01. Presented for consideration is Ordinance No. 458 of Babatngon, Leyte entitled: “AN ORDINANCE RECLASSIFYING THE LOT MEASURING 3,000 SQUARE METERS LOCATED AT BRGY. GOV. E. JARO, BABATNGON, LEYTE, DENOTED AS CAD LOT NO. 119-E WITH TAX DECLARATION NO. 2008-04008-00027 FROM AGRICULTURAL TO COMMERCIAL LAND IN CLASSIFICATION FOR A STORAGE FACILITY”, with information that the Provincial Legal Office per 2nd indorsement dated March 26, 2024 recommended that the local council follow and adhere to the guidelines set forth by DILG opinion No. 22 regarding the reclassification of the lands.

02. Presented for consideration is Ordinance No. 459 of Babatngon, Leyte entitled: “AN ORDINANCE RECLASSIFYING THE LOT MEASURING 5,690 SQUARE METERS LOCATED AT BRGY. GOV. E. JARO, BABATNGON, LEYTE, DENOTED AS CAD LOT NO. 79, WITH TCT# 115-2022003697 FROM AGRICULTURAL TO COMMERCIAL LAND IN CLASSIFICATION”, with information that the Provincial Legal Office per 2nd indorsement dated March 26, 2024 recommended that the local council follow and adhere to the guidelines set forth by DILG opinion No. 22 regarding the reclassification of the lands.

Presented for consideration is Ordinance No. 460 of Babatngon, Leyte entitled: “AN ORDINANCE ADOPTING REPUBLIC ACT 7432, AS AMENDED BY REPUBLIC ACT NO. 9257, OTHERWISE KNOWN AS THE “EXPANDED SENIOR CITIZEN ACT OF 2003 AND REPUBLIC ACT 7277 OTHERWISE KNOWN AS “MAGNA CARTA FOR DISABLED PERSONS” AND REQUIRING ALL GOVERNMENT OFFICES AND COMMERCIAL ESTABLISHMENT IN THE MUNICIPALITY OF BABATNGON TO PROVIDE EXPRESS LANES FOR SENIOR CITIZENS AND PERSONS WITH DISABILITIES AT THE POINT OF SALE AND TRANSACTION AREAS ONLY, AND PROVIDING PENALTIES FOR VIOLATIONS THEREOF.” Same is recommended for VALIDITY with CONDITION by the Provincial Legal Office per 2nd indorsement dated March 25, 2024.

06. Presented for consideration is Municipal Ord. No. 2023-29 of Julita, Leyte entitled: “AN ORDINANCE AMENDING MUNICIPAL ORDINANCE NO. 2017-14, ENTITLED, “THE TRAFFIC MANAGEMENT CODE OF THE MUNICIPALITY OF JULITA, LEYTE, SPECIFICALLY, BY AMENDING SECTION 11 (g) THUS INCREASING THE HONORARIUM OF TRAFFIC AIDES TO THREE HUNDRED PESOS (Php300.00) PER DAY.” Same is recommended for VALIDITY by the Provincial Legal Office per 2nd indorsement dated March 25, 2024.

No. 3, Series of 2024 of Capoocan, Leyte entitled: “AN ORDINANCE AMENDING MUNICIPAL ORDINANCE NO. 16, SERIES OF 2021 ENTITLED “AN ORDINANCE GRANTING FINANCIAL ASSISTANCE TO BARANGAY NUTRITION SCHOLARS, BARANGAY HEALTH WORKERS, BARANGAY SERVICE POINT OFFICERS, DAYCARE WORKERS, GAD FOCAL PERSONS AND FOR OTHER PURPOSES” Same is recommended for VALIDITY by the Provincial Legal Office per 2nd indorsement dated March 25, 2024.

08. Presented for consideration is Ord. No. 2023-19 of Calubian, Leyte entitled: “AN ORDINANCE RENAMING THE “VILLANUEVA-DALUMPINES MUNICIPAL ROAD” INTO “VICENTE MAURICIO VELOSO, SR. MUNICIPAL ROAD” IN THE MUNICIPALITY OF CALUBIAN, LEYTE, IN RECOGNITION TO ONE DISTINGUISHED PERSON & A PUBLIC SERVANT OF THE PROVINCE OF LEYTE”, with information from the Provincial Legal Office per 2nd indorsement dated March 25, 2024, that a consultation and recommendation with the NHCP, be complied with in accordance with Sec. 13(c) and (d) of the Local Code as well as Sec. 13 (h) of the code.

No. 2023-23 of Calubian, Leyte entitled: “AN ORDINANCE STRENGTHENING THE IMPLEMENTATION OF REPUBLIC ACT NO. 7883, OTHERWISE KNOWN AS THE ‘BARANGAY HEALTH WORKERS BENEFITS AND INCENTIVES ACT OF 1995” AND PROVIDING FUNDS FOR THIS PURPOSE.” Same is recommended for VALIDITY by the Provincial Legal Office per 2nd indorsement dated March 25, 2024.

No. 04, SERIES. 2024 of Baybay City, Leyte entitled: “AN ORDINANCE AMENDING SECTION 2, ARTICLE 2 OF THE CITY ORDINANCE NO. 19, SERIES 2017 “AN ORDINANCE FIXING THE VIEWING FEES OF 16K BLOSSOMS IN LINTAON PEAK AND REGULATING ITS USE/VIEW AND OTHER PURPOSES.” Same is recommended for VALIDITY by the Provincial Legal Office per 2nd indorsement dated March 25, 2024.

17. Presented for consideration is General Fund Supplemental Budget No. 2 CY 2023 of Alangalang, Leyte amounting to Php9,739,015.69 through Appropriation Ordinance No. 03 Series of 2023. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated March 21, 2024, together with the third Revised Annual Investment Program CY 2023 amounting to Php257,247,770.08.

18. Presented for consideration is General Fund Supplemental Budget No. 3 CY 2023 of Abuyog, Leyte amounting to Php24,479,603.58 through Appropriation Ordinance No. 04 Series of 2023. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated April 4, 2024, together with Supplemental Investment Program (SIP) No. 3 for CY 2023 of the same amount.

19. Presented for consideration is General Fund Annual Budget FY 2024 of Hilongos, Leyte amounting to Php 287,936,899.00 through Appropriation Ordinance No. 2023-23. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated March 25, 2024, together with CY 2024 Annual Investment Plan in the amount of Php3,357,337,000.00.

20. Presented for consideration is a request for ACCREDITATION of ASLUM FARMERS’ ASSOCIATION (AFA) of Barangay Aslum, Alangalang, Leyte with the Provincial Government of Leyte as a non government organization.

21. Presented for consideration is a letter to the Honorable Vice Governor Leonardo M. Javier, Jr. from Christopher A. Garcia, Acting General Manager, DORELCO furnishing copy of the Joint Application for Approval of the Emergency Power Supply Agreement entered into by and between DORELCO and FDC Misamis power Corp., with prayer for Provisional Authority and Confidential Treatment of Information. And with a request for issuance of three original copies of a certification attesting that the Office was duly served a copy of said joint application.

22. Presented for consideration is a letter to the Honorable Vice Governor Leonardo M. Javier, Jr. from Engr. Fernan Paul R. Tan, General Manager, LEYECO II furnishing copy of the Application for Approval of Over/Under Recoveries based on the Formula for Various Automatic Cost adjustment and True-Up Mechanisms and Corresponding process for the period 2021-2023, And with a request for issuance of a certification from the SP Office that the latter was served a copy of the application.

23. Presented for consideration is a letter to the Honorable Vice Governor Leonardo M. Javier, Jr. from Andy T. Durog, EDC Head, Unified Leyte Geothermal Power Plant, furnishing copy of the Order from the Energy Regulatory Commission and Notice of irtual Hearing relative to the Application for Approval of the Emergency Power Supply Agreement between Energy Development Corp. (EDC) and SAMAR II Electric Cooperative Inc. (SAMELCO II) with Motion for Confidential Treatment of Information- EDC and SAMELCO II ERC Case No. 2024-024 RC, with a request for a Certification of Posting from the SP office stating that a copy of said Order and Notice of Virtual Hearing was served to and duly posted by the Sangguniang Panlalawigan.

24. Presented for consideration is a letter to the Honorable Vice Governor Leonardo M. Javier, Jr. from Brenda Flores-Ampolitod, General Manager, LEYECO IV furnishing copy of the Application for Confirmation and Approval of Calculations of Over or Under Recoveries in the implementation of Automatic Cost Adjustments and True-up Mechanisms for the period 2021-2023, with a request for posting of the application at the SP bulletin board and a certification be issued bearing the dry seal of said office as proof of posting.

25. Presented for consideration is a letter to the Honorable Vice Governor Leonardo M. Javier, Jr. from Atty. Jannie Ann J. Dayandayan, General Manager, LEYECO V, furnishing copy of the Joint Application for Approval of the Emergency Power Supply Agreement entered into by and between LEYECO V Electric Cooperative, Inc. and GNPOWER Dinginin Ltd. Co., with prayer for Provisional Authority and Confidential Treatment of Information, with a request for issuance of three original copies of a certification by the Governor or his duly authorized representative attesting that the Office of the Provincial Governor of Leyte was duly served a copy of said joint application.

26. Presented for consideration is a letter to the Honorable Vice Governor Leonardo M. Javier, Jr. from Christopher A. Garcia, Acting General Manager, DORELCO furnishing copy of the Order and Notice of Virtual Hearing relative to the Joint Application for Approval of the Emergency Power Supply Agreement between Energy Development Corp. (EDC) and DORELCO, with Motion for Confidential Treatment of Information-EDC and DORELCO, wiith a request for posting on the SP bulletin board and issuance of certification of posting stating that a copy of the Order and Notice of Virtual Hearing was duly received and posted by the SP Office.

27. Presented for consideration is Provincial Resolution No. 038-2024 from the Sangguniang Panlalawigan of the Province of Agusan del Norte entitled: “RESOLUTION STRONGLY SUPPORTING SENATE BILL NO. 297 FILED BY SENATOR FRANCIS G. ESCUDERO, ENTITLED: “AN ACT PROVIDING AUTOMATIC PROMOTION OF GOVERNMENT OFFICIALS AND EMPLOYEES UPON RETIREMENT FROM GOVERNMENT SERVICE AND FOR OTHER PURPOSES”.

28. Presented for consideration is a letter to the Honorable Vice Governor Leonardo M. Javier, Jr. from Allan L. Laniba, OFS, General Manager, LEYECO III furnishing copy of the Application for Over or Under Recoveries in the Implementation of Automatic Adjustment and True Up Mechanisms during the period 2021-2023 by applicant LEYECO III. And with a request for issuance of a certification from the SP Office as proof of receipt of the Application and the date thereof.

29. Presented for consideration is a letter dated February 19, 2024 from the National Water Resources Board, DENR, requesting for the posting of Water Permit Application of ENERGY DEVELOPMENT CORPORATION located at Barangay Tongonan, Ormoc City, Leyte. A certification for said posting is also requested.

30. Presented for consideration is a letter dated March 25, 2024 from the Provincial Treasurer requesting for a Resolution authorizing the Province of Leyte to open a Bank account in the Development Bank of the Philippines- Tacloban Branch, and designating authorized signatories.

31. Presented for consideration is a letter dated March 26, 2024 from the Provincial Governor endorsing to the August Body, authorizing the Hon. Carlos Jericho L. Petilla to use the Energy Regulations 1-94 funds in the execution of the Annual Work Program 2024 amounting to Php6,168,855.68.
