BARUGOHAY CENTRAL, CARIGARA, LEYTE, OWNED BY SPS. RANDY ORTULA AND JANET ORTULA, FROM AGRICULTURAL TO RESIDENTIAL USE.” The office of the Provincial Legal Office is of the opinion that subject ordinance is within the corporate powers of the LGU, however, reclassification of agricultural lands is without prejudice of the authority of the DAR to approve conversion of agricultural lands covered by R.A. No. 6657 to non agricultural uses, per 2nd indorsement dated August 20, 2025.

Presented for consideration is is Municipal Ordinance No. 2025-228 of Carigara, Leyte entitled: “AN ORDINANCE RECLASSIFYING THE 411 SQUARE METERS PORTION OF LOT WITH SURVEY NO. 121, WITH A TOTAL LAND AREA OF 5,797 SQUARE METERS, COVERED UNDER ORIGINAL CERTIFICATE OF TITLE NO. P-49534 AND TAX DECLARATION NO. 08-11020-00116, DECLARED IN THE NAME OF NOEL O. DAPON MARRIED TO TERESITA L. DAPON, SITUATED AT BRGY. Presented for consideration is Ordinance No. 2025-012 of Calubian, Leyte entitled: “AN ORDINANCE AMENDING SECTION 6 OF THE MUNICIPAL ORDINANCE NO. 2023-09, ENTITLED “AN ORDINANCE IMPLEMENTING THE UTILIZATION OF PHILHEALTH TB-DOTS BENEFIT PACKAGE RECEIPTS AND ACCRUING TO THE TRUST FUND OF THE LOCAL GOVERNMENT UNIT (LGU) OF MUNICIPALITY OF CALUBIAN, LEYTE, AS AMENDED” PREVIOUSLY AMENDING MUNICIPAL ORDINANCE NO. 2023-05.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated August 20, 2025.
20. Presented for consideration is Municipal Ordinance No. 17, S. 2025 of Villaba, Leyte entitled: “AN ORDINANCE AUTHORIZING DR. EDGAR T. VELOSO, MUNICIPAL VICE MAYOR, TO ENTER INTO A CONTRACT FOR THE HIRING OF JOB ORDER WORKERS IN THE OFFICE OF THE SANGGUNIANG BAYAN.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated August 20, 2025.

Presented for consideration is Municipal Ordinance No. 18, S. 2025 of Villaba, Leyte entitled: “AN ORDINANCE APPROVING THE PROFESSIONAL FEE OF AN AGRICULTURAL PROGRAM ASSISTANT UNDER THE MUNICIPAL AGRICULTURE OFFICE, VILLABA, LEYTE AND PROVIDING FUNDS THEREOF.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated August 20, 2025.
22. Presented for consideration is Ordinance No. 11, SERIES 2025 of Abuyog, Leyte entitled: “AN ORDINANCE APPROVING THE GRANT OF CASH INCENTIVES AND REGOGNITIONS TO INDIVIDUALS, PAIR OR GROUPS EXCELLING IN SPORTS, SKILLS AND ACADEMIC COMPETITIONS AND TOP ACADEMIC ACHIEVERS, APPROPRIATING FUNDS THEREOF AND FOR OTHER PURPOSES.” The Provincial Legal Office is of the opinion that subject ordinance is generally in accordance with its power under the Local Government Code. However, it is recommended that sec. 7 of the ordinance should specify from where and how the funds are to be sourced as not to run afoul with sec. 335 of the same Code. Hence, further REVIEW is recommended per 2nd indorsement dated August 20, 2025.
23. Presented for consideration is Ordinance No. 13, SERIES 2025 of Abuyog, Leyte entitled: “AN ORDINANCE REGULATING THE DISPENSING, SELLING, AND RESELLING OF PHARMACEUTICAL PRODUCTS IN SARI-SARI STORES AND OTHER SIMILAR RETAIL OUTLETS IN THE MUNICIPALITY OF ABUYOG, LEYTE AND PROVIDING PENALTIES FOR VIOLATIONS THEREOF.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated August 20, 2025.

Presented for consideration is Ordinance No. 14, SERIES 2025 of Abuyog, Leyte entitled: “A CODE PROMULGATING POLICIES AND MEASURES FOR THE PREVENTION AND CONTROL OF HIV/AIDS IN THE MUNICIPALITY OF ABUYOG, LEYTE” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated August 20, 2025.
25. Presented for consideration is Municipal Ordinance No. 2025-12 of Hilongos, Leyte entitled: “AN ORDINANCE INSTITUTIONALIZING THE FREE THEORETICAL DRIVING COURSE (TDC) IN THE MUNICIPALITY OF HILONGOS AND APPROPRIATING FUNDS THEREFOR” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated August 20, 2025.
26. Presented for consideration is Municipal Ordinance No. 2025-01 of Albuera, Leyte entitled: “AN ORDINANCE ENACTING THE MUNICIPAL ENVIRONMENT CODE OF ALBUERA, LEYTE” The Provincial Legal Office is of the opinion that subject ordinance is in accordance with its power under Sec. 447 of the Local Code, however it is noted that the third offense penalty in Sec. 12A.02 of proposed ordinance runs in contravention of Sec 447(a) (1) (iii). Hence FURTHER REVIEW is recommended, per 2nd indorsement dated August 20, 2025.

Presented for consideration is City Ordinance No. 01, S. 2025 of Baybay City, Leyte entitled: “AN ORDINANCE ESTABLISHING THE BAYBAY CITY WOMEN AND CHILDREN CRISIS CENTER FOR VICTIMS AND SURVIVORS OF VIOLENCE AND ABUSE, AND FOR SUCH OTHER PURPOSES.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd indorsement dated August 20, 2025.

Presented for consideration is General Fund Supplemental Budget No. 01 FY 2024 of San Miguel, Leyte in the amount of Php18,511,934.70 under Appropriation Ordinance No. 2025-02, recommended for APPROVAL with CONDITIONS the Local Finance Committee per review letter dated September 10, 2025, together with Supplemental Annual Investment Plan (SAIP) No. 1 CY 2025 of the same amount.
29. Presented for consideration is General Fund Supplemental Budget No. 02 FY 2025 of Barugo, Leyte in the amount of Php15,711,257.12 under Appropriation Ordinance No. 13 S. 2025, recommended for APPROVAL with CONDITIONS the Local Finance Committee per review letter dated September 11, 2025, together with Supplemental Investment Program (SIP) No. 02 CY 2025 amounting to Php24,661,257.12.
30. Presented for consideration is General Fund Supplemental Budget No. 3 FY 2025 of Kananga, Leyte in the amount of Php2,401,350.42 under Appropriation Ordinance No. 24L.25-005, recommended for APPROVAL with CONDITIONS the Local Finance Committee per review letter dated September 10, 2025.
31. Presented for consideration is General Fund Supplemental Budget No. 2 FY 2025 of Kananga, Leyte in the amount of Php21,508,440.15 under Appropriation Ordinance No. 24L.25-003, recommended for APPROVAL with CONDITIONS the Local Finance Committee per review letter dated September 8, 2025.
