01.               Presented for consideration is Municipal Ordinance No. 2025-11 Series of 2025 of San Miguel, Leyte entitled: “AN ORDINANCE CONVERTING THE MUNICIPAL INFIRMARY FACILITY LOCATED AT BARANGAY BAIRAN INTO SAN MIGUEL COMMUNITY COLLEGE.”  Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2^nd indorsement dated October 17, 2025.

02.               Presented for consideration is Municipal Ordinance No. 25-30 Series of 2025 of Burauen, Leyte entitled: “AN ORDINANCE REVISING MUNICIPAL ORDINANCE NO. 23-20, SERIES OF 2023, ENTITLED “AN ORDINANCE MANDATING NEW CURFEW HOURS FOR MINORS, PRESCRIBING PROCEDURES FOR THEIR RESCUE, PROVIDING PENALTIES THEREFOR, AND FOR OTHER PURPOSES” The Provincial Legal Office noted that the penal provision in Sections 19, 20, and 21 of the proposed ordinance is in contravention with recent jurisprudence, ruling that detention/monetary penalties for violation under RA 9344 are discouraged in local ordinances, hence further review of subject ordinance is recommended by the Provincial Legal Office per 2^nd indorsement dated October 3, 2025.

16.               Presented for consideration is Municipal Ordinance No. 2025-19 of Hilongos, Leyte entitled: “AN ORDINANCE ESTABLISHING GUIDELINES AND MECHANISMS FOR THE PROMOTION OF GOOD GOVERNANCE IN THE BARANGAYS OF THE MUNICIPALITY OF HILONGOS, AND PROVIDING AWARDS AND INCENTIVES FOR PERFORMING BARANGAYS.” The same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2^nd indorsement dated October 17, 2025.

17.               Presented for consideration is Municipal Ordinance No. 06 Series of 2025 of Matalom, Leyte entitled: “REVENUE CODE OF THE MUNICIPALITY OF MATALOM, LEYTE”  The same is recommended by the Provincial Legal Office for further REVIEW of Article D of the Ordinance since it seeks to tax the release of Police Reports and Blotters, which are not functions or services rendered by the municipality and also opined that Section 2A.02 (g)(2) and Article C of the proposed ordinance is in contravention to Section 140 of RA 7160, since it encroaches on taxing scopes exclusively provided for the Province, per 2^nd indorsement dated October 17, 2025.

18.               Presented for consideration is an Order from the Energy Regulatory Commission (ERC) relative to the Application for the True-Up Adjustments of Fuel, Purchased Power Costs, and Foreign Exchange-Related Costs under the Rules for the Automatic recovery of monthly fuel purchased power costs and foreign exchange related costs, by the National Power Corp., as amended, with Applicant, Power Sector Assets and Liabilities Management Corporation (PSALM), under ERC Case No. 2025-182 RC.

19.               Presented for consideration is Annual Budget CY 2025 of La Paz, Leyte in the amount of Php144,845,362.00 under Appropriation Ordinance No.1 Series of 2025, same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated October 30, 2025, in compliance with SP Resolution no. 2025-346 dated August 5, 2025.

20.               Presented for consideration is a letter dated November 6, 2025 from the Provincial Governor Carlos Jericho L. Petilla forwarding the General Fund Supplemental Budget No. 6 CY 2025 of the Provincial Government of Leyte amounting to Php158,632,505.00 to fund Hospital Operations etc.

21.               Presented for consideration is a letter dated November 7, 2025 from the Provincial Governor Carlos Jericho L. Petilla forwarding the General Fund Supplemental Budget No. 7 CY 2025 of the Provincial Government of Leyte amounting to Php700,000.00 to fund Medical Insurance of Employees.
