13.            Presented for consideration is Municipal Ordinance No. 56 S-2023-2025 of Villaba, Leyte entitled: “ESTABLISHING THE OFFICE OF THE SANGGUNIANG BAYAN WITH ITS PLANTILLA POSITIONS”, with comments/recommendations from the Provincial Legal Office per 2nd indorsement dated Dec. 19, 2023, that subject ordinance which excludes the Vice Mayor from the sanggunian as the presiding officer, would tantamount to an ULTRA VIRES act and thus, contrary to law.

14.            Presented for consideration is Municipal Ordinance No. 2023-21 of Hilongos, Leyte entitled: “AN ORDINANCE AUTHORIZING THE TEMPORARY CLOSURE OF THE INNER STREETS BETWEEN R.V. VILLAFLORES UP TO VELOS RESIDENCE AT THE MABINI STREET AND MILLAN’S RESIDENCE AT THE MABINI STREET CORNER RIVERA STREET, BARANGAY EASTERN POBLACION RELATIVE TO THE CONDUCT OF A PUBLIC RALLY.” Same is recommended for the declaration of VALIDITY by the Provincial Legal Office per 2nd indorsement dated December 4, 2023.

15.            Presented for consideration is City Ordinance No. 13, SERIES. 2023 of Baybay City, Leyte entitled: “AN ORDINANCE PROMOTING ORGANIC AGRICULTURE AND GOOD AGRICULTURAL PRACTICES IN BAYBAY CITY, LEYTE OF 2023 AND FOR OTHER PURPOSES.” Same is recommended for the declaration of VALIDITY by the Provincial Legal Office per 2nd indorsement dated December 12, 2023.

Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated December 14, 2023, together with Supplemental Annual Investment Plan FY 2023 of the same amount.

17.            Presented for consideration is General Fund Annual Budget CY 2024 of MacArthur, Leyte amounting to Php129,414,736.00 under Appropriation Ordinance No. 02 series of 2023. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated December 22, 2023, together with Annual Investment Program (AIP) FY 2024 with a grand total of Php3,502,698,000.00.

18.            Presented for consideration is General Fund Supplemental Budget No. 2 CY 2023 of Dulag, Leyte amounting to Php20,565,104.29 under Appropriation Ordinance No. 2023-II. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated December 22, 2023.

19.            Presented for consideration is General Fund Supplemental Budget No. 01 FY 2023 of Dagami, Leyte amounting to Php11,513,373.80 under Appropriation Ordinance No. 7 series 2023. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated December 14, 2023, together with Supplemental Annual Investment Plan No. 1 (AIP) of the same amount.

20.            Presented for consideration is General Fund Supplemental Budget No. 02 FY 2023 of Tabontabon, Leyte amounting to Php144,600,000.00 under Appropriation Ordinance No. 02 series 2023. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated December 22, 2023.

21.            Presented for consideration is General Fund Supplemental Budget No. 03 FY 2023 of Tabontabon, Leyte amounting to Php1,770,000.00 under Appropriation Ordinance No. 03 series 2023. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated December 22, 2023.

22.            Presented for consideration is General Fund Supplemental Budget No. 04 FY 2023 of Villaba, Leyte amounting to Php3,902,807.00 under Appropriation Ordinance No. 05, S. 2023-2025. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated December 22, 2023.

23.            Presented for consideration is General Fund Supplemental Budget No. 05 FY 2023 of Villaba, Leyte amounting to Php23,500,000.00 under Appropriation Ordinance No. 06, S. 2023-2025. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated December 22, 2023.

24.            Presented for consideration is General Fund Annual Budget FY 2024 of Leyte, Leyte amounting to Php195,094,937.00 under Appropriation Ordinance No. 003-23. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated December 20, 2023, together with Annual Investment Program (AIP) CY 2024 in the amount of Php472,302,987.40.

25.            Presented for consideration is General Fund Supplemental Budget No. 2 FY 2023 of Albuera, Leyte amounting to Php17,007,346.35 under Appropriation Ordinance No. 2023-03. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated December 14, 2023, together with Second Supplemental Investment Program CY 2023 of the same amount.

26.            Presented for consideration is General Fund Annual Budget FY 2024 of Albuera, Leyte amounting to Php267,895,359.46 under Appropriation Ordinance No. 2023-02. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated December 22, 2023, together with Annual Investment Program CY 2024 in the amount of Php1,476,316,454.23.

27.            Presented for consideration is General Fund Supplemental Budget No. 2 CY 2023 of Abuyog, Leyte amounting to Php1,450,000.00 under Appropriation Ordinance No. 2 series of 2023. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated December 22, 2023, together with Supplemental Investment Program (SIP) No. 2 CY 2023 of the same amount.

28.            Presented for consideration is General Fund Supplemental Budget No. 2 CY 2023 of Hindang, Leyte amounting to Php2,023,000.00 under Appropriation Ordinance No. 2023-03. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated December 15, 2023.

29.            Presented for consideration is General Fund Supplemental Budget No. 3 CY 2023 of Hindang, Leyte amounting to Php1,588,000.00 under Appropriation Ordinance No. 2023-04. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated December 22, 2023

30.            Presented for consideration is Resolution No. 2023-4794 of the Sangguniang Panlalawigan of the Province of Nueva Vizcaya entitled: “A RESOLUTION URGING ALL SANGGUNIANG PANLALAWIGAN, SANGGUNIANG PANGLUNGSOD, SANGGUNIANG BAYAN AND SANGGUNIANG BARANGAY TO EXPRESS COLLECTIVE SUPPORT FOR THE PHILIPPINE GOVERNMENT’S EFFORTS IN PROTECTING THE WEST PHILIPPINE SEA”

31.            Presented for consideration is a copy furnished letter dated October 31, 2023 from the National Water Resources Board, DENR, requesting for the posting of Water Permit Application of DBSN FARM AGRIVENTURE CORPORATION located at Barangay Antipolo, Albuera, Leyte. A certification for said posting is also requested.

32.            Presented for consideration is a copy furnished letter dated November 07, 2023 from the National Water Resources Board, DENR, requesting for the posting of Water Permit Application of BASISTER POULTRY FARM/JAYSON BASISTER located at Canap, San Miguel, Leyte. A certification for said posting is also requested.

33.            Presented for consideration is a letter from the Provincial Governor, Carlos Jericho L. Petilla, endorsing to the August Body the request of San Miguel Global Power, Inc., for favorable issuance of “Resolution of No Objection” for the proposed establishment of a 20MW Battery Energy Storage System (BESS) Plant in Tabango, Leyte.

34.            Presented for consideration is a letter dated December 20, 2023 addressed to Hon. Governor Jericho L. Petilla from Azucena P. Mirambel of Inopacan, Leyte requesting for further study on Municipal Ordinances No. 23-13 dated Sept. 26, 2023 and Ordinance No. 23-14 dated Oct. 17, 2023 of Inopacan, Leyte and requesting it to be set aside and suspend its implementation until resolution of its legality.

35.            Presented for consideration is a letter dated Dec. 20, 2023 furnishing the Sangguniang Panlalawigan of Leyte the Application entitled, “In the matter of the Joint Application for Approval of the Emergency Power Supply Agreement (EPSA) between Don Orestes Romualdez Electric Cooperative (DORELCO) and KEPCO SPC Power Corporation (KSPC), with prayer for Confidential Treatment of Information” in compliance with the directive of the Energy Regulatory Commission (ERC). With a request that said Order and Notice of Virtual Hearing be posted at the bulletin board of the provincial building, and a Certification bearing the dry seal of the office as proof of receipt and posting.

36.            Presented for consideration is a request for Accreditation with the Provincial Government of Leyte, of OMAGANHAN FARMERS AGRARIAN REFORM COOPERATIVE, OFMPC of Omaganhan, Tabango, Leyte as a non government organization.
