09.               Presented for consideration is a National Water Rersources Board Water Permit Application  NO. VIII-LEY-2025-09-127  filed by LEYTE V ELECTRIC COOPERATIVE, INC. located at Bao River, Brgy. Nueva Vista, Ormoc City, Leyte, with a request that said application be posted on the Bulletin board of the office and certification of posting be issued.

10.               Presented for consideration is Benguet Provincial Board Resolution No. 2025-0096 entitled: “A RESOLUTION EXPRESSING STRONG SUPPORT FOR SENATE BILL NO. 142, OTHERWISE KNOWN AS THE “ANTI-ONLINE GAMBLING ACT OF 2025”, SEEKING THE BAN OF ONLINE GAMBLING TO PROTECT THE WELFARE, SAFETY, AND MENTAL HEALTH OF FILIPINOS, AUTHORED BY SENATOR JUAN MIGUEL “MIGZ” F. ZUBIRI.”

11.               Presented for consideration is Municipal Ordinance No. 2025-14 of Palo, Leyte entitled: “TRANSPORT AND TRAFFIC CODE OF THE MUNICIPALITY OF PALO.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2^nd indorsement dated October 17, 2025.

12.               Presented for consideration is Municipal Ordinance No. 2025-04 series of 2025 of San Miguel, Leyte entitled: “AN ORDINANCE GRANTING CASH INCENTIVES TO ATHLETES AND COACHES OF SAN MIGUEL, LEYTE WHO EXCELLED IN INDIVIDUALS, PAIRED, OR GROUP SPORTS COMPETITIONS IN REGIONAL, NATIONAL, AND INTERNATIONAL LEVEL AND APPROPRIATING FUNDS THEREFOR.” Same is recommended for the declaration of its VALIDITY however, it is recommended  also that Section 8 of subject Ordinance should specify from where and how the funds are to be sourced as not to run afoul with Section 335 of the same code, HENCE, FURTHER REVIEW of the Ordinance is recommended by the Provincial Legal Office per 2^nd indorsement dated October 17, 2025.

13.               Presented for consideration is Municipal Ordinance No. 2025-09 Series of 2025 of San Miguel, Leyte entitled: “AN ORDINANCE ESTABLISHING MALAIHAO PRIMARY SCHOOL AND PRESCRIBING ITS ADMINISTRATION AND MANAGEMENT”.  Same is recommended for the declaration of its VALIDITY , subject to  the availability of funds, usual accounting and auditing rules by the Provincial Legal Office per 2^nd indorsement dated October 17, 2025.

14.               Presented for consideration is Municipal Ordinance No. 2025-10 Series of 2025 of San Miguel, Leyte entitled: “AN ORDINANCE PRESCRIBING THE LOCALIZED POLICIES AND GUIDELINES FOR THE RICE ASSISTANCE UNDER THE AYUDA PARA SA KAPOS ANG KITA PROGRAM (AKAP) IN THE MUNICIPALITY OF SAN MIGUEL AND FOR OTHER PURPOSES.”  Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2^nd indorsement dated October 17, 2025

20.               Presented for consideration is Ordinance No. 2025-10 of Albuera, Leyte entitled: “AN ORDINANCE INSTITUTIONALIZING AND STRENGTHENING THE NATIONAL IMMUNIZATION PROGRAM (NIP) IN THE MUNICIPALITY OF ALBUERA, LEYTE AND PROVIDING FUNDS THEREFOR.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2^nd indorsement dated October 17, 2025.

23.               Presented for consideration is Municipal Ordinance No. 2025-17 of Hilongos, Leyte entitled: “AN ORDINANCE ABOLISHING THE FOLLOWING PLANTILLA POSITIONS IN VARIOUS DEPARTMENTS IN THE LOCAL GOVERNMENT OF HILONGOS, TO WIT:

• ADMINISTRATIVE AIDE (STENOGRAPHER), SALARY GRADE 6, ITEM NO. 40 ASSIGNED AT THE OFFICE OF THE SB SECRETARY
• SOCIAL WELFARE AIDE, SALARY GRADE 4, ITEM NO. 9 ASSIGNED AT THE MUNICIPAL SOCIAL WELFARE AND DEVELOPMENT OFFICE; AND

24.               Presented for consideration is a letter dated October 3, 2025 from Reynaldo M. Roche, Barangay Chairman, Brgy. Libertad, Isabel, Leyte endorsing their Barangay Resolution No. 125, series 2025 to the August body entitled: “A RESOLUTION EXPRESSING THE SUPPORT OF THE BARANGAY COUNCIL OF BARANGAY LIBERTAD, ISABEL, LEYTE FOR THE CREATION OF THE LEYTE ECOLOGICAL INDUSTRIAL ZONE (LEIZ).

25.               Presented for consideration is General Fund Supplemental Budget No. 01 FY 2025 of Capoocan, Leyte in the amount of Php2,772,760.09 under Appropriation Ordinance No. 15, Series of 2025. Recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated October 29, 2025.
