02.               Presented for consideration is Ordinance No. 2024-19 of Tanauan, Leyte entitled: “A REVISED ORDINANCE REGULATING AND SETTING GUIDELINES IN AVAILING THE ASSISTANCE IN CRISIS SITUATION (AICS) IN THE MUNICIPALITY OF TANAUAN, LEYTE, AND PROVIDING FUNDS THEREFOR.” same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2^nd indorsement dated November 15, 2024.

07.               Presented for consideration is Municipal Ordinance No. 09 series of 2024 of Dagami, Leyte entitled: “AN ORDINANCE ESTABLISHING AND MAINTAINING THE MIGRANT ADVISORY AND INFORMATION NETWORK (MAIN) DESK IN THE MUNICIPALITY OF DAGAMI, LEYTE.”; same is recommended for FURTHER REVIEW and REVISION by the Provincial Legal Office per 2^nd indorsement dated November 11, 2024.

08.               Presented for consideration is the summary of amended provisions of the Ordinance No. 21, series of 2017,otherwise known as the 2017 Revised Revenue Code of the Municipality of Jaro, Leyte in compliance to SP Resolution No. 2024-395 dated September 17, 2024.

09.               Presented for consideration is Ordinance No. 2024-25  of Calubian, Leyte entitled: “AN ORDINANCE CREATING THE POSITION ITEMS OF ONE (1) SOCIAL WELFARE ASSISTANT, SALARY GRADE 8; AND ONE (1) DAY CARE WORKER II, SALARY GRADE 8- BOTH POSITIONS UNDER THE OFFICE OF THE MUNICIPAL SOCIAL WELFARE AND DEVELOPMENT OFFICE IN THE MUNICIPAL GOVERNMENT OF THE MUNICIPALITY OF CALUBIAN, LEYTE.” same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2^nd indorsement dated November 11, 2024.

10.               Presented for consideration is Ordinance No. 2024-28  of Calubian, Leyte entitled: “AN ORDINANCE CREATING THE POSITION ITEMS OF TWO (2) NURSE I POSITIONS, SALARY GRADE 15, UNDER THE RURAL HEALTH UNIT (RHU) IN THE MUNICIPAL GOVERNMENT OF THE MUNICIPALITY OF CALUBIAN, LEYTE.” same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2^nd indorsement dated November 5, 2024.

11.               Presented for consideration is Municipal Ordinance No. 2024-08  of Tabango, Leyte entitled: “AN ORDINANCE AMENDING SECTION 1 OF MUNICIPAL ORDINANCE NO. 2023-02, ENTITLED: “AN ORDINANCE CREATING THE NEW PLANTILLA POSITIONS IN THE MUNICIPAL GOVERNMENT OF TABANGO, PROVINCE OF LEYTE, PROVIDING FOR ITS QUALIFICATIONS, DUTIES, AND FUNCTIONS AND APPROPRIATING THE NECESSARY FUNDS THEREOF.” The Provincial Legal Office per 2^nd indorsement dated November 15, 2024 has recommended that the correct Municipal Ordinance to be amended should be attached.

12.               Presented for consideration is Municipal Ordinance No. 2024-10  of Tabango, Leyte entitled: “AN ORDINANCE GRANTING GRATUITY TO ALL ELECTED BARANGAY OFFICIALS WHO HAVE RENDERED THREE (3) CONSECUTIVE TERMS OF OFFICE IN THE MUNICIPALITY OF TABANGO AND PROVIDING FUNDS FOR THE PURPOSE.” Same is recommended for the FURTHER REVIEW by the Provincial Legal Office per 2^nd indorsement dated November 15, 2024.

13.               Presented for consideration is Municipal Ordinance No. 193 of Matag-ob, Leyte, entitled: “AN ORDINANCE CREATING THE MATAG-OB, LEYTE DANGEROUS DRUGS ADMINISTRATIVE BOARD AND APPROPRIATING FUNDS THEREFOR.” same is recommended for FURTHER REVIEW and REVISION by the Provincial Legal Office per 2^nd indorsement dated November 11, 2024.

14.               Presented for consideration is Municipal Ordinance No. 19-24-003 of Isabel, Leyte, entitled: “AN ORDINANCE AMENDING CERTAIN PROVISIONS OF MUNICIPAL ORDINANCE NO. 16-15-009, AND MUNICIPAL ORDINANCE NO. 18-21-002, OTHERWISE KNOWN AS THE ORDINANCES REGULATING THE ELECTRIC VEHICLE FOR HIRE.” same is recommended for its VALIDITY by the Provincial Legal Office per 2^nd indorsement dated November 30, 2024.

15.               Presented for consideration is Ordinance No. 24-13 of Inopacan, Leyte, entitled: “AN ORDINANCE DECLARING A MORATORIUM ON ALL MINING ACTIVITIES AND THE PROCESSING OF APPLICATION OF THE SAME IN THE MUNICIPALITY OF INOPACAN, LEYTE FOR A PERIOD OF FIFTEEN (15) YEARS AND IMPOSING PENALTIES FOR THE VIOLATION THEREOF.” same is recommended for the declaration of its VALIDITY  by the Provincial Legal Office per 2^nd indorsement dated November 15, 2024.

16.               Presented for consideration is Notice of Hearing from the National Telecommunications Commission relative to the Application of St. Jude Thaddeus Institute of Technology, Inc.,for the issuance of a Certificate of Public Convenience (CPC) to install, operate and maintain an FM RADIO Broadcasting Station in Maasin City, Leyte. Applicant also requests for issuance of Provisional Authority (PA) pending final determination of the application.

17.               Presented for consideration is Resolution No. 2024-5141 of the Sangguniang Panlalawigan of the Province of Nueva Vizcaya entitled: “A RESOLUTION URGING ALL SANGGUNIANG PANLALAWIGAN, SANGGUNIANG PANLUNGSOD, SANGGUNIANG BAYAN AND SANGGUNIANG BARANGAY TO EXPRESS COLLECTIVE SUPPORT TO HOUSE BILL NO. 10314, ENTITLED: “AN ACT RATIONALIZING THE BENEFITS AND PRIVILEGES OF SENIOR CITIZENS AND PERSONS WITH DISABILITIES”.

18.               Presented for consideration is a letter dated November 29, 2024 from Christopher A. Garcia, Acting General Manager, DORELCO, furnishing copy of Joint Application for Approval of the Power Supply Agreement (PSA) between DORELCO and Sual Power Inc. (SPI) with Prayer for Confidential Treatment of Information. Furthermore, it is requested that said Application with all its annexes be posted at the bulletin board of the Office building and thereafter a certification bearing the dry seal of the office as proof of receipt and posting.

19.               Presented for consideration is a Water Permit Application (WPA) filed with the National Water Resources Board by the LGU of Hilongos, Leyte with source location  at Brgy. Sto Niño, 6524 Hilongos, Leyte, under WPA No. VIII-LEY-2024-09-113; with a request that said WPA be posted on the office bulletin board for a period of fifteen days from receipt and issuance of certification.

20.               Presented for consideration is General Fund Supplemental Budget No. 1  FY 2024 of Dagami, Leyte in the amount of Php21,471,075.72 under Appropriation Ordinance No. 2 S. 2024; same is recommended for its APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated December 9, 2024; together with the Supplemental Investment Plan (SIP) No. 1 CY 2024 in the amount of Php55,774,217.01

21.               Presented for consideration is General Fund Supplemental Budget No. 1  FY 2024 of Jaro, Leyte in the amount of Php41,500,000.00 under Appropriation Ordinance No. 2, S. 2024; same is recommended for its APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated December 9, 2024; together with the Supplemental Investment Plan (SIP) No. 01 CY 2024 in the amount of Php41,500,000.00.

22.               Presented for consideration is General Fund Supplemental Budget No. 2  FY 2024 of Jaro, Leyte in the amount of Php9,315,848.64 under Appropriation Ordinance No. 3, S. 2024; same is recommended for its APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated December 10, 2024; together with the Supplemental Investment Program (SIP) No. 02 CY 2024 in the amount of Php9,315,234.98.

 23.              Presented for consideration is General Fund Supplemental Budget No. 03  FY 2024 of Barugo, Leyte in the amount of Php3,056,407.04 under Appropriation Ordinance No. 24, S. 2024; same is recommended for its APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated December 5, 2024; together with the Supplemental Investment Program (SIP) No. 03 CY 2024 in the amount of Php102,096,407.04.

 24.              Presented for consideration is General Fund Supplemental Budget No. 01 FY 2024 of Julita, Leyte in the amount of Php8,995,827.02 under Appropriation Ordinance No. 2024-09; same is recommended for its APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated December 9, 2024.

 25.              Presented for consideration is General Fund Supplemental Budget No. 2 CY 2024 of  Carigara, Leyte in the amount of Php1,858,216.41 under Appropriation Ordinance No. 2024-208; same is recommended for its APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated December 9, 2024; together with the Annual Investment Program (AIP) for CY 2024 in the amount of Php704,034,141.91  and Supplemental Annual Investment Program (SIP)No. 2 for CY 2023 in the amount of Php16,650,000.00.

 26.              Presented for consideration is General Fund Supplemental Budget No. 5 CY 2024 of Tabango, Leyte in the amount of Php1,445,116.78 under Appropriation Ordinance No. 2024-05 series of 2024; same is recommended for its APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated December 10, 2024.

 27.              Presented for consideration is General Fund Supplemental Budget No. 4 FY 2024 of Villaba, Leyte in the amount of Php4,880,057.00 under Appropriation Ordinance No. 3, S. 2024; same is recommended for its APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated December 3, 2024; together with the Supplemental Investment Program (SIP) No. 4 CY 2024 in the amount of Php13,483,057.00.

28.               Presented for consideration is General Fund Supplemental Budget No. 02 FY 2024 of Calubian, Leyte in the amount of Php9,500,000.00 under Appropriation Ordinance No. 2024-26; same is recommended for its APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated December 6, 2024; together with the Second Supplemental AIP No. 2 CY 2024  in the amount of Php9,500,000.25.

29.               Presented for consideration is General Fund Supplemental Budget No. 02 FY 2024 of Albuera, Leyte in the amount of Php4,377,900.00 under Appropriation Ordinance No. 2024-03; same is recommended for its APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated December 9, 2024; together with the Second Supplemental Investment Program (SIP) CY 2024 in the amount of Php6,077,900.00.

30.               Presented for consideration is General Fund Supplemental Budget No. 02 FY 2024 of Inopacan, Leyte in the amount of Php16,746,399.00 under Appropriation Ordinance No. 24-03; same is recommended for its APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated December 3, 2024; together with the Supplemental Investment Program (SIP) No. 3 for CY 2024 in the amount of Php45,895,000.00.

31.               Presented for consideration is General Fund Annual Budget  FY 2025 of Hindang, Leyte in the amount of Php133,155,064.00 under Appropriation Ordinance No.  2024-03; same is recommended for its APPROVAL with CONDITIONS by the Local Finance Committee per review letter dated December 6, 2024; together with the Annual Investment Program  CY 2025 in the amount of Php771,902,987.79.

32.               Presented for consideration is Sangguniang Bayan Resolution No. 19-24-499 of  Isabel, Leyte entitled: “AN ACT CREATING THE PROVINCE OF WESTERN LEYTE”, INTRODUCED BY REPRESENTATIVE RICHARD I. GOMEZ, 4^TH DISTRICT OF LEYTE”.

33.               Presented for consideration is Resolution No. 24-11-274 of the Sangguniang Bayan of Burauen, Leyte entitled: “A RESOLUTION EXPRESSING THE STRONG OPPOSITION OF THE SANGGUNIANG BAYAN OF BURAUEN TO HOUSE BILL NO. 11077 PROPOSING THE DIVISION OF LEYTE INTO TWO PROVINCES-WESTERN LEYTE AND EASTERN LEYTE, AND URGING THE HOUSE OF REPRESENTATIVES TO RECONSIDER THE BILL DUE TO ITS FAR-REACHING IMPACTS ON UNITY, GOVERNANCE, AND DEVELOPMENT IN THE PROVINCE”

34.               Presented for consideration is the letter dated December 9, 2024 from the Provincial Governor Carlos Jericho L. Petilla endorsing to the SP a complaint transmitted through the 8888 Citizen’s Complaint Hotline regarding alleged irregularities in the distribution of the Ayuda para sa Kapos ang Kita Program (AKAP) by officials of the Municipality of Inopacan, Leyte.
