Presented for consideration is Municipal Ordinance No. 03 Series of 2025 of MacArthur, Leyte entitled: “AN ORDINANCE AMENDING SECTION 8 OF THE MUNICIPAL ORDINANCE NO. 21 SERIES OF 2023 ENTITLED AN ORDINANCE GRANTING CASH INCENTIVES TO INDIVIDUALS, PAIRED OR GROUPS WHO EXCELLED IN SPORTS AND ACADEMIC COMPETITIONS AND APPROPRIATING FUNDS THEREOF.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated May 6, 2025.

Presented for consideration is Municipal Ordinance No. 04 Series of 2024 of MacArthur, Leyte entitled: “AN ORDINANCE INSTITUTIONALIZING THE COMMUNITY DRIVEN DEVELOPMENT (CDD) APPROACH IN THE IDENTIFICATION, PRIORITATION, RESOURCE ALLOCATION OF LOCALLY FUNDED PROGRAMS AND PROJECTS AND ADOPTING SOME OF THE ACTIVITIES IN THE COMMUNITY EMPOWERMENT ACTIVITY CYCLE (CEAC) AS A STRATEGY IN PURSUING AND ATTAINING DEVELOPMENT GOALS IN THE MUNICIPALITY OF MACARTHUR, LEYTE.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated May 9, 2025, subject to the recommendation that the first paragraph be omitted for being clerical errors not related to the proposed Ordinance.

Presented for consideration is Municipal Ordinance No. 169 Series of 2024 of San Isidro, Leyte entitled: “AN ORDINANCE ESTABLISHING AND OPERATIONALIZING THE BARANGAY HUMAN RIGHTS ACTION CENTER (BHRAC) IN EVERY BARANGAY IN THE MUNICIPALITY OF SAN ISIDRO, LEYTE; CAPACITATING THE BARANGAY HUMAN RIGHTS ACTION OFFICERS (BHRAO); AND PROVIDING FUNDS THEREFOR AND FOR OTHER PURPOSES.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated April 28, 2025.
14. Presented for consideration is Municipal Ordinance No. (230) #205 series of 2025 of Matag-ob, Leyte entitled: “AN ORDINANCE IMPOSING FINES TO NON-COMPLIANT RESIDENTIAL /COMMERCIAL
/ INDUSTRIAL ELECTRICITY SERVICE APPLICANTS AND USERS WITH THE REQUIREMENTS, REGULATIONS AND POLICIES SET FORTH BY THE LOCAL GOVERNMENT UNIT OF MATAG-OB, LEYTE (AND ITS AREA DISTRIBUTION UTILITY (LEYECO V). Same is recommended for its VALIDITY by the Provincial Legal Office per 2nd indorsement dated April 28, 2025.
15. Presented for consideration is a Water Permit Application WPA NO. VIII-LEY-2025-03-121 filed by JAPP WATER REFILLING STATION located at Brgy. Malbog, Tolosa, Leyte, with a request that said application be posted on the Bulletin board of the office.
16. Presented for consideration is a copy furnished letter from Atty. Rafael Greggorre T. Pajares, Deputy Executive Director, Environmental Legal Assistance Center-EV, addressed to the Environmental Management Bureau Regional Director Engr. Alex D. Jimenez relative to the inquiry on the actions taken by EMB Regional Office No. VII, based on the report by DENR-PENRO Leyte’s recommendations on Extractive Operations in Palo, Leyte.
17. Presented for consideration is the General Fund Supplemental Budget No. 1 FY 2025 of Babatngon, Leyte in the amount of Php5,030,146.30 under Appropriation Ordinance No. 490. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated May 19, 2025, together with Investment Program No. 1 CY 2025 in the amount of Php12,300,000.00.
18. Presented for consideration is the General Fund Supplemental Budget No. 01 FY 2025 of Palo, Leyte in the amount of Php27,827,425.06 under Appropriation Ordinance No. 2025-01. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated June 2, 2025.
19. Presented for consideration is the General Fund Supplemental Budget No. 01 FY 2025 of Bato, Leyte in the amount of Php14,789,615.00 under Appropriation Ordinance No. 2025-02. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated May 19, 2025, together with Supplemental Investment Program No. 1 CY 2025 in the amount of Php15,316,621.00.
20. Presented for consideration is the General Fund Supplemental Budget No. 01 FY 2025 of Leyte, Leyte in the amount of Php31,674,379.15 under Appropriation Ordinance No. 001-25. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated May 26, 2025, together with Supplemental Investment Program No. 1 CY 2025 in the amount of Php49,940,000.00.
21. Presented for consideration is the General Fund Supplemental Budget No. 1 FY 2025 of Hilongos, Leyte in the amount of Php34,849,453.20 under Appropriation Ordinance No. 2025-06. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated May 26, 2025.
22. Presented for consideration is the General Fund Annual Budget FY 2025 of Calubian, Leyte in the amount of Php181,564,657.51 under Appropriation Ordinance No. 2024-29. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated May 21, 2025, together with Annual investment Program (AIP) CY 2025 in the amount of Php2,451,927,944.85.
23. Presented for consideration is the General Fund Annual Budget FY 2025 of Matalom, Leyte in the amount of Php230,652,351.00 under Appropriation Ordinance No. 05 series of 2024. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated May 9, 2025, together with Annual investment Program (AIP) CY 2025 in the amount of Php3,314,826,564.61.
24. Presented for consideration is a letter from the SB Secretary of Palo submitting documents in support of the Applicant’s (Dave Walter C. Sy) request in the issuance of the municipal resolution interposing no objection to quarry over designated lot in Brgy. Barayong, Palo, Leyte, in compliance to SP Res. No. 2025-102 dated February 25, 2025.
25. Presented for consideration is a letter dated June 2, 2025 from Agnes C. Rafon, PLUC Chairperson and OIC-PPDC, furnishing copy of PLUC Resolution 2025-02, series of 2025, endorsing the 2023-2032 Comprehensive Land Use Plan (CLUP) and Zoning Ordinance (ZO) of the Municipality of Pastrana, Leyte, subject to compliance of the comments and recommendations of the PLUC.
26. Presented for consideration is a letter dated June 4, 2025 from Provincial Governor Carlos Jericho L. Petilla, submitting the Supplemental Investment Program (SIP) No. 1 for CY 2025 in the amount of Php655,742,000.00 and requesting the approval of the August body.
