AGENDA OF THE 43rd REGULAR SESSION SANGGUNIANG PANLALAWIGAN Province of Leyte June 2, 2026

01.            Presented for consideration is a letter dated May 12, 2026 from Hon. Carlos Jericho L. Petilla, Governor, PDC Chairperson, Province of Leyte submitting the Supplemental Investment Program (SIP) No. 1 for Calendar Year 2026 of the Province of Leyte which was approved by the PDC Executive Committee during its meeting pursuant to Resolution No. 2026-02, Series of 2026.

02.            Presented for consideration is General Fund Supplemental Budget No. 01 FY 2026 of the Municipality of Burauen, Leyte  in the amount of Php21,000,000.00 under Appropriation Ordinance No. 26-210 together with Supplemental Investment Program (SIP) No. 1 CY 2026 in the amount of Php46,338,807.15. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review dated May 21, 2026.

03.            Presented for consideration is General Fund Supplemental Budget No. 01 FY 2026 of the Municipality of Inopacan, Leyte in the amount of Php11,000,000.00 under Appropriation Ordinance No. 26-01 together with Supplemental Investment Plan (SIP) No. 1 CY 2026 in the amount of Php12,675,000.00. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review  dated May 21,  2026.

04.            Presented for consideration is General Fund Supplemental Budget No. 01 FY 2026 of the Municipality of Palompon, Leyte  in the amount of Php20,764,547.57 under Appropriation Ordinance No. 521-200426 together with Supplemental Investment Program (SIP)  No. 2 CY 2026 of the same amount. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review dated May 22, 2026

05.            Presented for consideration is General Fund Supplemental Budget No. 01 CY 2026 of the Municipality of San Isidro, Leyte in the amount of Php7,587,416.40 under Appropriation Ordinance No. 2026-01 together with Supplemental Investment Plan (SIP) CY 2026 of the same amount. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review dated May 22, 2026.

06.            Presented for consideration is General Fund Annual Budget FY 2026 of the Municipality of Bato, Leyte in the amount of Php246,292,333.00 under Appropriation Ordinance No. 2025-04 together with Annual Investment Program (AIP) CY 2026 in the amount of Php254,356,338.00. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review dated May 21, 2026.

07.            Presented for consideration is General Fund Annual Budget FY 2026 of the Municipality of Mayorga, Leyte in the amount of Php147,638,502.00 under Appropriation Ordinance No. 01, Series of 2026 together with Annual Investment Plan (AIP) FY 2026 in the amount of Php677,075,500.00. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review dated May 22, 2026.

08.            Presented for consideration is ORDINANCE NO. 516 SERIES OF 2026 of the Municipality of Babatngon, Leyte, entitled: “AN ORDINANCE AUTHORIZING THE BARANGAY CHAIRPERSONS AND SCHOOL HEADS TO DECLARE LOCALIZED CLASS SUSPENSION IN THE MUNICIPALITY OF BABATNGON, LEYTE.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2^nd Indorsement dated May 4, 2026.

09.            Presented for consideration is MUNICIPAL ORDINANCE NO. 8, SERIES OF 2026 of  the Municipality of Villaba, Leyte, entitled: “AN ORDINANCE DECLARING PUROK BAG-ONG BARYO, BARANGAY TAGBUBUNGA, VILLABA, LEYTE AS A NO-BUILD ZONE DUE TO ITS HIGH SUSCEPTIBILITY TO ROCKFALL AND OTHER RELATED GEOLOGIC HAZARDS, PROVIDING FOR ITS IMPLEMENTING MECHANISMS, AND FOR OTHER PURPOSES.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2^nd Indorsement dated May 4, 2026.

10.             Presented for consideration is MUNICIPAL ORDINANCE NO.  12, SERIES OF 2026 of the Municipality of Villaba, Leyte, entitled: “AN ORDINANCE CREATING A PLANTILLA POSITION OF AUDIO-VISUAL AIDS THECNICIAN I, SALARY GRADE 6 IN THE MUNICIPALITY OF VILLABA, LEYTE.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2^nd Indorsement dated May 8, 2026.

11.             Presented for consideration is MUNICIPAL ORDINANCE NO.  20-25-014, S. OF 2026 of the Municipality of Isabel, Leyte, entitled: “AN ORDINANCE PROVIDING A BIRTHDAY CASH GIFT TO EVERY REGISTERED RESIDENT SENIOR CITIZEN IN THE MUNICIPALITY AND APPROPRIATING THEREFOR, AND FOR OTHER PURPOSES.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2^nd Indorsement dated May 5, 2026.

12.             Presented for consideration is MUNICIPAL ORDINANCE NO. 231, SERIES OF 2026 of the Municipality of Matag-ob, Leyte, entitled: “AN ORDINANCE IMPLEMENTING THE PROVISIONS OF REPUBLIC ACT NO. 11767, OTHERWISE KNOWN AS THE “FOUNDLING RECOGNITION AND PROTECTION ACT,” IN THE MUNICIPALITY OF MATAG-OB, LEYTE, PROVIDING FOR THE RECOGNITION, REGISTRATION, AND PROTECTION OF FOUNDLINGS, AND FOR OTHER PURPOSES.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2^nd Indorsement dated April 10, 2026.

13.             Presented for consideration is MUNICIPAL ORDINANCE NO. 08, SERIES OF 2025 of the Municipality of Merida, Leyte, entitled: “AN ORDINANCE APPROVING MUNICIPAL ORDINANCE NO. 08, SERIES OF 2025,“AN ORDINANCE AUTHORIZNG THE PAYMENT OF BUILDING PERMIT FEES AND OCCUPANCY PERMIT FEES ON AN INSTALLMENT BASIS IN THE MUNICIPALITY OF MERIDA, LEYTE.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2^nd Indorsement dated March 3, 2026.

17.             Presented for consideration is MUNICIPAL ORDINANCE NO. 26-05 SERIES OF 2026of the Municipality of Inopacan, Leyte, entitled: “AN ORDINANCE REPEALING MUNICIPAL ORDINANCE NO. 24-11 OTHERWISE KNOWN AS THE “MORATORIUM ORDINANCE IN THE GRANTING OF PERMIT FOR TRISIKAD, ECOTRIKE AND E-BIKE WITH SIDE CAR”, OF THE MUNICIPALITY OF INOPACAN, LEYTE.
