07 Presented for consideration is Municipal Ordinance No. 14, S-2022-2025 of Villaba, Leyte – “A MUNICIPAL ORDINANCE ENACTED TO CHANGE THE NAMES OF CAIGIT BRIDGE AND CAIGIT RIVER TO PANGAS BRIDGE AND PANGAS RIVER AT BARANGAY POBLACION DEL NORTE, VILLABA, LEYTE.” Recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated February 10, 2023.

08 Presented for consideration is Ordinance No. 2023-01 of Albuera, Leyte – “AN ORDINANCE STRENGTHENING YOUTH PARTICIPATION AND REPRESENTATION IN LOCAL DISASTER RISK-REDUCTION AND MANAGEMENT IN THE MUNICIPALITY OF ALBUERA, LEYTE.” Recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated February 8, 2023.

09 Presented for consideration is Ordinance No. 23-01 of Inopacan, Leyte – “AN ORDINANCE PROVIDING A GENERAL POLICY FOR DATA QUALITY AND DATA MANAGEMENT, AND LIKEWISE PROVIDING FOR THE DUTIES OF PERSONNEL IN CONNECTION THEREIN OF THE MUNICIPALITY OF INOPACAN, PROVINCE OF LEYTE, PURSUANT TO REPUBLIC ACT NO. 11315 AND OTHER RELEVANT LAWS AND REGULATIONS RELATED THERETO.” Recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated February 8, 2023.

10 Presented for consideration is General Fund Supplemental Budget No. 04 FY 2022 of Palo, Leyte amounting to Php1,870,000.00 under Appropriation Ordinance No. 2022-05. Recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated February 1, 2023.

11 Presented for consideration is General Fund Supplemental Budget No. 05 FY 2022 of Tunga, Leyte amounting to Php2,318,337.76 under Appropriation Ordinance No. 7, series of 2022. Recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated February 15, 2023.

12 Presented for consideration is General Fund Supplemental Budget No. 4 FY 2022 of Matag-ob, Leyte amounting to Php1,800,000.00 under Appropriation Ordinance No. 05, S. 2022.. Recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated February 16, 2023.

13 Presented for consideration is General Fund Supplemental Budget No. 2 CY 2022 of Isabel, Leyte amounting to Php2,124,000.00 under Appropriation Ordinance No. 02, series 2022. Recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated February 16, 2023.

14 Presented for consideration is General Fund Annual Budget FY 2023 of Babatngon, Leyte amounting to Php151,055,332.73. With comments and informations from the Local Finance Committee RETURNING above budget having no review action and without prejudice to its resubmission upon compliance of documents or budgetary forms and their deficiencies per review letter dated February 15, 2023.

15 Presented for consideration is General Fund Annual Budget FY 2023 of Leyte , Leyte amounting to Php183,061,176.00 under Appropriation Ordinance No. 004-22. Recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated February 13, 2023, together with Annual Investment Program (AIP) CY 2023 in the amount of Php512,255,294.00.

16 Presented for consideration is General Fund Annual Budget CY 2023 of Palompon, Leyte amounting to Php277,465,910.00 under Appropriation Ordinance No. 466-281022. Recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated February 20, 2023, together with Annual Investment Program (AIP) CY 2023 in the amount of Php2,716,954,978.62.

17 Presented for consideration is General Fund Annual Budget FY 2023 of Hilongos, Leyte amounting to Php268,742,558.00 under Appropriation Ordinance No. 2022-09-NS. Recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated February 20, 2023, together with Annual Investment Program (AIP) CY 2023 in the amount of Php2,509,182,400.00.

18 Presented for consideration is Appropriation Ordinance No. 2023-01 series of 2023 of Burauen, Leyte – “AN APPROPRIATION ORDINANCE AUTHORIZING GENERAL FUND SUPPLEMENTAL BUDGET NO. 01, FOR CALENDAR YEAR 2023 OF THE MUNICIPALITY OF BURAUEN, LEYTE INVOLVING AN AMOUNT OF FORTY-SIX MILLION THREE HUNDRED SIXTY-SIX THOUSAND FIVE HUNDRED FIFTY-TWO PESOS AND 07/100 ONLY (PHP46,366,552.07) FOR PURPOSES AS STATED IN THE STATEMENT OF SUPPLEMENTAL APPROPRIATION.” Together with Supplemental Annual Investment Program (SAIP) No. 2 for CY 2023 in the amount of Php100,947,974.40.

19 Presented for consideration is a copy of Verified Administrative Complaint filed by Complainant Mesias P. Arevalo against Respondent Ramon C. Oñate for Violation of R.A. No. 3019 (Anti-Graft and Corrupt Practices Act), R.A. 6713 (Code of Conduct and Ethical Standards for Public Officials and Employees), Sec. 9,21, and 22 of R.A. No.11032 known as the Ease of Doing Business and Efficient Government Service Delivery act of 2018.

20 Presented for consideration is a letter dated February 14, 2023 from Hon. Governor Carlos Jericho L. Petilla endorsing to the August Body the Annual Work Program for CY 2023 amounting to Php8,788,488.32 and requests the August Body to certify as urgent the Annual Work Program 2023 and further authorize the use of Energy Regulations 1-94 funds of the Province.

21 Presented for consideration is Provincial Resolution No. 17188 series of 2022 from the Sangguniang Panlalawigan of the Province of Palawan- “EXPRESSING PROFOUND GRATITUDE AND APPRECIATION TO THE PROVINCIAL GOVERNMENT OF LEYTE FOR SUPPORTING PROVINCIAL RESOLUTION NO. 16345, SERIES OF 2021 OF THE SANGGUNIANG PANLALAWIGAN OF PALAWAN ENTITLED: “URGING ALL LOCAL GOVERNMENT UNITS (LGU) NATIONWIDE TO STRONGLY CONDEMN ATROCIOUS ACTS OF THE CHINESE COAST GUARD TOWARDS PHILIPPINE SUPPLY SHIPS ON AYUNGIN SHOAL AT THE WEST PHILIPPINE SEA LAST NOVEMBER 16, 2021, IN CLEAR VIOLATION OF THE NATIONAL SOVEREIGNTY AND EXCLUSIVE ECONOMIC ZONE”.

22 Presented for consideration is Appropriation Ordinance No. 02 series 2022 of the SB of Isabel, Leyte authorizing the Annual Budget FY 2023 of the municipality in the amount of Php255,000,000.00 together with its Annual Investment Program (AIP) CY 2023 in the amount of Php 429,404,944.38 for appropriate action.

23 Presented for consideration is Ordinance No. 01 series of 2023 of Tolosa, Leyte – “AN ORDINANCE AUTHORIZING THE PROPOSED BORROWING OF THE MUNICIPALITY OF TOLOSA IN THE AMOUNT OF PESOS: SIXTY THREE MILLION (Php63,000,000.00) TO FINANCE VARIOUS PROJECTS OF THE LGU AND RATIFYING THE TERMS AND CONDITIONS OF THE LOAN AGREEMENT AND OTHER DOCUMENTS RELATED THERETO.” Recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated February 28, 2023.

24 Presented for consideration is a letter dated February 28, 2023 from the Prov. Governor Carlos Jericho L. Petilla forwarding the appointment of Engr. Edwin L. Labanta to the position of Provincial Government Department Head. Office of the Provincial Services Office, for concurrence of the August Body.

25. Presented for consideration is a letter dated February 28, 2023 from the Prov. Governor Carlos Jericho L. Petilla requesting for a resolution granting authority to the Provincial treasurer, Ruth Y. Surpia, to sign as co-signatory in the Payment Collection Services Agreement with the Union Bank of the Philippines for and in behalf of the Province of Leyte.

26 Presented for consideration is the General Fund Supplemental Budget No. 1 CY 2023 of the Provincial Government of Leyte involving a total appropriation in the amount of Two Hundred Eleven Million Six Hundred Eighty Three Thousand Two Hundred Sixty Three Pesos (Php211,683,283.00) , sourced from the Unapprorpiated Balance Calendar Year ending 2022.
