Presented for consideration is Presented for consideration is a National Water Resources Board Water Permit Application No. VIII-LEY-2025-11-019 filed by YUMMY-WATER WATER REFILLING STATION/MARIANE JANE D. IBAÑEZ located at Barangay Cabacungan, 6505 Dulag, Leyte, with a request that said application be posted on the Bulletin board of the office and certification of posting be issued.

Presented for consideration is Presented for consideration is General Fund Supplemental Budget No. 3 CY 2025 of the Municipality of MacArthur, Leyte in the amount of Php2,986,921.66 under Appropriation Ordinance No. 04, Series of 2025. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review dated January 29, 2026.

Presented for consideration is Presented for consideration is General Fund Supplemental Budget No. 01, Series of 2025 of the Municipality of Merida, Leyte in the amount of Php15,596,060.56 under Appropriation Ordinance No. 02, Series of 2025 together with Annual Investment Program in the amount of Php15,596,060.57. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review dated January 29, 2026

Presented for consideration is Presented for consideration is General Fund Annual Budget CY 2026 of the Municipality of Leyte, Leyte in the amount of Php265,045,066.00 under Appropriation Ordinance No. 004-25, together with Annual Investment Program in the total amount of Php548,000,000.00. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review dated January 30, 2026.

Presented for consideration is Presented for consideration is General Fund Annual Budget FY 2026 of the Municipality of Javier, Leyte in the amount of Php211,657,436.00 under Appropriation Ordinance No. 2025-15, together with Annual Investment Program in the total amount of Php1,419,235,459.00. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review dated February 3, 2026.
09. Presented for consideration is General Fund Supplemental Budget No. 01, Series of 2025 of the Municipality of Calubian, Leyte in the amount of Php7,220,113.06 under Appropriation Ordinance No. 2025-001, Series of 2025 together with Supplemental Annual Investment Program (SAIP) of the same amount. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review dated February 3, 2026.
10. Presented for consideration is General Fund Supplemental Budget No. 02, Series of 2025 of the Municipality of Calubian, Leyte in the amount of Php6,730,122.19 under Appropriation Ordinance No. 2025-003, Series of 2025 together with Supplemental Annual Investment Program (SAIP) of the same amount. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review dated February 5, 2026.
11. Presented for consideration is General Fund Supplemental Budget No. 03 FY 2025 of the Municipality of Inopacan, Leyte in the amount of Php2,144,249.57 under Appropriation Ordinance No. 25-03, Series of 2025 together with Supplemental Investment Program (SIP) in the amount of Php20,180,000. 00. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review dated February 9, 2026.

Presented for consideration is General Fund Annual Budget FY 2026 of the Municipality of San Miguel, Leyte in the amount of Php194,938,703.00 under Appropriation Ordinance No. 2025-05, Series of 2025 together with Annual Investment Plan (AIP) of the same amount. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review dated February 9, 2026.
13. Presented for consideration is General Fund Annual Budget FY 2026 of the Municipality of Villaba, Leyte in the amount of Php267,372,104.00 under Appropriation Ordinance No. 03, Series of 2025 together with Annual Investment Plan (AIP) in the same amount of Php492,820,681.00. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review dated February 9, 2026.
14. Presented for consideration is General Fund Annual Budget FY 2026 of the Municipality of Tolosa, Leyte in the amount of Php157,820,024.00 under Appropriation Ordinance No. 01, Series of 2025 together with Annual Investment Plan (AIP) in the same amount of Php890,223,200.00. Same is recommended for APPROVAL with CONDITIONS by the Local Finance Committee per review dated February 9, 2026.
15. Presented for consideration is MUNICIPAL ORDINANCE NO. 2026-01, of the Municipality of Alangalang, Leyte, entitled: “AN ORDINANCE CREATING THE LOCAL YOUTH DEVELOPMENT OFFICER 11 (LYDO 11), PRESCRIBING ITS SALARY GRADE, QUALIFICATION, DUTIES AND FUNCTIONS, AND FOR OTHER PURPOSES.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd Indorsement dated February 9, 2026.
16. Presented for consideration is MUNICIPAL ORDINANCE NO. 2026-02, SERIES OF 2026 of the Municipality of Alangalang, Leyte, entitled: “AN ORDINANCE CREATING THE PLANTILLA POSITION OF LOCAL DISASTER RISK REDUCTION AND MANAGEMENT (LDRRM) OFFICER 1 SALARY GRADE 11 UNDER THE MUNICIPAL DISASTER RISK REDUCTION AND MANAGEMENT OFFICE (MDRRMO), TO BE DESIGNATED AS MDRRMO RESEARCH AND PLANNING OFFICER, PROVIDING FOR THE ALLOCATION OF FUNDS THEREFOR, AND FOR OTHER PURPOSES.” Same is recommended for the declaration of its VALIDITY by the Provincial Legal Office per 2nd Indorsement dated February 9, 2026.
17. Presented for consideration is Resolution No. 1, Series of 2026 from LIDAROIMMA IRRIGATORS’ ASSOCIATION INC. Barangay Liwayway, MacArthur, Leyte entitled: “A RESOLUTION EXPRESSING STRONG OPPOSITION TO THE PLANNED MINING AND DREDGING OPERATIONS IN MACARTHUR, LEYTE AND DEMANDING THE IMMEDIATE HALT OF SAID ACTIVITIES TO PROTECT WATER RESOURCES, IRRIGATION SYSTEMS, FARMLANDS AND COMMUNITY LIVELIHOOD.”
