RECOMMENDED for the declaration of VALIDITY pursuant to Sec. 56 (c) of RA 7160 per 2nd Indorsement of the Provincial Legal Office dated March 8, 2023.

Presented for consideration is Municipal Ordinance No. 001 S. 2023 of Barugo, Leyte entitled -“AN ORDINANCE AMENDING, REVISING AND MODIFYING THE MUNICIPAL ORDINANCE NO. 03, S. 2002 OTHERWISE KNOWN AS “THE MUNICIPAL FISHERY ORDINANCE OF BARUGO LEYTE”, AND ADOPTING REPUBLIC ACT 8550 OTHERWISE KNOWN AS THE PHILIPPINE FISHERIES CODE OF 1998 AS AMENDED BY RA 10654”. Presented for consideration is Municipal Ordinance No. 17 S. 2022-2025 of the Municipality of VILLABA, Leyte entitled -“AN ORDINANCE CREATING A NEW ITEM OF ADMINISTRATIVE ASSISTANT III (COMPUTER OPERATOR-II) IN THE PLANTILLA OF PERSONNEL IN THE OFFICE OF THE SANGGUNIANG BAYAN.” RECOMMENDED for the declaration of VALIDITY with CONDITION pursuant to Sec. 56 (c) of RA 7160 per 2nd Indorsement of the Provincial Legal Office dated March 10, 2023.

Presented for consideration is Municipal Ordinance No. 19 S. 2022-2025 of the Municipality of VILLABA, Leyte entitled -“AN ORDINANCE ENACTED TO ABOLISH THE POSITION TITLE OF DRAFTSMAN I (PLANTILLA NO. 102) UNDER THE MUNICIPAL ENGINEERING OFFICE, AND CREATE A NEW PLANTILLA POSITION TITLE OF BOOKBINDER II (SALARY GRADE 04), TO BE ASSIGNED IN THE MUNICIPAL PLANNING AND DEVELOPMENT OFFICE.” RECOMMENDED for the declaration of VALIDITY with CONDITION pursuant to Sec. 56 (c) of RA 7160 per 2nd Indorsement of the Provincial Legal Office dated March 10, 2023.

Presented for consideration is Municipal Ordinance No. 147 S. 2023 of Matag-ob, Leyte entitled -“AN ORDINANCE PRESCRIBING FEES AND CHARGES FOR COMMERCIAL OPERATION OF MOTORIZED FARM IMPLEMENTS INCLUDING BUT NOT LIMITED TO COMBINE HARVESTERS AND FARM TRACTORS IN THE MUNICIPALITY OF MATAG-OB, LEYTE.” RECOMMENDED for the declaration of VALIDITY with CONDITION pursuant to Sec. 56 (c) of RA 7160 per 2nd Indorsement of the Provincial Legal Office dated March 10, 2023.

Presented for consideration is Municipal Ordinance No. 473-060223 of the Municipality of Palompon, Leyte entitled -“AN ORDINANCE ESTABLISHING THE PERSONS WITH DISABILITY AFFAIRS OFFICE (PDAO) AND PROVIDING FUNDS FOR THE OPERATION THEREOF” RECOMMENDED for the declaration of VALIDITY pursuant to Sec. 56 (c) of RA 7160 per 2nd Indorsement of the Provincial Legal Office dated March 17, 2023.

Presented for consideration is Municipal Ordinance No. 471-090123 of Palompon, Leyte entitled -“AN ORDINANCE CREATING PERMANENT PLANTILLA POSITION UNDER THE OFFICE OF THE SANGGUNIANG BAYAN AND APPROPRIATING FUNDS THEREOF.” RECOMMENDED for the declaration of VALIDITY with CONDITION pursuant to Sec. 56 (c) of RA 7160 per 2nd Indorsement of the Provincial Legal Office dated March 27, 2023.
21. Presented for consideration is Municipal Ordinance No. 23-02 of the Municipality of Inopacan, Leyte entitled -“AN ORDINANCE GRANTING A MONTHLY HONORARIA DERIVED FROM THE SENIOR CITIZEN FUND INTENDED FOR SENIOR CITIZEN CHAPTER PRESIDENTS IN THE MUNICIPALITY OF INOPACAN, PROVINCE OF LEYTE.” With comments, condition, and recommendation for the declaration of VALIDITY pursuant to Sec. 56 (c) of RA 7160 per 2nd Indorsement of the Provincial Legal Office.
22. Presented for consideration is Municipal Ordinance No. 2023-03 of Hilongos, Leyte entitled -“AN ORDINANCE RE-CLASSIFYING AN AGRICULTURAL LAND COVERED BY ORIGINAL CERTIFICATE OF TITLE NO. OE-4846 DECLARED IN THE NAME OF LORENZO L. CUBIO LOCATED IN BARANGAY SAN JUAN, HILONGOS, LEYTE CONTAINING AN AREA OF EIGHT THOUSAND NINE HUNDRED FIFTY-FOUR SQUARE METERS (8,954 SQ.M.) INTO A RESIDENTIAL LAND.” RECOMMENDED for the declaration of VALIDITY with CONDITION pursuant to Sec. 56 (c) of RA 7160 as authorized under Section 20 of the Code, per 2nd Indorsement of the Provincial Legal Office dated March 9, 2023.
23. Presented for consideration is Municipal Ordinance No. 2023-04 of Hilongos, Leyte entitled -“AN ORDINANCE INSTITUTIONALIZING GUIDELINES ON BLOOD DONORS’ PROGRAM IN THE MUNICIPALITY OF HILONGOS AND PROVIDING FUNDS THEREOF”. RECOMMENDED for the declaration of VALIDITY pursuant to Sec. 56 (c) of RA 7160 per 2nd Indorsement of the Provincial Legal Office dated March 9, 2023.
24. Presented for consideration is City Ordinance No. 03 S. 2023 of the City of Baybay entitled -“AN ORDINANCE FURTHER AMENDING CITY ORDINANCE NO. 003 SERIES OF 2016, AS AMENDED BY CITY ORDINANCE NO. 25, SERIES OF 2021.” RECOMMENDED for the declaration of VALIDITY pursuant to Sec. 56 (c) of RA 7160 per 2nd Indorsement of the Provincial Legal Office dated March 20, 2023.
25. Presented for consideration is General Fund Supplemental Budget No. 7 CY 2022 of San Miguel, Leyte amounting to Php1.552,834.74 under Appropriation Ordinance No. 2022-08. Recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated March 28, 2023, together with Annual Investment Program (AIP) for CY 2023 in the same amount.
26. Presented for consideration is General Fund Annual Budget FY 2023 of Tabontabon, Leyte amounting to Php80,755,583.00 under Appropriation Ordinance No. 3, series of 2022. Recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated March 29, 2023, together with Annual Investment Program (AIP) for CY 2023 in the amount of Php 665,296,538.00.
28. Presented for consideration is a letter dated March 23, 2023 from the Provincial Treasurer Ruth Y. Surpia with a query on the status of the proposed 2020 Omnibus Revenue Code of the Province of Leyte, attached herewith are pertinent documents relative to the proposed Revenue Code.
