01.           Presented for consideration is Municipal Ordinance No. 2023-11 of Alangalang, Leyte entitled: “AN ORDINANCE CREATING THE MUNICIPAL GOVERNMENT DEPARTMENT HEAD I (MUNICIPAL ENVIRONMENT AND NATURAL RESOURCES OFFICER) PLANTILLA POSITION WITH SALARY GRADE 24 UNDER THE MUNICIPAL GOVERNMENT OF ALANGALANG, LEYTE.” Recommended for the declaration of its VALIDITY with CONDITION by the Provincial Legal Office per 2nd indorsement dated September 4, 2023.

02.           Presented for consideration is Municipal Ordinance No. 2023-12 of Alangalang, Leyte entitled: “AN ORDINANCE CREATING THE POSITION OF A LICENSING OFFICER III WITH SALARY GRADE 18 IN THE ORGANIZATIONAL STRUCTURE AND STAFFING POSITION OF THE MUNICIPAL GOVERNMENT OF ALANGALANG, LEYTE AND PROVIDING FUNDS THEREFORE.” Recommended for the declaration of its VALIDITY with CONDITION by the Provincial Legal Office per 2nd indorsement dated September 4, 2023.

03.           Presented for consideration is Municipal Ordinance No. 2023-13 of Alangalang, Leyte entitled: “AN ORDINANCE CREATING THE DISABILITY AFFAIRS ASSISTANT POSITION TITLE WITH SALARY GRADE EIGHT (8) IN THE MUNICIPALITY OF ALANGALANG, LEYTE.” Recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated September 4, 2023.

04.           Presented for consideration is Municipal Ordinance No. 2023-14 of Alangalang, Leyte entitled: “AN ORDINANCE CREATING THE MUNICIPAL DISASTER RISK REDUCTION AND MANAGEMENT OFFICE OF ALANGALANG, LEYTE, AND ITS PLANTILLA POSITION OF MUNICIPAL GOVERNMENT DEPARTMENT HEAD I (MDRRMO) STEP 1- SALARY GRADE 24, DEFINING ITS DUTIES, FUNCTIONS, AND RESPONSIBILITIES.” Recommended for the declaration of its VALIDITY with CONDITION by the Provincial Legal Office per 2nd indorsement dated September 4, 2023.

05.           Presented for consideration is Municipal Ordinance No. 2023-15 of Alangalang, Leyte entitled: “AN ORDINANCE CREATING THE DISABILITY AFFAIRS OFFICE (PDAO) IN THE MUNICIPALITY OF ALANGALANG, LEYTE, PROVIDING ITS FUNCTIONS AND APPROPRIATING FUNDS THEREOF.” Recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated September 4, 2023.

06.           Presented for consideration is Municipal Ordinance No. 2023-16 of Alangalang, Leyte entitled: “AN ORDINANCE AMENDING THE TITLE OF THE CREATED POSITION EMBODIED IN MUNICIPAL ORDINANCE NO. 07, SERIES OF 2023 KNOWN AS SUPERVISING EMPLOYMENT OFFICER WITH SALARY GRADE 22 TO SUPERVISING LABOR AND EMPLOYMENT OFFICER WITH SALARY GRADE 22 PURSUANT TO CIVIL SERVICE MEMORANDUM CIRCULAR NO. 20, SERIES OF 2019.” Recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated September 4, 2023.

07.           Presented for consideration is Ordinance No. 444 of Babatngon, Leyte entitled: “AN ORDINANCE AMENDING MUNICIPAL ORDINANCE NO. 428, OTHERWISE KNOWN AS THE REVISED REVENUE CODE OF THE MUNICIPALITY OF BABATNGON, LEYTE, FISCAL YEAR 2023.” Recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated September 6, 2023.

08.           Presented for consideration is Ordinance No. 23-14, S-2023 of Burauen, Leyte entitled: “ORDINANCE CONDONING THE PENALTIES AND CHARGES IMPOSED, ARISING FROM PRIOR YEARS’ DELINQUENCIES FOR BOTH DISCONNECTED AND ACTIVE WATER ACCOUNTS OF THE BURAUEN WATERWORKS SYSTEM (BWWS), PROVIDED, THAT THE CONCESSIONAIRES WILL PAY IN FULL THE BASIC WATER BILLINGS OF THE SAID ACCOUNTS ON OR BEFORE NOVEMBER 30, 2023.” Recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated September 4, 2023.

09.           Presented for consideration is Ordinance No. 23L.23-033 S-2023 of Kananga, Leyte entitled: “AN ORDINANCE INSTITUTIONALIZING THE SANGGUNIANG KABATAAN COUNCILORS, TREASURERS AND SECRETARIES LEAGUE IN THE MUNICIPALITY OF KANANGA, LEYTE.” Recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated September 4, 2023.

10.           Presented for consideration is General Fund Supplemental Budget No. 01 FY 2023 of Pastrana, Leyte amounting to Php17,515,820.83 under Appropriation Ordinance No. 012, series of 2023. Recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated September 6, 2023, together with Supplemental Annual Investment Program (AIP) No. 01 for CY 2023 of the same amount .

11.           Presented for consideration is APPROPRIATION ORDINANCE NO. 01 of Calubian, Leyte entitled:” “Utilization of the 20% Local Development Fund for CY 2023 of Calubian, Leyte in the amount of Php552,802.62 as Municipal Counterpart Fund for Construction of one unit school building,” with the information from the Local Finance Committee that, the enactment of an Appropriation Ordinance for this purpose is NOT NECESSARY and/or PROPER since this PPA is already subsumed as one of the components of the appropriation ordinance approving the Annual Budget FY 2023 of the Municipality of Calubian, Leyte, per review letter dated September 7, 2023.

12.           Presented for consideration is APPROPRIATION ORDINANCE No. 03 of Calubian, Leyte entitled: “Realignment and Utilization of the Unexpended Appropriation from the Municipal Disaster Risk Reduction and Management Fund (MDRRMF) Representing the 70% of the 5% Calamity Fund for 2020, 2021 & 2022 Involving a Total amount of Two Million Thirty Thousand Pesos (Php2,030,000.00),” with the information from the Local Finance Committee that, subject ordinance is RETURNED having no review action and without prejudice to its resubmission upon compliance and/or attachment of lacking pertinent documents per review letter dated September 11, 2023.

13.           Presented for consideration is General Fund Supplemental Budget No. 01 FY 2023 of Matag-ob, Leyte amounting to Php3,986,677.92 under Appropriation Ordinance No. 01, S. of 2023. Recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated September 8, 2023.

14.           Presented for consideration is General Fund Supplemental Budget No. 02 FY 2023 of Matag-ob, Leyte amounting to Php19,580,072.68 under Appropriation Ordinance No. 02, S. of 2023. Recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated September 7, 2023, together with FY 2023 Supplemental Annual Investment Program (AIP) in the amount of Php4,000,000.00.

15.           Presented for consideration is General Fund Supplemental Budget No. 01 CY 2023 of Baybay City, Leyte amounting to Php159,240,307.57 under Appropriation Ordinance No. 01, S. of 2023. The Local Finance Committee in its preliminary review found that subject Ordinance has not fully complied with the Local Code and its Implementing Rules and Regulations, hence, disclosures are made in its review letter dated September 11, 2023.

16.           Presented for consideration is General Fund Supplemental Budget No. 3 FY 2023 of Bato, Leyte amounting to Php3,296,400.00 under Appropriation Ordinance No. 2023-04. Recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated September 11, 2023, together with Supplemental Annual Investment Program (AIP) No. 2 CY 2023 in the amount of Php10,794,073.00.

17.           Presented for consideration is a request for Accreditation of Leyte Association of Disaster Risk Reduction and Management Officers (LEADRRMO) with address at the New Leyte Provincial Capitol Complex, New By Pass Road, Brgy. Guindapunan, Palo, Leyte with the Provincial Government of Leyte as a non government organization.

18.           Presented for consideration is a request for Accreditation of Council of Deans and Educators in Business (CODEB)- Eastern Visayas, Inc. with address at Tacloban City with the Provincial Government of Leyte as a non government organization.

19.           Presented for consideration is a Joint Application for the Approval of the Power Supply Agreement (PSA) Between Energy Development Corporation and Bohol I Electric Cooperative, Inc. (BOHECO I), with Motion for Confidential Treatment of Information and Motion for Provisional Authority furnished by the Energy Development Corporation with request for a certification with the official seal of the SP Office attesting that the SP was served a copy of the application and that it was posted on the official bulletin board.

20.           Presented for consideration is a Joint Application for the Approval of the Power Supply Agreement (PSA) Between Energy Development Corporation and Bohol Light Company, Inc. (BLCI), with Motion for Confidential Treatment of Information and Motion for Provisional Authority furnished by the Energy Development Corporation with request for a certification with the official seal of the SP Office attesting that the SP was served a copy of the application and that it was posted on the official bulletin board.

21.           Presented for consideration is a letter dated September 8, 2023 from Hon. Governor Carlos Jericho L. Petilla requesting approval by the Sangguniang Panlalawigan the following documents that were approved and endorsed by the members of the Provincial Development Council (PDC), to wit:

a. Supplemental Investment Program (SIP) for CY 2023;
b. Annual Investment Program (AIP) for CY 2024;
c. Provincial Commodity Investment Plan (PCIP) for CYs 2024-2026; and
d. Collaborative Provincial Agriculture and Fisheries Extension Program (CPAFEP).
