER GAMING SHOPS OR CENTERS IN THE MUNICIPALITY OF INOPACAN, PROVINCE OF LEYTE, AND PROVIDING PENALTIES FOR VIOLATION THEREOF.” RECOMMENDED for the declaration of VALIDITY pursuant to Sec. 56 (c) of RA 7160 per 2nd Indorsement of the Provincial Legal Office dated March 28, 2023.

07.                       Presented for consideration is Ordinance No. 23-06 of Inopacan, Leyte entitled -“AN ORDINANCE IMPOSING REGULATORY FEE FOR VISITING TOURIST BOUND FOR APID, MAHABA AND DIGYO ISLETS OF THE MUNICIPALITY OF INOPACAN, PROVINCE OF LEYTE.” RECOMMENDED for the declaration of VALIDITY pursuant to Sec. 56 (c) of RA 7160 per 2nd Indorsement of the Provincial Legal Office dated March 28, 2023.

08.                       Presented for consideration is Ordinance No. 23-07 of Inopacan, Leyte entitled -“AN ORDINANCE AMENDING ORDINANCE NO. 17-05, ENTITLED, “AN ORDINANCE REGULATING THE OPERATION OF TOURIST MOTORBOAT” IN THE MUNICIPALITY OF INOPACAN, PROVINCE OF LEYTE.” RECOMMENDED for the declaration of its VALIDITY with CONDITION pursuant to Sec. 56 (c) of RA 7160 per 2nd Indorsement of the Provincial Legal Office dated March 28, 2023.

09.                       Presented for consideration is Municipal Ordinance No. 02 series of 2023 of MacArthur, Leyte entitled -“AN ORDINANCE IMPLEMENTING PROGRAMS FOR ONLINE SAFETY AND PROTECTION OF CHILDREN, PROVIDING FOR GUIDELINES, PENALTIES, INCENTIVES, AND APPROPRIATIONS THEREOF.” ALSO KNOWN AS “BATANG LIGTAS ONLINE ORDINANCE”. RECOMMENDED for the declaration of its VALIDITY pursuant to Sec. 56 (c) of RA 7160 per 2nd Indorsement of the Provincial Legal Office dated March 27, 2023.

10.                       Presented for consideration is Municipal Ordinance No. 138 series 2022 of Matag-ob, Leyte entitled -“AN ORDINANCE ENACTING THE WILDLIFE PROTECTION ORDINANCE OF MATAG-OB, LEYTE.” RECOMMENDED for the declaration of its VALIDITY pursuant to Sec. 56 (c) of RA 7160 per 2nd Indorsement of the Provincial Legal Office dated March 28, 2023.

11.                       Presented for consideration is Municipal Ordinance No. 148 series 2023 of Matag-ob, Leyte entitled -“AN ORDINANCE INSTITUTIONALIZING THE MATAG-OB PEOPLE’S COUNCIL IN THE MUNICIPALITY OF MATAG-OB, LEYTE AND APPROPRIATING FUNDS THEREOF.” RECOMMENDED for the declaration of its VALIDITY pursuant to Sec. 56 (c) of RA 7160 per 2nd Indorsement of the Provincial Legal Office dated March 28, 2023.

12.                       Presented for consideration is Ordinance No. 2023-03 of Calubian, Leyte entitled -“AN ORDINANCE PROHIBITING THE ENTRY OF RIDER OR RIDING IN TANDEM OF MOTORCYCLES WITH CLOSED/TAINTED HELMETS & BONNETS OR CLOTHINGS AND ANY OTHER GADGETS THAT COVER HIS OR THEIR FACES UPON ENTERING BRGY. NIPA & BRGY. PETROLIO UNTIL BRGY. VILLALON, CALUBIAN, LEYTE & OR VICE VERSA.” RECOMMENDED for the declaration of its VALIDITY pursuant to Sec. 56 (c) of RA 7160 per 2nd Indorsement of the Provincial Legal Office dated March 28, 2023.

13.                       Presented for consideration is ORDINANCE NO. 2023-03 (series of 2023) of Santa Fe, Leyte otherwise known as the Comprehensive Land Use Plan (CLUP) and Zoning Ordinance for 2018-2027 of the Municipality of Santa Fe, the same is duly approved/adopted by the Sangguniang Bayan per Municipal Resolution No. 2023-031 S. of 2023. Said CLUP has been CERTIFIED as having satisfactorily complied with the COMMENTS and RECOMMEDATIONS of the Provl. Land Use Committee (PLUC) per certification issued last January 9, 2023

14.                       Presented for consideration is General Fund Annual Budget CY 2023 of Baybay City, Leyte amounting to Php1,309,979,118.00 under Appropriation Ordinance No. 02, S-2022. Recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated April 11, 2023, together with Annual Investment Program (AIP) for CY 2023 of the same amount.

15.                       Presented for consideration is the INITIAL EVALUATION of the Provincial Local Finance Committee relative to the General Fund Annual Budget FY 2023 of San Isidro, Leyte amounting to Php155,370,606.00 under Appropriation Ordinance No. 2022-01 series of 2022. Said Budget has deficiencies and/or lacking documents per letter dated April 5, 2023 of the Local Finance Comiittee, and is therefore RETURNED having no review action and without prejudice to its resubmission upon compliance of the mentioned documents.

16.                       Presented for consideration is a letter dated April 4, 2023 from Alejandro K. Bautista, OIC, DENR PENR Officer, appealing to the August Body for a provincial ordinance declaring the Leyte Sab-a Basin Peatland (LSBP) as a Local Conservation Area (LCA) relative to the implementation of the project entitled “Ensuring Sustainable Benefits from Peatland through Protection and Wise Use (ESBenepeat), a project in cooperation with the DENR Biodiversity Management Bureau and other organizations.

Presented for consideration are ORGANIZATIONS/ASSOCIATIONS REQUESTING FOR ACCREDITATION AS NON GOVERNMENT ORGANIZATIONS/ASSOCIATIONS IN THE PROVINCE OF LEYTE, TO WIT:

17.                       Sacred Heart School of Tacloban Alumni Foundation, Inc. of T. Claudio St., Tacloban City;

18.                       Alangalang Agri-Ventures Farmers Agriculture Cooperative of Barangay San Roque, Alangalang, Leyte; and

19.                       Farmers Agricultural Unity Manners Association (FARAGUMA) of Pob. 1 Quezon, Tabontabon, Leyte.

20.                       Presented for consideration is a letter dated April 5, 2023 from the Prov. Governor Carlos Jericho L. Petilla requesting for approval by the August Body the PDC Resolution Nos. 2023-01 and 2023-02 which is the 1st Quarter Supplemental Investment Program (SIP) for CY 2023 and Authorizing the Utilization of the General Fund which was approved and endorsed by the members of the Executive Committee of the Provincial Development Council (PDC).

21                        Presented for consideration is a letter dated April 12, 2023 from Ruth Y. Surpia requesting APPROVAL by the Sangguniang Panlalawigan to CLOSE accounts of the Provincial Government of Leyte with Landbank of the Philippines (LBP)-Tacloban Real branch, with the following officials as Authorized Signatories to wit:

HON. CARLOS JERICHO L. PETILLA – Provincial Governor;
MS. CORAZON M. ALVERO – Provincial Administrator;
MS. RUTH Y. SURPIA – Provnicial Treasurer; and

further requests for a Certified True Copy of the RESOLUTION approving such Closure of Provincial Accounts with LBP-Tacloban Real Branch.
