01.               Presented for consideration is Ordinance No. 2025-14 of Tanauan, Leyte entitled: “AN ORDINANCE GRANTING A BIRTHDAY CAKE BENEFIT TO SENIOR CITIZENS OF THE MUNICIPALITY OF TANAUAN, LEYTE, AND PROVIDING FUNDS THEREFOR”. The Provincial Legal Office per 2^nd indorsement dated June 13, 2025, RECOMMENDED for FURTHER REVIEW of the subject ordinance as funds should be further specified as to where it should be sourced so as not to run in contrary to Section 335 of the Local Code.

02.               Presented for consideration is Municipal Ordinance No. 4 Series of 2025 of La Paz, Leyte entitled: “AN ORDINANCE ADOPTING REPUBLIC ACT 11361 OR THE “ANTI-OBSTRUCTION OF POWER LINES ACT” AND FURTHER STRENGTHENING ITS IMPLEMENTATION IN THE MUNICIPALITY OF LA PAZ, LEYTE”. Same is recommended for an AMENDMENT of Section 7 on the penalties contained therein per 2^nd indorsement  by the Provincial Legal Office  dated June 13, 2025.

03.               Presented for consideration is Municipal Ordinance No. 11 Series of 2024 of La Paz, Leyte entitled: “AN ORDINANCE ADOPTING THE LEGAL PROCEDURES IN THE CONDUCT OF ADMINISTRATIVE INVESTIGATIONS AGAINST ELECTIVE BARANGAY OFFICIALS OF LA PAZ, LEYTE”. Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2^nd indorsement dated June 13, 2025.

04.               Presented for consideration is Municipal Ordinance No. 2025-130 of Mayorga, Leyte entitled: “AN ORDINANCE ESTABLISHING AND REGULATING THE MANAGEMENT AND OPERATIONS OF THE MAYORGA ARCADE MARKET TIENDAS, PRESCRIBING ITS MARKET FEES AND FOR OTHER PURPOSES IN THE MUNICIPALITY OF MAYORGA, LEYTE.” Same is recommended for the declaration of its VALIDITY  by the Provincial Legal Office  per 2^nd indorsement dated June 13, 2025.

05.               Presented for consideration is Municipal Ordinance No. 2025-131 of Mayorga, Leyte entitled: “AN ORDINANCE MANDATING BUSINESSES OPERATING WITHIN THE TERRITORIAL JURISDICTION OF THE MUNICIPALITY OF MAYORGA, LEYTE TO SECURE A PHILIPPINE NATIONAL POLICE (PNP) CERTIFICATE OF CONFORMITY AND/OR CERTIFICATE OF DISTRIBUTORSHIP BEFORE MANUFACTURING, SELLING, USING, OR DISTRIBUTING PNP UNIFORMS, INSIGNIAS, AND OTHER ACCOUTREMENTS AND PRESCRIBING PENALTIES FOR VIOLATIONS THEREOF.” Same is recommended for the declaration of its VALIDITY  by the Provincial Legal Office per 2^nd indorsement dated June 13, 2025.

06.               Presented for consideration is Municipal Ordinance No. 12, S, 2025 of Villaba, Leyte entitled: “AN ORDINANCE APPROVING THE INCREASE OF THE HONORARIUM OF THE OSCA HEAD OF LGU-VILLABA, FROM SIXTEEN THOUSAND, NINE HUNDRED SIXTY-FOUR PESOS |(PHP 16,964.00) PER MONTH TO EIGHTEEN THOUSAND, FIVE HUNDRED FORTY-ONE PESOS (PHP 18,541.00) PER MONTH EFFECTIVE FY 2025.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office  per 2^nd indorsement dated June 13, 2025.

07.               Presented for consideration is Municipal Ordinance No. 13, S, 2025 of Villaba, Leyte entitled: “AN ORDINANCE IMPLEMENTING THE LOCAL PUBLIC TRANSPORT ROUTE PLAN C.Y. 2025-2029 OF VILLABA, LEYTE SUBJECT TO FULL COMPLIANCE WITH ALL APPLICABLE LAWS, RULES, AND REGULATIONS.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2^nd indorsement dated June 13, 2025.

08.               Presented for consideration is Municipal Ordinance No. 14, S, 2025 of Villaba, Leyte entitled: “AN ORDINANCE GRANTING CASH INCENTIVES TO CHAMPION ATHLETES OF THE MUNICIPALITY OF VILLABA REPRESENTING IN PROVINCIAL, REGIONAL, NATIONAL AND INTERNATIONAL COMPETITION AT  ALL LEVELS AND APPROPRIATING FUNDS THEREFOR.” The Provincial Legal Office is of the opinion that Section 8 of the ordinance should specify from where and how the funds are to be sourced as not to to run afoul with Sec. 335 of the Local Code, hence, further review of said ordinance is recommended, per 2^nd indorsement dated June 13, 2025.

09.               Presented for consideration is Municipal Ordinance No. 15, S, 2025 of Villaba, Leyte entitled: “UPDATING MUNICIPAL ORDINANCE NO. 64, S. 2017 KNOWN BY ITS TITLE, “THE CHILD WELFARE CODE OF VILLABA, LEYTE,” THROUGH AMENDING SECTIONS 11, A.5 AND A.6; SECTION 15, NUMBERS 1 AND 2, THEREOF, AND ADOPTING THE RECENTLY APPROVED PERTINENT NATIONAL LAWS TO FORM PART OF THIS STATUTE BEING AMENDED.” Same is recommended for the declaration of its VALIDITY by The Provincial Legal Office per 2^nd indorsement dated  June 13, 2025.

10.               Presented for consideration is Municipal Ordinance No. 19-25-001, of Isabel, Leyte entitled: “AN ORDINANCE ENACTING THE INSTITUTIONALIZATION OF A FUNCTIONAL DISASTER RISK REDUCTION AND MANAGEMENT IN HEALTH (DRRM-H) SYSTEM IN THE MUNICIPALITY OF ISABEL, LEYTE” Same is recommended for the declaration of its VALIDITY by The Provincial Legal Office per 2^nd indorsement dated June 13, 2025.

11.               Presented for consideration is Municipal Ordinance No. 19-25-002, of Isabel, Leyte entitled: “AN ORDINANCE AMENDING MUNICIPAL ORDINANCE NO. 18-19-006 AN ORDINANCE PROHIBITING CONTRABANDS INSIDE THE PREMISES OF THE ISABEL DISTRICT JAIL AND PROVIDING PENALTIES HEREOF.” Same is recommended for the declaration of its VALIDITY by The Provincial Legal Office per 2^nd indorsement dated  June 13, 2025.

12.               Presented for consideration is Municipal Ordinance No. 19-24-008, of Isabel, Leyte entitled: “AN ORDINANCE STRENGTHENING AND INSTITUTIONALIZING KADIWA-TIENDA PROGRAM IN THE MUNICIPALITY OF ISABEL, LEYTE WITH APPROPRIATION THEREOF” Same is recommended for the declaration of its VALIDITY by The Provincial Legal Office per 2^nd indorsement dated June 13, 2025.

13.               Presented for consideration is Municipal Ordinance No. 2025-10, of Hilongos, Leyte entitled: “AN ORDINANCE ESTABLISHING THE LOCAL CULTURAL PROPERTIES AND THEIR SIGNIFICANCE TO CULTURAL HERITAGE, AS WELL AS THEIR PROTECTION, PRESERVATION, AND CONSERVATION WITHIN THE MUNICIPALITY OF HILONGOS” Same is recommended for the declaration of its VALIDITY by The Provincial Legal Office per 2^nd indorsement dated June 13, 2025.

14.               Presented for consideration is a Management Letter from the COA Reg. Office VIII on the COMPLIANCE on ITEM 6.1 of DEPED-DBM-DILG Joint Circular No. 1, s. 2017 on the Transparency and Accountability in the Allocation and Utilization of the Special Education Fund (SEF) Provincial Government of Leyte for period Jan. 1, 2024 to December 31, 2024 , transmitted by Atty. Felix M. Basallaje, Jr., COA Reg. VIII Director.

15.               Presented for consideration is General Fund Supplemental Budget No. 01 FY 2025 of Santa Fe,  Leyte in the amount of Php6,490,365.72, under Appropriation Ordinance No. 2025-04. Same is recommended for APPROVAL with CONDITIONS per review letter from the Local Finance Committee dated July 10, 2025, together with Supplemental Investment Program (SIP) No. 01  CY 2025 of the same amount.

16.               Presented for consideration is General Fund Supplemental Budget No. 02 FY 2025 of Albuera,  Leyte in the amount of Php3,000,000.00, under Appropriation Ordinance No. 2025-02. Same is recommended for APPROVAL with CONDITIONS per review letter from the Local Finance Committee dated July 9, 2025, together with CY 2025 First Supplemental Investment Program (SIP)  of the same amount.

17.               Presented for consideration is General Fund Supplemental Budget No. 1 CY 2025 of Tabango,  Leyte in the amount of Php17,165,600.28, under Appropriation Ordinance No. 2025-01. Same is recommended for APPROVAL with CONDITIONS per review letter from the Local Finance Committee dated July 10, 2025, together with Supplemental Investment Program (SIP) No. 1 CY 2025 in the amount of Php196,019,130.84.

18.               Presented for consideration is General Fund Supplemental Budget No. 1 CY 2025 of Isabel, Leyte in the amount of Php19,762,427.00 under Appropriation Ordinance No.01, Series of 2025.  Same is recommended for APPROVAL with CONDITIONS per review letter from the Local Finance Committee dated July 8, 2025, together with Supplemental Investment Plan (AIP) No. 01-2025 of the same amount.

19.               Presented for consideration is General Fund Supplemental Budget No. 01 FY 2025 of Inopacan, Leyte in the amount of Php14,549,061.72, under Appropriation Ordinance No. 25-01. Same is recommended for APPROVAL with CONDITIONS per review letter from the Local Finance Committee dated July 10, 2025, together with Supplemental Investment Program (SIP) No. 1 CY 2025 in the  amount of Php.18,930,000.00.

20.               Presented for consideration is aletter dated July 15, 2025 from Ms. Agnes C. Rafon, PLUC Chairperson and OIC-PPDC, furnishing copy of PLUC Resolution 2025-03, series of 2025, endorsing the 2024-2033 Comprehensive Land Use Plan (CLUP) and Zoning Ordinance (ZO) of the Municipality of Tunga, Leyte to the August body for appropriate action.

21.               Presented for consideration is a letter dated July 15, 2025 from Ms. Agnes C. Rafon, PLUC Chairperson and OIC-PPDC, furnishing copy of PLUC Resolution 2025-04, series of 2025, endorsing the 2023-2032 Comprehensive Land Use Plan (CLUP) and Zoning Ordinance (ZO) of the Municipality of Matalom, Leyte to the August body for appropriate action.

22.               Presented for consideration is a request for Accreditation of Alangalang Agri-Ventures Farmers Agriculture Cooperative (AAVFACO) of Brgy. San Roque, Poblacion, Alangalang, Leyte with the Provincial Government of Leyte as a non-government organization.

23.               Presented for consideration is a letter dated July 17, 2025 from Engr. Fernan Paul R. Tan, Gen. Manager, LEYECO II, furnishing copy of LEYECO II’s Application for Issuance of a Certificate of Public Convenience and Necessity for the Operation of a System for the Distribution of Electricity for the City of Tacloban and the Municipalities of Palo and Babatngon, Leyte with prayer for Issuance of Provisional Authority and/or Interim Relief. A Certification from the Office of the Sangguniang Panlalawigan bearing the dry seal, confirming the receipt of the enclosed documents is requested.
